paying $3k for a rotting apartment and disrespect

we have been dealing with leaks for 90+ days, starting only 19 days after we moved in. management neglected to address the situation repeatedly and created what they deemed an unlivable and unsellable unit for the next 12 months, but still insist we pay rent for it. they have given us no alternative units unless we pay more or downsize (to a 600 sq ft apartment..)
