Deception and Stupidity- Stay Away from Here!

Contrary to what my lease says, I recently discovered that this complex does not submeter the water bill. When I moved in last year, I signed a lease with a Submetering Addendum and not a Utility Allocation agreement. I distinctly remember the staff explaining this to me at the time. I only confirmed this is not what is actually being done because they changed water billing companies and the new company did not have any "meter readings" on the bill. When I called the new water billing company about it, Singenis Corporation, they informed me that Middle Brook Gardens didn't contract for submetering, but used the allocation method. I talked to ------` (sp?) in the office about it, and she said they had always had water allocation. I asked where National Exemption Service, the old water billing company, came up with "meter readings". Did they make them up? When asked about the submetering agreement I signed as part of my lease, the ditz claimed it was a "mistake" that that form was attached. Another staff member, -----, told me this also, that it was an "honest mistake and we are human." They have submeters in the laundry room of each apartment and are capable of submetering if they wanted to and do what the Texas Commission of Environmental Quality (they regulate water billing) recommends. It is only fair to base a water bill on actual usage, not some formula based on number of occupants in each apartment. I am now wondering how many other tenants have signed a submetering agreement "by mistake" as part of their lease and assume this is how MBG is billing for the water. JUST A WARNING! This is deceitful and deceptive! I intend to complain the owner, CNC Investments. Besides the staff being lazy and deceitful, there are too many loud cars, etc. in and out of this place all night, people are rude and inconsiderate of others peace and quiet. What they call a "patio" is actually a porch. The A/C unit is exceptionally loud, the walls and flooring are too thin (I live downstairs and can hear everything upstairs), there are too many feral cats roaming everywhere, the garbage dumpsters are overflowing most of the time with trash everywhere around them, and there is a definite mold problem around the windows. The pest control people never show up, there are too many loud, rude kids running around too close to others apartments, and I've had a "bog" outside my window since I moved here last year which never dries up. I called to ask if this drainage problem could be fixed and nothing has been done about it yet. The only good thing I can think of is that the kitchen is larger than the average kitchen found in other apartments. I hope this is enough to discourage anyone from wanting to move here.
