If you like garbage, filth, constant police presence, inconsiderate and loud neighbors and absolutely ignorant and unresponsive maintenance, this is a place for you! Otherwise stay as far from Congress apartments as possible

    Dont rent here

    We pay 1540 for 2bed 1.5bath . We deal with roaches and wasps . Maintenance doesn't answer calls or fix everything and take months to do a job and make fake promises of fixing stuff . Our dish washer leaked water from the sink took months to get someone to replace it . Heat doesnt work. Always losing power and they shut the water off without telling you and lasts all day . Walls are busted looking and ice on the sidewalks takes them 2 days to start removing it , slipped and hurt myself.

    Slum, go anywhere but her

    If you're reading this, do yourself a favor and look for a different apartment. Congress Apts is not a healthy place to be. The management is exceedingly rude and uneducated. It is like inhaling toxic waste, dangerous and toxic. Maintenance is non-existent. Should be reported to fire marshall as the smoke alarms are constantly beeping. There is no safe way for anyone with mobility issues to enter any building in the complex. apartments are NOT A.D.A. friendly nor compliant. I don't even want to imagine if there was ever a fire in any of those buildings. Very few people would be able to exit the apartments and get to safety. Congress Apartments is a tragedy waiting to happen. A person would be safer at a shelter.

      The worst

      Want to feel like you live in the projects for a ridiculous amount of rent? Need some roaches and bed bugs to keep you company as room mates? Or maybe you prefer drug use in the halls and homeless squatters living in the laundry rooms, if so, Congress apartments are perfect for you!

        I had read the reviews and see a lot of negative ones and I still told myself that it really couldn’t be that bad but it was! And what was so mind blowing was that they wouldn’t allow me to see the unit until move in day. The day I signed the lease on July 14,2021 there were roaches in the refrigerator and dishwasher so I had them replace the appliances which took a total of two weeks. And the ladies April and Maritza (however you spell their names are no help whatsoever ever) knew that building D2 - second and third floor had roaches and still let me move in to a filthy infestation apartment to pay $1690 a month for a three bedroom/two bathroom apartment. I highly don’t recommend talking to them and always request talking to their manager Erin because those two ladies do not care at all. I had to call every week to make sure the exterminator was coming into my apartment, we probably killing 5-8 roaches a day. And there were days that they will lie and say that he came in and never did. I literally was over it and decided to break the lease two months in I left September 30th and I’m so glad I did. And what’s so crazy is that they still took money from my security deposit knowing they put me in that nasty apartment and that crazy situation. I will make sure I’ll put this on every website that they’re listed on, and if you have any questions please don’t hesitate to email me at - I’ll any questions you may have.

          I am paying nearly $900/month to live in substandard housing. This is not somewhere you want to live. When I first moved here, it was terrific! In the last 3 years, the DePauls (owners) have decreased the number of maintenance people, and have stopped doing many types of repairs. As long as the rent is paid, the owners are happy. The laundry rooms have machines that don't function. There is dog poop all over the property, where children play. The heat is outdated and doesn't work properly in many apartments. The dumpsters are overflowing most of the time. The owners don't want to spend the money to keep these buildings in a habitable condition. It is very sad, because the grounds here could be beautiful if they were maintained.

          Staff is not helpful at all/unprofessional, maintenance takes forever to get anything done. I called to place a work order and it's been two weeks, two people have checked out the apartment and have only taken pictures, nothing got done, not to mention that one time a couple months in where we specifically told them not to enter the apartment if no one answers the door and they still proceeded to do so, a complete invasion of someone's privacy and no heads up so they'll randomly show up expecting you to just be waiting by the door. For a 1 bedroom 1 bath that wasn't even renovated, raising the rent to 940 is unbelievable. we had a mouse not even a month in, the toilet was not working and kept leaking. I would not recommend to anyone.

            Avoid this place at all costs. If you want a clean, quiet and safe place to live don't move here. Garbage is always full because the junk yard for cars is nearby. People that don't belong in the complex fix there cars and dump their parts here. It takes up alot of the dumpster space and garbage is always all over the ground. You cant recycle here because they have one small container for recycles. People try to recycle and its all over the ground because gets full fast. The recycle truck only takes what's in the container marked. It ends up being collected for garbage.There is always garbage everywhere and no one cleans up after themselves. Almost every week there are beds thrown out because of bugs. So many bugs come in the apartments. You have one washer and dryer for 12 apartments. You better off going to the laundry mat if you are ok with that. The pipes are very old in this place so sinks and toilets dont really function to well. Always clogging up. They do not give you new rugs in moving in. they are shampooed so be prepared for when you leave to have a professional do it out of your pocket for your lease contract. They do not know how to paint. They painted their hair in the wall all over my apt. And the paint is defiantly not even. When I moved in my oven burners were not working as well as the heat, the fridge was dirty and the fridge freezes everything. You can never relax here after a long day. People are rude they light fireworks near cars and have parties late at night in parking lots and leave everything for someone else to pick up. Tenants race up the streets and do not yield to pedestrians including kids. If you are worried about your kids safety this place is not for your family. The front desk staff is very rude and no help. We had water from upstairs neighbor come into our place, which is considered a emergency. Maintenance did not act quickly at all. When you view their model looks NOTHING like your apt. They made it look nice to get you in there. It is not safe here cars are broken into, rims stolen. The class of people in this place is no good. Read other reviews besides mine and you will see alot of similarities. Avoid this place.

              I have lived her since March 2016 things was ok until i signed the new lease. All of a sudden they don't take my prepaid rent payment online and tired to charge me extra money . I mail my check then they act like they never received it after i called 10 times to see why they haven't cashed it. This has be going on for 4 months the office staff is terrible. I wouldn't recommend anyone to waste there renting here. The heater are terrible and me and my son's are cold every winter we use space heater and the oven to stay warm. The olny reason I stayed is because i hate packing and my job is 5 mintues away and the daycare is so close to me.

                WORST COMPLEX I HQVE EVER EXPERIENCED. RUDE RUDE RUDE STAFF MEMBERS, WHO OFFER MONEY FOR REFERRALS NUT DO NOT FOLLOW THROUGH. NEIGHBORS ARE SO RUDE SO SCARY SO OBNOXIOUS THEY WILL SCREAM AND YELL AND THE STAFF DOES NOTHING. BED BUGS. ROACHES. CRIME. AND ONE WASHER AND DRYER FOR THE ENTORE BUILDING, WHICH IS MORE TO OPEATE THAN GOIMG TOMTHE LAUNDRY MAT. YOU CAN HEAR EVERYYYYTHING!! LOUD MUSIC IS TOLERATED, AS WELL AS FIGHTING AND NOISE ALL TIMES OF NIGHTS. HAD TO GET ALL NEW FURNITURE TO GET RID OF BED BUGS AND ROACHES. BE AWARE, MY REVIEWS AND OTHERS PIKE MINE HAVE BEEN DELETED TO MAKE THIS COMPLEX SEEM LESS TERRIBLE. FREEDOM OF SPEECH!

                  This is the worst apartment I've ever rented my whole life. Avoid it by all means. The apartment smells stinky, had bed bugs, and everything is in a bad condition. But when you move out, they expect the apartment to be in a new condition. They will charge you ridiculous fees no matter how thoroughly you clean the apartment. They just want to steal every penny possible from you. The hallway fire alarm keeps beeping all night with no batteries. The toilet is running water 24 hours. The management is even worse. If you complain, they'll yell at you. With that rent, you can get far better apartment and better services.

                    Management is extremely rude and unprofessional. They do their best to extort you with ridiculous fees and rate increases, and are extremely cheap. They don't take care of their common areas (fire alarms in the hallway constantly beeping for new batteries, our laundry room was out of service and smelled foul for over one month). Things are constantly breaking in the apartment (oven, fridge, heater, toilet, lights) and the maintenance are so overworked, they can take up to a week or more to come fix things. The maintenance men are always very nice but dealing with the office to get them is a complete nightmare. The mail is never delivered to our box properly and we either miss letters or we get other people's mail. We have salesman and con artists come inside our buildings and go door to door; I've tried calling about it but management does nothing. Congress Apartments will do anything to get more money out of you and to cut corners, too. It was 50 degrees outside and they turned off the building's heat. I had to call four times and often they don't answer the phones. The air conditioner in our apartment doesn't work. We have to keep a chair in front of the fridge or it opens. Our outside lights are out half the time and there is no lighting in the parking lot. Calling the rental office is a complete joke- the ladies are always rude, unhelpful, and practically hang up on you when you call. I regret my time here at Congress Apartments. The apartments here are expensive and management is a headache. The quality of this apartment is comparable to one in the ------, yet the price is closer to a suburban place. The area has a lot of shops but it is near a nightclub and a strip club where there are fights and shootings. The neighborhood isn't safe to walk in at night, especially if you are a girl. You are much better off renting elsewhere. Don't rent at Congress Apartments!

                      The staff were so nice to me when prospecting to move in. They told me not to worry about sending anything via certified mail as it states is required in the lease. I wish I would have got it in writing. My proof of insurance, security deposit, and signed lease was turned in at the office. I turned in my 60 day notice 61 days before the end of my 1 year lease and they conveniently lost it. They then said that it's my fault because I did not send it via certified mail as it states in the lease. Their fee was my security deposit + an additional months rent. Their collection department allowed me to make payments and lowered the additional charge to 470 instead of 750. Do not trust their office staff, they are crooks. It also took forever for them to follow through on maintenance requests while I lived there. I've rented for 10+ years and the year at congress apartments was the worst experience. The heat was constantly messed up, it was either way too hot where it was required to open a window when its 10 degrees outside or freezing. I had the apartment move in ready when I left, I even scrubbed out the stove. For them to withhold my security deposit and charge additional was robbery. I could not afford them sending it to collections as I'm in the process of trying to buy a house so I was forced to pay them.

                        This place is absolutely the worst apartment I have every lived in. I have been here for 6 months and my apartment has had to be inspected 3 times for bed bugs because of my neighbors. The model you look at before you sign your lease looks NOTHING like your apartment its 200% more nicer. The office staff is lazy and does nothing to help out with any of the problems you have. There is only 2 washer and dryers for every 24 apartments and the people in this area are so disrespectful. The kids run freely in the streets screaming out profanity and there is constantly police in the area for fights and drug busts. Not to mention the thugs that hang out who don't even live here are constant harassing the people who do actually live here with their drug dealing, Loud music, and sitting out on the front steps.

                          I am very disappointed with them. please be aware that the ladies in the office are EXTREMELY RUDE. I have felt hostility from my neighbors and when I tried to talk to the office about the problem they disregarded it and never did anything. Then maintenance men are nice but they don't tell you when they come, what time, or if they even fixed what needed to be fix, you pretty much have to guess if someone was in your house or not. The apartment was decent but had lots of problems since I moved in. Upstairs neighbor bathroom leaked into ours and didn't get maintenance to repair it until 6months AFTER the incident which I called and reported numerous times. The hallways REAKED of garbage and animal urine because a lady moved in with a dog, 2 cat, and 3 birds, but then had the nerve to report me because I have 2 dogs. The neighbor across had domestic issues where cops showed up and the other neighbors put his trash out in the hallway which added to the stench . When I addressed all of these problems to the office they again did nothing. I tried to set up a meeting with their supervisor and the unprofessional ism continued. The walls in the apartments are also extremely thing where you can hear the neighbor talking in a normal voice through the wall.BEWARE of this apartment. Defiantely moving out when my lease Isoo

                            congress apartments are very expensive..the service is very bad ...they fix something and it breaks down again. ex; the handles to the bathroom shower have gotten fixed twice, and now they are still broken..now, the garbage disposal broken three times, the cabinet drawers are painted over so many times they don't close properly, the handles of the cabinets are broken. the refrigerators are old and they make a lot of noise. cheap carpeting, the maintenance crew is shady, all they do is smoke on the parking lot ...and drive in the vans. our storage unit by the laundry area was broken into, and ironically every bolt and nut was placed very well as to hide it, and make it look like nothing happened, we complained and all they said was sorry, nothing else the only ones that can do that and have the time to put every nut and bolt on the door properly is: MAINTENANCE CREW..we reported it to police, they said to add another lock. the basketball court is open to all activity (meaning) people who don't live here, often there are fights, gang activity there, and drug dealing, and the office looks the other way. they say no to BBQ grills, but everyone grills right in front of their buildings, again office looks the other way. trash is often found everywhere. they rent to whomever, shady people are moving in and out almost every other weekend. staff is rude. the laundry room is a joke one washer and one dryer, for 11 apts. and they are dirty, not kept..old. and most often the washer is leaking and the floor is flooded with water. don't rent here, they have many outsiders that are coming and are very shady looking.

                              I have lived at Congress Apartments for three years. The PRO's rent is cheap, the grounds are kept cleaned and no problem parking. The CON's the old saying is you get what you pay for. The walls are super thin. You feel like you have no privacy. When your in the bedroom area, you can hear your neighbor talking and their TV. Its like having a curtain up they can't see ya, but you sure can hear them that cleared. The bathroom samething, it's pretty bad when I can tell if your taking a #1 or #2. The living room area you have to put your TV up so you dont hear the voices through the walls. Even if you don't want to know someones business, you do. If you don't pick the 3rd FL. The walking on the floor is so loud above you. The neighbors are not even walking heavy and it's that bad. I had friends come over, and the neighbors above me started walking and my friends looked at me wonder what the noise is. I had 4 tires and wheels stolen. I guess they look for tires that fit on a Honda Civic. I couldn't afford that much at the time, and thats why I was there so long. I read the other reviews and they are true. I have been living at my new place for 2yrs. and I do pay alot more, but hear nothing.

                                You can do better than Congress apt.

                                Personally would not recommend this place to anyone. Reasons: breakings in cars is becoming a normal routine, you wake up ready for work hoping that you car is either still out ther, is not missing wheels, not broken into or missing the back window. what a rude awakening for many. Secondly, you have no idea if your house will be intact when you come home from work or if you will be robbed or killed in broad daylight either in your apt or in the parking lot. Finally the leasing office staff have an 'Idont care attitide- it happens to everyone and if you dont like the place you can give us you months notice'- Who in the world says that to its coustomers- definately congress apt employees. its just sad. Just in 1 month there has been more than 7 car break in and robberies. A woman woke up Sunday morning to find her car standing on 4 stones (Missing all for wheels) and what did they do. NOTHING. Residents have requested cameras but that is just music to their ears. SECURITY IS BAD I would not recommend anyone raise their children or older parents in that place. it they are not careful, it will soon to be a ------, and i will not be surprised. Advice to those who choose to move in 1. Never leave valuable even coins in the car 2. Never follow the non sensible advice they give you i.e leave you lights on when out of the house or leave your TV or radio on. Those trick dont work instead your electric bill goes up 3. Allways make sure there is someone in the house when the maintenance staff come in to fix something 4. Finally, do not tell anyone your day to day schedule or about how rich or poor you- you are just making it easy for them to still. LOOK AT OTHER APARTMENTS BEFORE SETTLING IN TO THESE ONES. THEY MAY BE BEAUTIFUL NO DOUBT BUT THEY ARE NOT WORTH RISKING YOUR LIFE OR THOSE OF YOUR LOVED ONE. I am currenly living in a safe neighborhood, no hassle, no sweat but i still take caution, the trauma i got from Congress apts will leave with me for a long time..........

                                  Poor management makes Congress Apartments a slum zone.

                                  I have lived at Congress apartments. I have never seen so many ethnic groups in one pile of brick buildings. It appears that the front office person rents only to minorities and is horribly unfriendly even hateful. Whites are often disqualified because of prejudiced values. Multi family -------- in the apartments now seem to be common. Loud dirty, noisy and mutilated cars with blacked out windows and excessively loud mufflers hamper every corner, and destroy any peace one might find while sitting in your Congress living room. Dark and unfriendly to all, the tenants of Congress seem to be chosen expressly for low life only. Apartments are broken into regularly, cars are smashed into often because the parking lots are frightfully dark and filled with loud rowdy unemployed or HUD, smoking pot and drinking and partying all night long...the apartments are nicely set up, and the maintenance men do a great job fixing things. but who wants to live in a ------? It's simply not safe here. Tenant screening seems non-existent, and anyone with a pair of shoes can now move it.Fire the front office person and put someone there who will screen tenants, and not exclude whites, and the problem would be solved.

                                    Normal people stay away, but trash will feel right at home.

                                    I lived there for 12 years, and moved out a few years ago. My neighbors were great for 11 of those years, and then they moved out. We had the biggest set of trash move in I have ever seen. Loud, up all night, not working, 6 people and their kids living in a 3 bedroom. I almost got into a fight with one of them, but I can keep my cool. The biggest problem came when managment was changed around that time. They let anyone and I mean anyone move in. It chased all of the good people out. So, if you consider yourself normal, then don't move here. If your desperate or ------, then welcome home. Better have a gun, car alarm, and the ability to sleep through loudness. Did I mention you can hear even the slightest footsteps from the apts. above. Get the top floor if you can handle the stairs, if not, invest in ear plugs for when you sleep! Oh, and the parking lot is cramped, and very dangerous.

                                      My experience...

                                      I'm not giving any opinions I'm just stating the facts of my experience. When I first moved in I had a small dog and signed a lease that specifically mentions the under 25lbs policy. This is not kept at all and I've seen every kind of dog being kept in the apartments. I wouldn't mind but some people do kept aggressive breeds that have attacked my dog. I told the office and they said it was probably someone who just happened to walk their dog through the complex. I've seen the guy a bunch of times and the guy lives in one of the buildings that supposed to be dog free. My sister came to visit me one time from out of town and her car was broken into. It was in the parking lot behind the building with moderate lighting. Hers was not the first broken into and probably won't be the last. I've seen a bunch of smashed windows that mostly belong to older model cars so if you own anything older than 95 you should be careful. I have had a couple of problems with the two different apartments I rented on the complex. The maintenance guys are pretty awesome. They are friendly and very capable of fixing things. The only thing is that since they all have keys to the apartments they sometimes let themselves in when on a call. I don't know how many times I wasn't decent and they walked in after two knocks. Also the buildings are old. I had a pipe burst in my apartment and then the very next month I had a crack in the foundation and my apartment again flooded. My refrigerator broke in both apartments. In all the cases the maintenance fixed it within three days except for the crack. The problem came from when mold began to grow in the apartment and the repeated flooding from the crack in the foundation. It happened a month after the pipe so they just thought it was residual and refused to take the complaint seriously. The mold grew up the walls and we fought the office to move us or rip up the carpeting and do something. After two weeks of fighting they moved us to another building. The neighbors sucked in the new apartment but I loved the old neighbors. Also the dog building owners tend to actually pick up the animal crap. The dog owners who are not allowed to have pets in their building don't. The pool is very well kept and the grounds in general are well kept. They plow all the time but I've also had my car plowed every other time it snowed heavily. The pool has a kiddie pool for absolutely no reason. They didn't bother to fill it when I was there and when I asked they said they couldn't afford another life guard to monitor the pool. They had two lifeguards all the time but the pool on heavy days maybe had 15 people. The lifeguards also both took bathroom breaks every hour. I don't the life guarding rules but it sucked that I had to get out and that if I got there as they took their breaks I had sit around for 15 minutes until I could even get in. This is my opinion.... I would NOT recommend living here. The location is extremely awesome because it is so close to 22 and it is right before the mall traffic so you don't have to wait long because of traffic. The Target is right there and so are the movie theaters. There's a bunch of restaurants close which makes eating out fun. These pluses are hugely shadowed by the ownership.The rules are not enforced and they don't even take precaution to prevent crime. The storage is really easy to steal from so I wouldn't place anything remotely of value there. Its supposed to be locked with the tenants having the only keys but that's not the case at all. The laundry facility in the "newer" building share the laundry with all the three buildings in the row. Also means three times amount of people that can get into your things. I also loved that when I was doing laundry I walked by a bunch of storage spaces with crap people just threw in there as they left. I saw half a couch stacks of newspapers a bong and other crap strewn through the basement. I found a box filled with lock picks, a small bolt cutter, and literature in how to bypass alarm systems and pick different locks. It could have belonged to a legitimate locksmith but there where other books that made me doubt it. How to grow weed, rules to pawning items and a bunch of other crap like that.

                                        Awful experience!

                                        I've lived in a lot of apartments complexes and this was by far the worse. I had crazy neighbors who kept making complaints against me that I allowed "my children to be rowdy" which is ironic, considering I did not have children nor did I have any in my apartment. Instead of the office letting them know that, the sent ME threatening letters. They were intolerant towards dogs, who were not allowed to be near windows or make noise, and we were not allowed to walk them anywhere else except around the 4 buildings that allowed them. Also, my mailbox was ripped out of the wall, someone was peeing in the hallways and we had a disgusting beetle infestation. This place inspired me to buy a house, so I guess there was one positive to this experience.

                                          stay the hell away from congress apartments, i have lived there for almost three years, leaks everywhere, laundromat over priced and they never work, ac units leaking water all the time, floors squeaking all the time, you can hear everything the next door neighbor is doing from cooking to going to the bathroom, rental office people are the most incompetent people ever, never call you back in a timely manner. on my last three months i discovered bed bugs in my house, it took them three weeks to send a pest control person over, and after 4 treatments the bed bugs were still biting me and my son, i had to get rid of everything(literally everything) the only thing i kept was our clothes which i washed and dried about three times. the bed bugs spread throughout the whole building and the one across from the building i lived in, i have never seen a bed bug infestation throughout the whole apartment complex, i have never seen so many furniture and mattresses thrown away by the neighbors because of the bed bugs, my son's body was like a bites festival because of the damn bed bugs. bed bugs is the worst thing you can ever have living in your house, they dont go away unless you use heat on them(has to be over 130 degrees hot) and because congress apts is so cheap they had the pest control ppl use their cheapest insecticides instead of using a more effective treatment that would eliminate the bed bugs. please if you have kids do not rent in congress apts in allentown, not a safe environment plus the apartments are overly priced for what they are worth. again, DO NOT RENT AT CONGRESS APTS IN ALLENTOWN.

                                            Going downhill...stay away

                                            Having lived here for almost 7 years it is disappointing to see this place going downhill. They must be hard up for decent renters because the people that have been moving in lately are nothing but trouble. There is garbage in the parking lots, cigarette butts everywhere, and the noise level has increased dramatically, stereos blare all hours of the day and night, and the front office doesnt do anything about it. As long as they are getting their money they dont care. Stay away by all means. Also the laundry rooms rarely work or just take your money.
