Thank God I'm Out
Since this is most people's first apartment, you don't know how good it can be till you leave. The managers are all incompetent, and while the apartments seem nice at move in, by 2 months in, the floors get knocked up, the paint chips, and the doors come unhinged with any use. You have to litereally be lighter than air and cleaning constantly to keep this place in shape without breaking walls/floors/doors. It is extremely loud. I have had to call the police personally 7 times in the past year for 4 am parties on weekdays. It wreaks heavily of marijuana most of the time. Floors are almost never vacuumed, and don't bother trying to get help fixing something. It IS overpriced, if you look hard enough you can find something cheaper. The new late-fee rules (5%) are ridiculous, and not comparable to any other building I've seen. If you're sick, or out of town, it can easily run you over 140 bucks for being 24 hours late. Lock-outs, and fees are INSANE. They nickel and dime you at every chance. Notices and memos are rude, and parental. While the building is full of college kids, that doesn't mean management needs to take the role of an ------- parent. There's a whole world of carpeted apartments, with washers, driers, washing machines, airconditioning that comes on before its 95 out... Look around, especially in VA. It's worth taking a metro ride if your going to GW or State Dept., than living in this hell hole. Oh, and the whole leasing office smokes, and so do a large number of the residents, so no matter how clean you keep it, your apartment will smell like you smoke a pack a day. My girlfriend who lived through the war in Yugoslavia said that the building reminded her of an Slav hospital, if that gives you any perspective.

meh
for the money, it's a great place to live in foggy bottom. you really can't beat the price for a clean, well maintained building. the area can be very noisy and the old windows don't help the situation. like most parts of dc, you hear sirens a lot and if you live in the back of the building, you will hear a lot of traffic going through the alley (including garbage trucks in the wee hours of the morning). it is however a very convenient location- close to metro, cvs, 711, liquor store and management tries to help with most things. If you need to live in Foggy Bottom, check this place out. Otherwise, consider a different neighborhood because it's dead on weekends and there's not a lot to do other than stare at monuments.

Convenient but Crappy
PROS
-You can't beat the proximity of this place to the GWU campus and the rents are fairly reasonable by DC standards.
-The large efficiency is a perfect size for one person. I could fit a queen size bed, couch, dining set, desk, and bookshelves with room to spare. The walk in closet is also quite a plus.

CONS
-There are lots of college kids living in here and many of them tend to treat the building like a frat house (e.g. late parties, marijuana smell in the halls).
-I had problems with cockroaches when I first moved in but the building sent an exterminator and the problem hasn't returned.
-I have a recurrent mold issue due to rotting dry wall inside the walls that will only be fixed if the management decides to redo the water pipes.
-The appliances are circa 1970.
-The management office staff are either incompetent (e.g. unable to answer simple questions) or downright mean but interaction with them is limited to complaints about the sub-par accomodations.

Solid place to live
Boring in a good way. The north side of the building seems to have garbage trucks (noisy) doing their thing multiple times a day in an alley but it wasn't a big deal. I never had any big problems with this building. Neighbors were quiet. There are a lot of GW students. No luxuries. Reasonable place to live at market rates. Overall, the neighborhood and building are boring but in a good way.
