They will rip you off, literally! String of burglaries tied to their own staff.

There has been a string of burglaries here. This usually happens when you are at work or gone for the weekend. There are never any signs of forced entry. Well it turns out their night emissary -------------- has been convicted and incarcerated for burglary and has a criminal record a mile long. He has keys to every single apartment and has been seen several times entering rented units (after looking around to see if anyone is watching) for no apparent reason. Since he is the one in charge of security so obviously complaining to him is worthless. Who is the idiot who hired this ---------- with the shaved head, tatoos and criminal record? Ever hear of background checks?

    Do NOT move in here!

    I only lived here for 6 months and it was awful! the apartment was always cold, parking is horrible. If you have two cars and need to run an errand in the evening forget about finding an open spot by the time you get back. Night security is a joke! Several of us had our cars vandalized and when I spoke to the office personnel they told me I could call the police if I wanted, they wouldn't do it. Also there are no cameras in the parking structure, for safety issues, I would think that would be something they would consider since the structures are pretty big and empty late at night. The fire alarms go off at all hours of the day and night. Staff is VERY, VERY RUDE! DO NOT EXPECT ANY OF YOUR DEPOSIT BACK! We were only there 6 months (no small kids) and they still said they painted the apartment! Location is great, I'll give it that but that is the only good thing about it.

      The Real Deal

      I am moving out of City Lights after 1 year of living here. Here is the skinny. PROS: Its a really nice area, lots of shops, parks, etc. As far as this goes, City Lights cannot be beat! Period. I like the concrete construction, as I have never had a problem with noise from neighbors, etc. It has been extremely quiet. It is cold at night as a result of the concrete, but it makes my bed all that more cozy. The parking for me was great, no noise as I was far from the parking garage, yet my car was close enough that it wasnt a hasle, and you dont have to go down any stairs to throw out the trash or go to your car as the parking garage extends to all floors. CONS: The carpet is really cheap and crappy. I cannot overstate this enough, if you spill water on the carpet, all sorts of stains will appear. I vaccuum almost daily to get the carpet to appear somewhat decent. Consider your deposit GONE when you move out because carpet replacement is emminent. The staff is somewhat ------. Almost all girls and they always seem to be on PMS. Very rarely helpful unless pushed to be so. I am overly polite and accomodating to them and they still act rude and snotty, except for maybe one. The gym sucks, and so do the hours its open. City Lights is a gigantic complex with a ton of tenants and the gym is tiny and only officially open until 10pm. Same with the pool. Sometimes the night watch lets you use it past 10pm, but not always. The nightwatch by the way is useless. They have absolutely no use whatsoever. I am sure that if someone was breaking my car's windows out, they would turn around and walk the other way because they are too afraid to do anything, even call police. What a joke. Yeah, the main con is just to consider your deposit GONE. Now my deposit was $200 so its not a huge deal for me, but for some the deposit could be much higher and into the 1000's. Floorplans are creative and great really. That's my experience at City Lights. The reason I am leaving is because I want a garage, otherwise I would probably just upgrade to a 3 bedroom and stay at City Lights.

        Bad Service, D rating living

        I guess I should have listen to the ratings but NO, my roommate decided it will still be a great idea to go. To start off I waited in the lobby for 20 minutes till a leasing agent could come for us, the first thing out of her month was how much could I afford???!!! Excuse me?! She said yeah what could you pay?! It s very expensive to live here you know. Then I just walked out, I guess I could afford to live her if I drove up in a Audi A6 2008. Speechless.... In regards to the grounds don t let the fancy fountains fool you, the residents have to step out of there vehicles to aim the gate opener towards transponder for them to open, they have no garages just mall style parking structures. That is all, I would not live her personally.

          We liked it!

          First off, I thought I would write a review since I do read these when I move into a new place and listen to what some people have to say. But, I think it's very common for people to want to complain if they have had bad service than good...most of the time. So, I thought I'd share my experience and hope it helps someone. My husband and I moved into City Lights in 2006 and love how close it to the shopping center below. We have walked to dinner, the grocery store and movies numerous times. I love the fact that our patio faces the beautiful fountain in the courtyard and that gives off a nice sound, as well as muffles any noise from our neighbors if they are talking outside. The pools are great and so is the hot jacuzzi and I have used the 24 hour gym many times, both early in the morning (like 5:30am and in the evening)without any problems. They even do offer yoga, pilates and a boxing class in the aerobic room above the gym, which is kinda cool. I do agree that the parking structure can be a little pain sometimes because people drive like maniacs in it, but I have never had a problem finding a parking space late at night or when guests come to visit. But,I have never felt unsafe in the structure (like the last review..sheesh)and have walked through there alone many times without feeling scared. The only bugs we have noticed are some silverfish, but they were not that bad...just a few here and there. I also did like the convenience of having a washer and dryer in the apartment. The staff that were here have never given us a problem and always been right on top of any requests we had, so no complaints about that from me. And I did appreciate the trash shoots on each level and the shopping carts that were provided to help you carry in groceries. Some of the people that live here are inconsiderate, but you will find that anywhere you go. Overall I thought this complex was very nice and the positives outweighed the negative.

            Creepy parking structures, rude staff!

            I do not live here ( thank goodness) but it does not take long to find out what life here would be like. There are two creepy parking structures at the entrance of the gated communities one on the left & right. There were two abandon shopping carts and the smallest illuminating light above the mailboxes located in the parking structure. It gives you the chills; I would consider this to be very unsafe especially for a single woman. My husband and I were waiting for a tour and once it was our turn they said they could no longer assist us and handed us a pamphlet and pricing list, they said I could go online for pricing specials (WTF!!!- what kind of customer service is that). The leasing personal did not even bother to come out and talk to us she kept sending the reception guy back with messages and yelling instructions just to tell us to come back tomorrow. This left a bad taste in my mouth of what I would have to deal with if I actually moved here. I thank God for this experience cause it has allowed me to cross city lights off my list. There was kids horsing around in the pool plus the area is next to a older shopping center, not all what its cracked out to be like people say on these reviews, I would not waist my time in believing this is one of the best places to live in South OC, check out Irvine or Newport for similar pricing and way better service. I live in Woodbury and was so eager to checkout this community but was so disappointed.

              I guess I got lucky..

              I've lived here just about a year, on the 4th floor in bldg 3 and I've never experienced any of the problems with rats, spiders, silverfish, etc. that people write about here, but I'm quite tidy inside, too. I live close to the trash chute and I haven't seen anything over there, either. It's a bit noisy in the summer since I face the pool, but OK by 10pm. I don't hear neighbors too often, never see anyone out on balconies in this area. The fire alarms have gone off a few times in the year I've been here, but maybe only 5-6 times. Maintenance is here within 24 hours of placing online request and very helpful. I don't like the parking structure, but only because some people drive in there like it's Indy..My car hasn't been bothered, otherwise. I've been offered a new lease and some discount for next month, I was expecting a reduction in rent since there's so many vacancies due to economic situations and the complex posts a lot cheaper prices online, too. I don't want to move to another unit to save money, so I'm trying to work it out and stay here. There are a lot of other choices in the area and many seem to offer better "deals" but after reading ratings on them as well as this place, I'm not so sure.

                Not kid friendly

                We lived in City Lights for one year on the 4th floor. We have two boys (ages 4 & 6) that are active, little boys. When we first moved in, our neighbors below complained the boys were making too much noise at 7:30pm. The boys weren't doing anything crazy like bouncing a ball in the house, just running around being boys. I can understand if this was during quiet hours, but to send us a "three strikes and you're out" complaint letter for a little noise during normal waking hours was a little ridiculous. After our lease was up, they wanted to raise our rent $380 (in this economy). We found a more kid friendly condo with a 1 car garage for cheaper rent. If you have kids, beware.

                  A nice place

                  I've seen the reviews and out of the places in OC that I've lived, City Lights is definetly one of the better places. My apartment faces the pool and the only problem is that in the summer people are nosy and look in the apartment, so I'm moving to another floor facing the park. The parking garage is noisy, don't get me wrong, it bangs when cars drive on the upper floors, but I live right next to it and I can't hear it from the inside of my apartment. Neighbors are ok, you get the typical fighters and stuff, but everyone here are mostly professionals. The only problem which is the same as other places, when your lease is up, your rent goes up. I just took advantage of moving to a better location in the same complex and got the 2 months free deal that new renters get. Not bad...

                    Best place to live in South OC

                    City Lights is by far one of the best places to live in South OC. You can walk to everything--groceries, pharmacy, eateries galore, movie theater, hardware, Trader Joe's (next year some time), a nice park. There's a simple but adequate fitness center and free yoga. Numerous hiking trails are nearby--close enough to walk to as well. I even had the benefit of being able to walk to work!! Yes, there are issues despite all the good--mostly idiotic people living in the community. Try to find an apartment community that doesn't have a few of those--good luck! Some important tips--do NOT live anywhere but the top floor. People above you WILL BE heard--period! Do NOT live above or near the pool--you'll hear noise all the time. Do NOT drive fast in the parking structure--the speed bumps WILL destroy your car and your nerves and the nerves of all who live there! That said, this again is a great place to live--period!!!!!

                      Very Bad neighbors

                      They need to screen their tenants better. Around 11/22/08 there was a huge fight that spilled into the fountain courtyard. Girls beating up girls, guys beating up guys. It was ridiculous. This isn't Compton but it looked like it. The police were finally called and it all ended around 4 am. You can ask about this to the managers. It was in building seven on the first floor.

                        A Nice Place

                        I have lived in City Lights for 2 years, and just like every other place you live...you are going to have disruptions from other people. My parents live in a nice neighborhood and have problems with partiers or people driving too fast down the street. Get over it people!! You aren't the only one living there. I have never had any problems with the staff and things get fixed quickly. The gym is a nice perk and they offer free fitness classes. The pool areas are always clean. It is in a very convienent location in Aliso Viejo and allows for walking almost everywhere, which is a huge plus on the weekend when parking is out of control. My only one complaint is there is not enough guest parking on the first floor, I find myself driving up to the third floor if I get home after 8:00 PM. Overall, this is a nice relatively quiet place to live.

                          I loved living at City Lights

                          I had none of the problems I have read about. I will say that people drive too fast in the parking structure. That was the only thing I thought needed to improve. I will be moving back to Southern California in early 2009 and will live there.

                            Don't bother!

                            My husband and I lived at City Lights for 18 months. At first things weren't all that bad, but eventually it all went down hill from there! 1. Parking garages - what a nightmare! The noise that comes from them is intolerable and can be heard at all hours in your apartment with the windows closed on the opposite side of the building. Also, people regularly hit other people's cars in the parking garage because they drive too fast around the corners and lose control in a drunken stupor. Case in point- my husband's BMW got hit in the parking garage, person lost their front headlight in the accident, we walked around and found the car by finding their missing headlight and matching serial numbers. Nice! No note, nothing. 2. Bugs - I don't really think I need to get too detailed, but it was gross... and the exterminator never came as promised any of the 5 times I complained about infestations. Spiders, silver fish, millipedes... 3. Fire Alarms - 3:00 AM seemed to be prime time for the fire alarm to go off. The first five or so times it happened I really thought the building was on fire, but after that we just tried to stop our ears from bleeding from the truly piercing sound the alarms emit. The alarms regularly went off 3-5 times per week, and when you have a baby trying to sleep at night or take naps during the day a false fire alarm going off can truly put a damper on your life. 4. Prices - sure, the kitchens have granite counter tops... but that's the only NICE thing about the apartments. Everything else was the cheapest possible fixture, appliance or material available at the time of construction. Floor plans were ok, but with little to no closet space to store personal items the apartment was in reality very small. Additionally, when lease renewal came up at our one-year they raised the rent $100 AND told us if we didn't renew for at least 9 months they would raise the rent by $400/month at their projected "market rate." Perhaps their market rate basis was for an equivalent apartment in Malibu. 5. Management - basically everyone in the office, along with management... sucks. 6. Noise - when we moved in the place was relatively quiet. Mostly young professionals living in our building that couldn't be bothered with beer bongs after a Laker game. Once the vacancies started to pile up in the complex, it appeared that City Lights lowered their standards for tenants. Fresh High School grads began to occupy all of the units that had vacancies, which meant that constant partying 7 days a week. Beer bongs on the balcony after a Laker Victory on a Tuesday night- CHECK! Thursday night party with blaring music and dudes hanging out in the hallway talking over each other- CHECK! Drunken fights in the courtyard/fountain area- CHECK! The "Night Emissary" is a ------- joke, and it's not like the police will actually come to do anything so if you insist on living here you might want to invest in some ear plugs. Also, you will hear everything your neighbors above you do. And I mean EVERYTHING. 7. Utilities - you pay for ALL of your utilities here, which is fine, but be prepared to spend a lot on A/C and heating. Since it's so noisy all the time it's not like you can sleep with the windows/doors open during warmer weather. In the winter the apartments get so cold from the cheap single pained windows and cement walls and using the heater is a necessity. 8. Cleanliness of the property - basically it's gross, because people smoke in the hallways and throw cigarette butts everywhere without any regard. Also, people break glass containers (presumably carrying their groceries all the way from the parking garage to their apartment) and don't bother to clean up the broken glass food. The aftermath essentially sits there for WEEKS. Oh, and residents get too lazy to walk their trash down the hall so they just put full bags of trash outside of their front doors. It's lovely. 9. Guest Suite Guests - people that stay in the guest suite generally throw their trash out of the front door (dirty diapers, etc... and I'm not kidding) and don't bother to walk it down the hall to the trash room. 10. Crime - those "controlled entry" gates are a joke, because they have to be left open 50% of the time due to them being broken. Also, they stay open for multiple cars to enter without granted access. Basically anyone can enter the property, try and break in to your apartment, or steal your car. The walk through gates are usually broken as well... as in they don't shut all the way. 11. Rats - rats all over our patios all of the time, shitting all over my sons toys regularly which required me to bleach all of his belongings that were outside about once a week. Vector control was promised to come out several times, but nothing ever happened. As usual. 12. "Barking Cats" - need I say more? Overall, I wouldn't live here. Oh, and don't think about trying to get out of your lease early because you were able to buy your own home. They'll try and pork you to pay the balance of your lease up front, or the alternative is to have them try and find an occupant... which we all know would never happen as long as they are getting paid by someone. Basically we had to add a room mate to our lease to move in to pay the rent in our absence. Luckily this person is a personal friend of ours so it worked out, but imagine if it hadn't. I know that so many residents have gotten fed up with this complex and have moved out/not renewed their leases. As a result there are a ton of vacancies. But Shea Properties doesn't really get that they can't continually jack up rents SO HIGH and expect people to keep living there. They are the most arrogant company in Orange County in regards to their rental properties (residential and commercial). They refuse to do anything for you if you renew your lease, and when it comes time to move they'll do everything they can to keep 100% of your deposit. Stay far FAR away from this place, or any other Shea Property for that matter. I'm stuck in one of their commercial properties as well for my office. Shea Properties and City Lights Apartments can suck it.

                              4th floor is quiet and nice

                              I've lived at City Lights since Aug06. The only complaint I have is that my car was broken into 2 months ago while parked in guest parking on the first floor. I've also had several non-emergency maintenance issues but they were fixed within 24 hrs. Other than that the property is well kept and the building in which I stay is nice and quiet. I especially like the top floor because it affords privacy since my windows have a view of trees and foliage. It's also very quiet on this side of the complex. In addition, there's plenty of sunlight in the afternoon and early evening. I've shopped around for many apartments near the area and most are priced much higher with less or comparable amenities.

                                I guess I'm not that picky...

                                Wow, after reading these reviews I've realized how tolerant I am, I mean "s%#t happens", right? I've lived in City Lights for 4 years, have changed apartments to a bigger floorplan in that time and have been on both a courtyard and hill-facing apartment. I also switched from Phase 1 to Phase 2. Pros: Great location. I used to live in Santa Ana and you don't have the things the town centers provides within walking distance. There are also good companies to work at. Nice apartments, design and size. I have the 1 bedroom den Plan B, and love the gigantic balcony, and the dining room, with 3 walls!! No more walking through my dining room to get somewhere. The kitchen is also pretty roomy and open for an apartment kitchen. Rent Increases are reasonable. In four years, that's 3 leases, they have always only raised the rent $50 a year. I have heard horror stories from people about completely insane yearly increases and feel lucky. Great grounds and facilities. 3 immaculate pools, a nice gym, workout classes provided for free for residents, with real trainers! Right next to Grand Park, openspace, playgrounds BBqs, and on the 4th of July they have fireworks and bands, you get the best seat in the house without even driving anywhere! Cons: Hmmmm...I can hear my neighbors sometimes. But honestly, considering there are 752 units, our hill facing apartment is peaceful (except for the occasional too much noise from leaf blowers). Having moved in, moved in to a different apartment, I don't feel that they rip you off with your deposit. We had kittens in our old apartment who clawed the carpet under several doors, we also had to have two interior doors replace due to an ex-roomates temper. I still got money back! They took the repairs from the deposit ($199 at the time) and pet deposit (hmmm...maybe $350?). They also offer a free carpet cleaning if you renew in your apartment. Which is really nice, since it does get kind of dingy over the year. I've also had the maintenance staff out a few times, for cabinet repair, venetian blind repair and a clogged kitchen sink. They never hassle you about how it happened and they get it fixed right. I don't feel uncomfortable allowing them to enter when I'm not there, as all the staff seem trustworthy. I really enjoy living here, and don't foresee myself moving anytime soon. The staff in the office are friendly, and remember you even when they must have a herd of people moving in and out every month. As far as many of the complaints of other tenants...well, that's life. And that is certainly apartment living.

                                  Don't do it...

                                  City lights we like to call it ------ lights. Don't move here. Believe the reviews. We moved out over 6 months ago and are still trying to rid our stuff of sliver fish. Not to mention the move out. We signed a 7 month lease - we were NOT told that if you have a 7 month lease that upon move out you will have to pay for the following 1. a full paint job of the unit cost $240 2. full carpet cleaning cost $170 3. full cleaning of the apartment cost $220 Total cost to move out of ------ lights $610 And yes someone did die in the parking area and the fire alarms really do go off every other day and at 2am. You would not belive how loud they are. Don't move here!!!!

                                    So far so good

                                    Well I have only lived here for 2 weeks but so far so good. The process of getting the place was very simple and stress free and the staff were very professional and nice. I was a little annoyed that they wouldn't give us the key on Saturday before closing (we were moving in on Sunday and they don't open until 11am)they said if we wanted to get the key a day early we would have to pay for Saturday. Screw that. But rules are rules I guess. We had to fill out a walk through form like all places - there were only 2 minor issues (so minor I told them they didn't even need to fix them) but they fixed them the very next day. They also give a little house warming gift from them which is a very nice touch and it arrived on time. We did our research here on this site first so we knew what to look for and what to stay away from. We live on the first floor away from the parking garage and trash so that's a plus. We live in front of a pool so we do hear kids and drunk college kids during the day on the weekends but its not a big deal. They close the pool promptly at 10pm every night so the noise is really not that bad. Its so convienent to walk 20 steps to the pool plus its a very nice view of the water etc. The trash does smell when you open the door but its trash what do you expect? They seem to empty it every couple of days so it doesn't just sit and pile up. The landscapers and maintenance do a great job of keeping the grounds kept up - considering how big the place is they sure earn every penny. We don't usually keep the windows and doors open so we haven't had an issue with any bugs or silverfish yet - we will see. I feel very safe and love how close we are to the shopping center. You need to be really realistic about this place - its over 800 units with parking garages and multiple pools - it is bound to be noisier than smaller complexes - you are talking about an average of 1,600 people with about that same amount of cars. So far we are really happy with our choice. I will keep you updated if anything changes!

                                      DONT BELIEVE THE GOOD REVIEWS

                                      Have you ever left a good review for an apartment complex? No one does. Most of the good reviews are bogus and left by Shea Property employees. This place looks great! However, it is noisy as hell!!! Come on down and sign a lease if you don't believe me.

                                        Good: * Located next to Town Center * Close to Toll Road * Washer and Dryer in unit Bad: * Extremely noisy. Could hear neighbor above open and close drawers and stomp around * Swarms of flies in hallways near garage/garbage area * Silverfish in bathrooms * No cell phone reception This wasn't the worst place I ever lived, but I certainly didn't miss it when I left.

                                          Management is horrible!!!

                                          I've lived at City Lights for 7 months now and for the most part my residence here as been negative. The worst part isn't the negative experiences - it's dealing with management the next day. Carla is dumb as bricks and WILL NOT SHUT UP!! I've dealt with her on muliple occasions and each time I hear more about her daughter than the situation at hand. The Asst. Manager isn't much better. The rest of the staff is ok - depends on how your luck is that day if you're getting helped or not. Overall I recommmend but beware!!

                                            Quirks and Annoyances

                                            We've lived here for almost four months, and it's not terrible. Granted, I have pretty high standards since I'm so particular and OCD-ish about my living environment, but all in all it is OK. You can go through other reviews if you want the specifics on the positive features of City Lights (nice apartment, great location, staff isn't too --------, pretty safe place, metered utilities) but my review focuses on the disadvantages of living here. Not to be negative, but hey - I think it's better to know what you are getting yourself into. Cons -The parking garage has the worst (metal?) speed bumps imaginable. Despite this, people charge through the elevated four-story parking garage and it can be a little scary sometimes. Look before you dart out and if you have small kids, think carefully before you move here. -If you live close to the garage, be prepared for noise galore. Our apartment is located on the second floor, about 4 apartments deep from the garage. It's a routine part of my home life to hear car alarms, random thumping from cars running over the speed bumps (do they even brake??!) and annoyingly loud mufflers. I'm dreading the summer, since I like to sleep with my windows open! If you get an apartment here, don't get one too close to the garage. -The walls are thin, despite Shea's claim that City Lights apartments are built extremely well since they were originally designed to be sold as condos. I have the master bedroom (w/ a connected bathroom) and can hear the upstairs neighbor pee and slam down the toilet seat. Yeah, it sounds unimaginable given Shea's claim that each apartment has a slab of concrete between each floor, but it's gross. We've had multiple problems with our upstairs neighbors since they are so loud with their kids jumping off furniture, screaming, etc. that I've had to talk to them several times. -We documented every possible flaw we saw at the outset of our move-in, since (per prior reviews) they gyp you on the move-out bill. -Moving in is a real pain. Large furniture will have to go up the stairs (not the elevator) and access to our apartment was difficult due to the parking garage's elevator location. -One parking space per apartment, regardless of how many occupants/rooms. Guest parking is ample, but it's pretty difficult to find a decent spot after 7pm unless you are on the fourth floor. It really wouldn't be that much of an issue for me, except that it takes forever to drive down to the first floor of the garage due to the crapload of speed bumps present and I like to know I will always have a spot to park in, regardless of when I get home (my roommate uses our one parking spot). -The gym isn't all that great. It has about 4-5 pieces of cardio equipment and a decent amount of weight machines. However, the gym is usually packed (which given the size of the gym isn't completely surprising) unless you go on off-peak times (during the day, late afternoons). Every time I've tried to go I've always found that someone is using the cardio machines, so I just go to the local 24-Hour fitness. Anyway, there it is a nutshell. Not sure what will happen after our lease is close to being up (or what their rate increases look like), but it's OK for what it is and I'm sure we'll probably stay here for the time being.

                                              Very Nice

                                              City Lights has been a great place to stay for my wife and I. The grounds are kept very clean, even though some residents don't understand how to throw trash down a trash schute. The landscaping and maintenance is very nice. The location is probably the best factor as it is very close to a great shopping center with a 20-plex and the 73 (toll road) freeway. The fire alarms do go off about once a week, but only for a few seconds. Really not that big of a deal. It's usually around dinner time when someone is cooking. The parking garages are convenient, and not annoyingly loud. You really need to try hard in order to find something to complain about here. Very nice.

                                                rip off

                                                we lived there for 10 months. the management was good at first but changed later on and things were not the same. no cleaning of the halls and..... the fire alarm goes off every other day which is too loud. the neighbors do not care if it is late or not many teenagers hang out late at night in the pool area and drink and smoke and make lots of noise. when moving out we went through a lot of hassle and were charged for not giving in the 30 day notice and we had to clean the apartment and scrub everywhere and even paint all the discolorations on the wall, you better forget about your deposit too cause they will try to keep that too and their rent price is way too high.

                                                  It really is bad here!!!

                                                  Ok so I read he reviews before we moved in - why we did not believe it, I don't know. The fire alarms really do go off all the time and they are so loud. By all the time I mean at least twice a week and it is the loudest thing I have ever heard!!!!!! Yes there are tons of sliver fish and spiders too. We were told when we moved in that we would not have direct sunlight but our apartment will not be dark. I am not sure what there idea of "dark" is but we call it the cave. You can hear other people all the time through the walls and we are in Phase 2. Oh and someone realy did DIE in the parking garage - but when you ask they will change the subject. Don't move in here - please don't be dumb like us!!! P.S. This is a cat only apartment building but everyday I see about 15 people walking out of the building to the park with their dogs.

                                                    A: Constant daily gardening noise for hours and hours Monday through Friday. Dogs always barking, excrement and fleas all over. Catalytic converter thefts. Construction noise all day every day. Homeless people living on front grass. No carpet so you hear every step your upstairs neighbor takes.

                                                    A: The water bill is horrendous. $70 per month. I lived in other complexes in aliso and it was never over $10. City lights must be getting a kickback from the bill. The bill is paid to Conservice. Appropriately named as they are cons. Just google Conservice and see ALL the people they ripped off and no doubt gave kickbacks to the complexes.
