I have lived here a year and a half and like it. They olny issues I have is the daycare run out of my neighbors apartment, HVAC issues and rusty water. The daycare issue is not so bad but parnets honking thier horn early in the morning and late at night for pick up is annoying. This apartments runs off a chilled water HVAC system so when they shut the chillers down at night it gets very hot in my unit. Just because it is 65 degrees outside doesnt mean my apartment is cool. I put my thermostate at 72 and heat is coming out of my vents when it is 65 or below outside.....very squirrley. I dont think its right to have to sleep with windows and my sliding glass door open at night. The rusty water is a major issue, my bathtub is orange along with my sinks. I figue they would install a reverse osmosis system at the complex to resolve this issue. Otherwise the staff is nice, people on property are nice and the complex is beatiful. I would recommend living here ;)

Beware of the Ista/Yes Energy bill! It s a monthly bill where the community shares the payment of water, sewer and heat. My lowest bill was $60 and my highest was $190, and the BGE bill is separate. I have no idea why oil is used to heat some apartments. I would imagine that a conversion would have been done by now. Paying close to $200 monthly during the winter is outrageous. I just received a bill today from Ista/Yes energy totaling $168, but $141 is for heat...ummm...we're in April! Who the heck uses heat in April. It s been hot lately. Anyway, other than the Ista/Yes Energy bill, my neighbors smoke and the smoke seepes into my apt. One neighbor smoked two packs a day, doesn t work outside of the home so and my apt smelled like he lived in one of my rooms! I would light candles, open windows, use air fresheners-nothing worked. The smoke was too heavy. I've complained four times, wrote letters, but there has been no resolution. The leasing office and property manager kept telling me that it was NOT a smoke free apartment, so people could smoke in their units, despite the health hazards that it posed to me. Other than those two major complains, living here isn't bad. Its clean, office staff is somewhat competent and the apt is decent. But again, BEWARE of the shared utilities...total bs!

Horrible, we had a homeless person sleeping in the laundry room. Someone from our building not management had to make a sign to deter him from coming to our building even after most of us had complained about him already. Parking is terrible and not enforced what so ever. There was an apartment in our building that had six people living there with six cars. Everyone except for the male at the office is decent, he is rude and wants to act like he is all high and mighty. The construction of the apartments are terrible, thin floors you can hear every step of the people above you. Expensive washer and dryer $3.00 for wash and dry the units are so small you can't even do a normal two person load. The place was even investigated for housing discrimination in 2011 http://articles.baltimoresun.com/2011-07-31/news/bs-md-co-h

I have lived here for a year and THANK GOD I am leaving. The seperate water n heat bill is a joke $100-200 a month. Wtf??? I keep my apt spotless I have ocd and clean it from top to bottom everyday and since I have lived here I have had mice in my place 3 times and just so you know there are plenty of them. I live on the 3rd floor n have no idea how they get in but I have to keep traps out 24/7. Walls are thin you know everyones business cause you can hear it. I have so many conplaints abt this place and I am really ashamed of myself because before I moved in I saw all the bad reviews n decided ti just move in neway. BIG MISTAKE HUGE.... Long story short I am movin this week. If you read this do urself a favor FIND ANOTHER PLACE.....

I have to admit to being SHOCKED at the dramatic changes in Fox Hall Apts. I lived there from 1996 to 2001 while my daughter attended Perry Hall Middle and High Schools. As a single mom it was great. Maint was fantastic. They responded promptly to every request I made. If they had a bigger job or an emergency going on mgmt would send them to at lease look at the situation and then give me a time frame to fix it which they did usually with an apology for the delay. Management was pretty responsive. My phone calls where returned in a timely fashion. There was one woman who wasn't exactly warm and fuzzy but she was polite and professional and got the job done, which was fine. She was there to do a job not be my friend. There have always been parking issues. Days that I worked late I pretty much knew I wouldn't be parking at my door. As far as safety goes I felt comfortable walking my dog after dark. And one time kids broke into my car and stole the change in the ash tray. Baltimore county police sent out notification of teen vandals in the area. They hit several locations both private homes and other apartment communities, stealing stupid things. This didn't last long. At that time I only paid for electric heat & hot water was incl in rent along with the free washer & dryer, one set to each floor so I only had to share with my 3 other neighbors. As far as mice! Mice! there was no such thing. I'm truly disappointed to hear that Fox Hall has fallen so far. I've moved out of state but am returning to Maryland next year and was thinking about moving back to Fox Hall. But never will I live with MICE!!!

INSTA BILL is the biggest rip off ever! I lived on the second floor and during the winter I never need to blast the heat. I still had a 200.00 COMMUNITY heat bill NOT INCLUDING BGE. I liked the size of the apt. but the mice used the apt. as a run between! They never lived in my home but every change in season i would c a mouse. The parking for my building was terrible 4 Dunhaven place. FOX HALL is not worth the 1200.00 of month you have to pay in rent and utilities. INSTA BILL UGH when we moved in me and gf asked about the heating fee we was told 50.00 but that was lie it ranges from 200-250 in the winter RIDICULOUS. DON'T BE FOOLED BY THE APT SIZE ITS A TRAP!

loved it when i first moved in...laundry room was free and then a few months after moving in they changed to pay machines, that was a bummer(free laundry was one of the main reasons i moved there). then they hit us with the extremely high Ista bill which is heat/sewer/water and totally seperate from your regular BGE bill...my Ista bill runs me an extra $100- $200 a month that must be paid at the time you pay your rent....they don't tell you how much the bill averages...they say some low amount or that they are not really sure...They know cause everyone has complained about it....EVERYONE in my building alone has written formal complaints. Anyway i stayed as long as i did cause i loved the location and the apartment itself and didnt want to move my kids and chance them having to change schools.....but i am now moving out...gladly....whatever you do don't move to FOXHALL!

The good: I have never seen a mouse or bug!! Must be on the other side :-). Maintenance comes in a reasonable time. Nice large rooms and plenty of closet and storage unit. Plenty of parking. Fun activities/events. Pool access. Close to Food Lion grocery store, Walmart, Giant, etc. and 695 and Whitemarsh mall. Perry Hall Elementary, Middle, and High Schools are the zone schools so not too shabby. Free fitness center with treadmills, elipticals, weights, and TV sets...club room with free internet. The bad: If you don't have a car, the walk to the nearest busstop (#15 & #58 I think) is about a mile. There are people still putting trash in hallway occasionally even after posted notices to not do so. I can hear EVERYTHING above and next to me and I do mean EVERYTHING (kids cover your ears). The floors creek terribly! Although your cars are required to be on record and there is ample parking, it isn't enforced. Work vehicles/vans still park on the lot when they are suppose to park off-site street parking so a couple fo times I had to park down the street or ON the street. They only give you one or two guest passes for the pool so don't expect to have fun with your 3 grandkids all at once. Like all places, the rent goes up about $25-$30 each year per month. The ISTA (now YES) water/sewer/heat bill is separate from your BG&E and rent and, for some, can seem astronomical. The two years I've been here, it seems to have gotten more reasonable. During our last cold snap I expected it to be pretty high but it was under $120. Summer it runs a lot cheaper of course. Other than that, the only reason I'm going to probably move is the rent going up every year and the noise.

Mouse Infested
Whatever you do, do not move here! We moved in in September of 2011. I was 4 months pregnant. About a week after we moved in, I wrote a letter to the leasing office (after calling 4 times) asking that they please do something about our neighbors leaving their trash in the hall. For one, it stunk. For two, its disgusting and embarrassing. And for three, trash attracts bugs and mice! Sometimes trash would be sitting there for days at a time. One time I came home and there were 7 bags sitting there! Where were these people raised?! Anyway, A month later, I wrote another letter. As far as I know, no action was taken. In late October I noticed we had a mouse. No big deal. We're on the bottom floor, people have mice. And my lovely neighbors continue to leave their trash outside their door. I bought some mouse traps. By the end of November, we had caught almost 20 mice! Not just a mouse problem, a mouse infestation. I could hear them in the walls and in the ceiling! I called the service department and leasing office every week to get them to come patch holes in our floors and walls and to spray. I wasn't so keen on the idea of spraying for mice, since one, I was 6 months pregnant, and two, I didn't want the mice to go off and die and I not be able to find them! Every single week I called, and every single Friday they came. The guys that always came to service my apartment even said I had one of the cleanest apartments they'd ever seen! In January I went to the leasing office demanding that this problem be solved once and for all. I was having a baby in one month! I couldn't have mice living with my newborn! Then they came to do an exclusion. Why they didn't do an exclusion to begin with, is beyond me. So now i have to empty out all of my cabinets and closets. Every friday. Just what i want to be doing on my day off. I was still catching tons of mice. Sometimes 5 in one day! And several times, 2-3 on one mouse trap! It was insane! Not to mention the smell that overcame my entire apartment when I couldn't find a dead mouse. Turns out the service man left traps out too and didn't tell me where they all were! Ugh it was sickening. So here i was, 9 months pregnant and still cleaning mouse crap off of every surface in my apartment. Under the stove, in the kitchen cabinets, bathroom cabinets, closets, all the corners, my sofa, the top of my refrigerator, and my counter tops! I even had a mouse eat a tunnel through and entire loaf of bread. Literally. In one end, and out the other. I couldn't make dinner without having to wash every pot, pan, dish, utensil first! Finally, I went to the leasing office asking that my lease be broken. I was about to have a baby any day now! The manager says no, she will have them exclude the entire building. Again, why this is just now happening, after all this time, is beyond me. And sure enough, the next day I went into labor. 3 weeks later, I had a friend come and visit and as he was leaving, he saw a mouse eating a hole through the trash bag the neighbor left in the hall, and then it ran into her apartment through I tiny crack between the bottom of her front door and threshold! I went to the leasing office, again, screaming, again about the mice. I finally got so mad, that I took the mice I caught to the leasing office! Yup. Put him in a bag. And took it there. And put it on her desk and told her it was her problem now. I have to have them in my personal space, now so will she. And that day, I called the Health Dept. Not to my surprise, they weren't much help either. He kept saying, "Let's give them a chance to make the situation right... Blah blah blah" Well I had given them a chance! This was the last straw! He said ok, well tomorrow the exterminator comes again, so let's wait and see. Whatever. Well here's the kicker. The exterminator comes (usually there is a notice a day or two beforehand, this time there wasn't) and he walks in and says he can't do his job because I'm not prepared. Apparently he was supposed to do what is called a "drill and dust" which requires all closets to be emptied, furniture be moved 3 feet away from the walls, and the apartment vacated for 5 hours! So he can drill a hole in the wall every 12 inches and insert pesticide! I. Don't. Think. So!!! Not while I'm living here your not! That is something that needs to be done BEFORE the tenant moves in! Not while I'm living here with a newborn! It gets better! That very same day, I go to lay my son in his crib to take a nap, and THERE IS MOUSE CRAP IN HIS CRIB!!!!!!!! That very second, I went to leasing office, irate, and demanded that my lease be broken. This apartment is unlivable! I cant spend another night in this apartment without the thought that mice could be crawling on my infant while he sleeps! I could never lay him him on the floor to play because i might be laying him in mouse crap or a mouse might run across him! Thankfully, they finally broke my lease, and now we're moving out! This is been the biggest nightmare of my life. Please. Do not live here.

SOUND GREAT UNTIL YOUR HOOKED!
Iwas very exceted about living here until I got a bill in the mail and stated that I owed $197.00. What the $#^&. This bill is then explained as being a service for the Heat with they call comunity heat, water service, sewer service and two other fees that are on the bill each month. This bill does not even include your BGE bill on top of that. With rent, the added bill they don't say anything about, and BGE; I was paying close to $1200 a month. With that kind of money I would be better off putting it towards a home that would end up being mine. It's really WRONG of Foxhall not telling people about this BILL of comunity heat, sewer, water etc. but if they did they more than likey would have alot of people deciding to go else where. Plus my one neighbor that I knew that lived here had a lot of problems with mice. I just had a lot of baby ants. I probably had mice too. My cats were acting kind of funny creeping around like they saw something under the kitchen stove. NOT WORTH THE MONEY!!!!

Proper manager-HORRIBLE
Property manager is horrible. Doesn't return calls or emails when you maintenance request is not an easy fix. Also, be careful if you are a non smoker or do not care for the smell of smoke. My neighbor smokes throughout the day and I can smell it in every inch of my apartment. It s on my cloths, carpet and everything else. Fox Hall does the minimum to try to correct it-and that s only AFTER they get tired of all of your calls and emails. And be careful, they won t tell you when you sign the lease, but the Ista bill (community shared water and heat) is $173 a month about six times in a year. So unreasonable.

"ISTA" bill.
Beware...FOXHALL is very sneaky with a bill you get every month called a "heating bill" its broken down Wtr/Swr Admin Fee , Heat Admin fee, Heat service, water service and finally sewer service. My bill for jan was $128. WTF is THIS --------? sewer service? are you kidding me? DO NOT rent an apt, here. I travel 20 out of the 30 days in a month and STILL get this -------- bill. NO OTHER apt. complex in the area has this --------. they are HORRIBLE. THIS IS ON TOP OF YOUR BGE Bill too. Foxhall SUCKS!!!!

No! No! No!
I have only been living here for less than a year and i can tell you that uou should not live here. Their maintence is the worst they do not respond in a timely manner and could care less. After i was here for a couple of months they had to replace ky air conditioning unit but i was without ac for over 2 weeks because they never came and never did i get one phone call. If i wouldnt have called almost every other day i would have just been without ac. They have shut the water off 4 different times without notice at all and now my heat doesnt work. For what they charge for rent and the fact that they split your heat for everyone in the community i expect to have things work properly and if they dont then i want you to respond quickly. They also only have one washer and dryer in each room that is suppose to be good for 12 apts in each building. I dont know about you but that doesnt make any sense to me! My lease is up in a few months and trust me i will mot be renewing my lease. Pleasebif you have sense do not move here you will be unhappy!

Rip Off With Poor Customer Service
I have been living here for three years. Overall my experience hasn't been horrible except for a few MAJOR faux pas. My first month here they messed up the amount that my rent was supposed to be and never contacted me when I paid the correct amount. I ended up getting the problem resolved, which took douzens of phone calls all around the country, and after they filed for eviction, which they did not apologize for. Just yesterday they towed my company vehicle from out front. Although they do not allow vehicles with company logos to be parked in the lots, the road where I normally park was being paved and I had nowhere else to park. When I spoke to the rental office they made me out to be some kind of villain with zero sympathy and an overal "tough S@*t" kind of attitude. Additionally utility costs for living here are astronomical since they have a 3rd party utility company which averages the entire complex's utility costs then divides it up and sends you a bill. This is in addition to your BGE bill and it's mired in confusion and riddled with additional fees. Again, living here has not been a nightmare by any strech, I just beleive it's not worth the cost and their customer service/accounting is lack-luster at best. You can do a lot better than Fox Hall.

I'VE BEEN HERE 1YEAR TO LONG, MY NEIGHBORS ARE TRASHY, TRASH CONSTANTLY IN THE HALLWAY AND OUT SIDE OF THE BUILDING ALONG WITH DOG FECES, FROM ONE END OF THE BUILDING TO THE NEXT. I HAVE A NEIGHBOR WHO SMOKES WITH HIS FRONT DOOR WIDE OPEN, TO GIVE EVERYONE IN THE BUIDLING 2ND HAND SMOKE AND HE HAS A WALK-OUT PATION, THE BUILDING IS SMOKED OUT EVERYDAY ON TOP OF DOG URINE THAT SATURATES THE CARPET IN THE HALLWAY. MY NEIGHBORS DOG HAD URINATED ON MY DOOR MAT, TOLD OFFICE STAFF THEY LAUGHED AND SAID WE WILL SEND THE BUILDING A LETTER, AT THIS TIME I WAS TO THRU AND TOTALLY DISGUSTED. THE BUILDING IS CRAWLING WITH ROACHES AND MICE, THE NICE THROW THEIR MICE AND MICE PADS IN FRONT OF THE BUILDING ALONG WITH TRASH. ONE NEIGHBOR TOLD ME YOU KNEW WHAT YOU WERE GETTING INTO BEFORE YOU MOVED IN, AND I TOLD HER THE HELL!!!!!!!!!!!!!! I DID NOT, TO PURPOSELY MOVE INTO A HELL WHOLE LIKE THIS, YOU WOULD HAVE TO HOLD ME AT GUN POINT. THE HEATING BILL, TRIPPLES DURING THE WINTER MONTH, WHEATHER YOUR USING IT OR NOT, THEY ARE RIPPING THE PEOPLE OFF IN THIS COMMUNITY,BUT IF NOT ENOUGH PEOPLE SPEAK UP IT WILL BE AN ONGOING CYCLE. THIS IS THE WORST PLACE I'VE EVER LIVE IN, IT;S NOT WORTH IT RUN!!! YOUR LIFE AND HEALTH IS AT STEAK. DOG URING/FECES IS A BREADING GROUND FOR MICE AND RATS YES RATS!!!! I'VE SEEN MULTIPLE RATS OUTSIDE OF THE BUILDING AT NIGHT, THOUGHT THEY WERE RABBITS UNTIL GETTING CLOSER UP ON THEM TO ENTER MY UNIT. Great place for the money
Not a fancy complex but they are trying to make improvements. I live in a 1 bedroom renovated apartment. I really have no complaints other than the floors are not well insulated and I can hear my neighbors walking around upstairs. I think that's pretty typical of any apartment bldg though. The rent is competitively priced. The maintenance staff responds pretty fast. They have a small fitness center and a pool. The neighborhood is fairly quiet and my neighbors are very nice.

PLEASE READ! It's a total hellhole
Foxhall is affordable and in what is considered a safe area. I have lived here for two years, one of which I was out of town frequently and hardly stayed at the apartment. One afternoon, about one month after I moved in, I arrived home and was flashed by my elderly male neighbor while trying to unlock my door. He was completely naked. Two weeks later, I came home after being away and found several police officers outside my door. The flasher next door had exposed himself to others in building and the building beside ours! I was interviewed and eventually called as a witness at my neighbors court hearing. I was assured by the leasing office that he would no longer be living here... which was a lie. He still lives here and I see him from time to time.... Disgusting! MICE!!!!!!!!!!!!!!!!!! EVERYWHERE!!!!!!!!!!!!!!!!!!! I'm not exaggerating. It has been the worst thing about living here, even worse than being flashed by a 60 something year old man. The leasing office DOES NOT CARE about the infestation (or anything else for that matter). I live on the 3rd floor and we have seen numerous mice, caught over 10 of them on sticky pads since December. The mice ate through Christmas presents, clothes, coats, etc. I made countless calls to the leasing office and the to regional manager, non of which were returned. They claim to have treated the apartment yet the mice continue unabated. It has been unbearable. The infestation is out of control and no one will help. I have never experienced this in any other complex. The indifference of the leasing office and mait. team is staggering. Incompetent, uncaring and completely indifferent to problems or their mistakes. If you expect to have mait. respond within 24 hours, think again. I had to practically beg them to install a new AC unit that broke down several times. Once they installed the new unit, everything was fine until winter, when it was determined that they had failed to also install a heating unit with the new AC! The new unit has broken down 4 times since its installation and is likely leaking coolant, which they have to replace every four months. They swear this isn't the case. This has been a constant headache. So here's what to expect: You are on your own. The apartments are old and in need of repair. No one cares. Mice, poor maintenance and deviant neighbors. Not to mention loud children and parents, screaming matches outside between adults (entertaining but not ok) and you will be required to pay for heat, whether you use it or not. Don't give these people your money. I'm sure you and your family deserve better than this place.

Not a Bad Place To Live
I have been living at Fox Hall for 5 years and I have had no real issues or problems. My favorite part of living at Fox Hall is the newly renovated gym--it makes it so easy for me to stay in shape and is a relatively good size (4 treadmills, 3 elliptical cross trainers, 3 bikes and a weight machine). There are wall-mounted televisions on each side of the gym so you can work out while watching some of your favorite shows. I would like them to get cable on the televisions--once the transfer to digital occurred, Fox Hall did not make sure they updated their cable subscription I guess. The size of the apartment is good (1 bedroom 1 bath) and I haven't really had any issues at all. Regarding pests, I only have the normal ones (spider here and there, a gross cricket in the summer time, a silverfish maybe) but nothing like mice or slugs like I've read in other reviews. When I contact maintenance, they provide prompt, courteous service and are there within 24 hours (depending on the issue). During the winter blizzard in 2010, the apartment upstairs must have had some water leaking through their floor--providing an unsightly water stain on my ceiling. I logged my request with maintenance and they took care of getting the drywall replaced and repainted. I did not have to continually bug them or harass them to get anything taken care of. The only issues I have are with the laundry--it used to be FREE and now it is $1.25 to wash and $1.25 to dry. That's an annoying change, especially because you have to put cash (does not take credit or debit cards) on a card that the machines use. The machine to put money on your card ONLY takes $5, $10, and $20--so even if you only want to wash & dry one load, you have to put $5 on there. Last weekend the machine was out of order. I guess everyone will just have to wear burlap sacks until they fix the darn thing. Also, the heat was included when I first moved in and now we have astronomical bills (the heat is billed PER BUILDING--they divide the total usage per apartment and the number of people living in each). That's purely ridiculous. So if I decide to freeze to save a few bucks, it doesn't even matter if the lady upstairs is cranking her heat to keep her dog warm during the day. When we first started receiving the heat bills (since they used to be free), I mentioned this to a woman in the rental office. She had the nerve to tell me that I was "lucky" that my bill was only $100 since I am the only one living in the apartment. Honey, I hate to tell you this, but going from a $0 bill to a $100 bill doesn't really qualify as being "lucky"--especially when I didn't use the heat once in the entire month. This year (2011), I've just decided to crank my heat right along with everyone else since it has already been established that my neighbors will be roasting at 80 degrees plus in their homes. Other than those issues, this apartment complex is rather good. I will continue to live here probably for another 2-3 years at least.

Wish I would have read these before I moved in
Do not move here!! I don't understand how the people who work here have jobs. I have been in a screaming match with someone in the office because they tried to tell me I was lying about having work done in my house. I lived in my last apt for almost 4 yrs and called my landlord twice, and after reading these reviews I realize even more I am NOT the problem. They have a "pledge".... That is all bull, after taking 4 months to fix an issue I got $28 refunded. REALLY? Don't do me any favors. One of the reasons you rent is to have certain things dealt with, such as snow removal and ice. I'm surprised no one has killed themselves on the sidewalks around here. My friend with a baby almost fell the other day, I sent them a service request, but I know nothing will come of it. Can't wait to leave!!

Love it .. Love it
I cant believe all these negative comments about fox hall apartments. I recently just moved in and I loved it. my apartment was clean and ready for me and my family. I had small issue where I had to call maintenance and they showed up immediately. everything is great about this community. staff is very helpful. I highly recommended for anybody who's looking for new home.

Worst Place to Live
Upon moving in, the apartment was not ready. Maintenance was never performed; the stairs and landings were covered in animal feces. The hall lights never worked. Not enough washing machines, (always broken). The main complaint is hidden charges not listed on the lease but imposed upon you at the will of the rental office. Staff was incompetent, rude and unprofessional. Never believe any money offers from this site; they promise you money if you are not satisfied with your apartment, or if you recommend a new lessor. It's all LIES. You will NEVER collect any money from this site, so save yourself the time and trouble. (Let them do their own recruitment). Be prepared to fight and file complaints to the Commission on Landlord-Tenant Affairs and the Better Business Bureau. This is the absolute worst place I've ever lived.
