DO NOT Rent from Historic Properties. Heed ALL the reviews you have read. I am a mom to a college student and I am appalled and how they treat their tenants. I have several rentals myself and I would never treat tenants like this. ** Beware, they will keep all your deposit - Including the "non refundable $300 capital cost recapture free". They will find reasons to not give you the rest - apartment unclean, etc. So make sure it's spotless and make sure you take pictures for proof. ** Always get a receipt when you drop off your rent - NEVER put it in the drop box - they will say you didn't pay it and charge you late fees ** They never respond to maintenance issues in a timely manner, even when it's a health or safety issue ** Prepare to pay a HUGE electric bill ** Prepare to pay for Verizon Fios - which is expensive ** Security of the building IS an issue ** They contract with USA Towing, who will find any excuse to tow you

      Ok my experience with this place is overall is I can think you can do better. The apartments are a nice size and I do like the style, very different layout than your average apartment. I did like the fact it was close to downtown. And thats about the only nice things I can say. The walls are super thin to the point where its crazy they would actually charge people to stay there. I heard my neighbor every single time he sneezed. I had a dog so and I stayed on the 2nd floor so it was horrible walking him down the hall, down the steps, down the sidewalk to finally about a quarter worth of grass. Def not a good place if you have dogs. They also will automatically renew your lease if you are not aware to cancel the automatic renewal. I got stuck in a renewal and they refused to let me out unless I paid the remainder of the lease. And the building is always a mess.

        I'll keep it simple--I lived here for two years and here are the pro's and con's: Pros: -Cheap -Very spacious -Nice Kitchen/Laundry Appliances -off street parking -right off of 95 -close to Shockoe Bottom -The leasing company is honest, never had a billing problem or anything like that. -The lady who takes rent checks at the front is very nice and helpful. -My electricity bills were never too expensive, but I also had an interior apartment -The closets were big. -the bathrooms were a decent size as well. -I did get my security deposit back. (They tell you ahead of time when you sign your lease that they take half of it, so the people who are surprised that this happened are idiots. It's right there in the lease, you knew they were going to do that when you signed the lease.) -The AC in each apartment is a commercial size AC and it's great. -I was able to get multiple months rent-free. (This is if you renew your lease) -Some of the maintenance guys have mullets and mullets are awesome. -The parking decals are very generic and if you're smart enough, you'll know what to do about Guest parking...not that I would do that or anything... Cons: -Parking spaces are too small (And I drive the smallest car possible) -The walls are thinner than paper, you can hear the slightest foot step or the slightest argument, it's very hard to sleep at night. -Most of the people who live here are a bit questionable. -The elevator is broken a lot of the time. -There are dogs everywhere and their owners do not pick up feces, clean up urine -There is only one staircase you are allowed to use in the whole building -When something was broken in my apartment, one of the maintenance men told me "I'll send some -------- in here to fix it." Which I found to be quite offensive. -There was a roach/bug problem. -There is no insulation in the walls and you can also hear everything going on upstairs with your neighbors. -Some people throw parties and have extremely questionable people over and they'll leave the locked door open so they can get in. -You need a ladder to heaven if you want to reach the light fixture to change a light bulb -Moving in/out is going to be the worst day of your life. -In the parking lot, if you park too close to the line, they tow your car. -If you do not have a parking decal, they tow your car. -If you park on the street, the City of Richmond doesn't put up signs when it's street cleaning time so your car gets towed because of that too. (But I don't blame this on the rental company) -There is one balcony where you're not supposed to smoke, but everyone does it anyway. Then, they leave the door open and the whole place smells like cigarettes. -The area is extremely unsafe. Just Google the area and do your research and you'll know better. I can't begin to tell you how many murders occurred within a four block radius the month of April 2012. -Also, in the month of April, everyone's car windows were shattered as someone was breaking into the cars in the parking lot. When I say everyone's car was broken into, I mean EVERYONE. -You can smell different types of drugs throughout the building, pot, crack, meth, etc -The dump is sort of far away from the exit so you have to walk around the building to get to it.

          Check other sources- River City plants fake reviews on this site! FYI- RIVER CITY IS CHANGING ITS NAME TO HISTORIC PROPERTIES- DO NOT BE FOOLED- WORST PLACE EVER! These people are total slum lords... almost literally. We lived in the Parachute Factory and had problems from day one. Our apartment was filthy when we moved in- dust and dead bugs everywhere. Besides the fact that our key wasn't ready and they told us we couldn't move in that day... ORLY? We were moving from 2hrs away and had to go back. Also we signed our lease under a promotion of no pet deposit or monthly pet fees- so we were pretty surprised when we got a court summons threat in the mail saying if we didn't pay we were going to be evicted. When I brought this up to the management MONTH AFTER MONTH they just kept giving us the run around saying, "No, you aren't supposed to pay a pet fee." Then the account people would say, "I don't know anything about that." I don't know how these turds sleep at night. Probably by not living at the Parachute Factory which has paper thin walls and tenants who hotbox their apartment and party in the halls at 3am. BTW our windows leaked like a mother during the hurricane and I'm pretty sure one of our many transient neighbors beat her kids. Classy joint.

            I had to find a place with a 6 month lease for my job. The good folks at Historic Property Management showed me the Parachute Factory and boy, was I lucky. They let me have a short term lease and my poodle. When I moved, I got my security deposit back in less than a week! Highly recommended!

              I LOVE this place! With the HUGE spaces and convenient location - this place has it all! I just watched the fireworks from my 3rd floor corner window. They are pet friendly and the price is GREAT!

                Best Kept Secret in Richmond!

                I just moved into the Parachute Factory Apartments in Old Manchester. This area of town is booming! There are apartments and businesses popping up everywhere! My apartment is only 5 blocks from Mayo's Bridge which means that I can get Downtown or to Shockoe Bottom is only 5 minutes. There is a large parking lot for tenants, but tell your friends to be carefull about parking on the street. There are a lot of no parking signs in front of the building and you will get a ticket if your park there.

                  I like it, but...

                  I had a pop-up trip for work that took me away for about a week. I was unable to pay my rent on time and got socked with the 15% charge. Yes 15% of your rent. What are you going to do? If I would have remembered, I guess I should have dropped of my check well in advance, even though I had to basically run out the door for said trip. I guess there s no one to complaint to about this, but just a warning.. The only way to pay you rent is with a check, or money order I guess, if you don t have a bank account. No credit cards, no online payments. This is the only bill that I have to write out a check for. How much effort would it take for the landlord to set up a credit card machine so If I find myself out of town come the first of the month, I can call and someone could run my number? None. How about a PayPal account so I can pay them from wherever I am, or automatically? It would take no effort at all to have these conveniences in place for the tenants. Hey, you could charge convenience fees! HA! But yes, most of the complaints here do stem from other tenants ruining it for everyone else. It only takes one. McDonald s bags left in the stairs, and halls, and outside? I mean, you know you put that there, what makes you think it s ok to leave it there. You know your pit bull just pooped in the hall, are you really not going to come back and clean that up? Some lazy --- must have cleaned out his car and threw all of his trash in the entrance to the sewer. At some point in that persons up-bringing, they must have learned that, that s ok. My noise complaints fell on deaf ears because I was told that there must be numerous complaints from several different tenants before the management can do anything about it . Which first of all, is bs. But second, I can t believe that I m the only one who complained about the obnoxiously loud music blaring at all hours. The people below, on the sides, across the hall, and above must have all been bothered.I heard them banging on the walls telling them to turn it down. A magazine slid off one of my stools today do to the vibration from the bass. Yes folks, it s that loud in between apartments. Shame. I love the space, lots of light and open. Despite the jobber quality fixtures, this is a really cool apartment. But being startled awake, by N-bombs and M-effer laced lyrics with random bass thumping that buzzes my dishes is psychological warfare and it s wearing on me. I need to live someplace with other adults. A little consideration for your neighbors please. I m done.

                    A goog apartment with an even better price.

                    I just signed a lease for an apartment at the Parachute Factory. I live on the third floor and have a good view of the Richmond City skyline. The apartment is pretty cool, and the rent is only $790.00 a month for a 2 bedroom unit. The building itself looks kind of "bland" but it was a factory apparently years ago. I work downtown and can get there in only 3-4 minutes. Once you cross the James River the price of apartments skyrockets! I plan on staying on this side of the river and save at least $500.00 a month in rent.

                      The Parachute Factory - It is what it is!

                      I just moved to the Parachute Factory two weeks ago from New York. It is an old manufacturing building that they turned into apartments and it is also the office of River City Real Estate. When I moved in one of my breakers was bad, but they sent 2 guys to replace it the same day. I also have a washing machine and dryer in my apartment so I don't have to walk 5 blocks to a laundrymat. There is also a cool restaurant next door called Plant Zero that also sells and exhibits artwork. There is also lots of parking and you are only 2 minutes from downtown. There are not any other amenities, but the rent is pretty cheap.

                        River City is a wolf in sheep's clothing.

                        My roommate and I moved to Richmond in January - we thought the Parachute Factory was an easy move at first. The fact is, if you are new to this city, do not rent from them - a wolf in sheep's clothing. Our basic utilities were not taken care of: water, toilet, heat, AC, and that's just the tip of the iceberg. Currently, Richmond is in a heat wave and we have emailed, called, and paged (the emergency maintenance!!) for the past 4 days to have our AC fixed. Our apartment is at 95 degrees and the only thing they could offer us is another fan. For a company that has as many properties as River City, they only have ONE maintenance worker. It makes no sense and they really do treat their tenants poorly. If your tenants are suffering from heat exhaustion, heat rash, lack of sleep, and general discomfort, you would think that it would be taken care of immediately. Seriously, nix this place out of your list of housing.

                          Dante's Inferno on the Boulevard

                          River City Real Estate: 811 N Boulevard Parking is miserable. Maintenance/administration is malevolent at best. The noise is a constant cacophony of drunk college kids and homeless people. The neighborhood is like a demilitarized zone. The apartment is frigid in the winter and blistering in the summer due to inefficient and outdated insulation and HVAC. HVAC repair will leave you with gigantic holes in the walls for months. Cockroaches are omnipresent, so get a cat. The building is in ever-worsening disrepair. The front steps are suicide when it's wet or icy (don't ever expect them to ice the stairs). The overall policies of the company (which, by the way, is registered to the shyster criminal defense attorney brother of the worthless, unresponsive president Charles Armstrong) are enough to make the little baby Jesus cry. Getting a response from any member of River City's staff is like trying to teach a coked-up donkey to recite Shakespeare. From personal experience, the only way to get anything done with this horribly-disguised criminal 'front' is to serve some sort of subpoena. The only reason these slumlords are in business is because suckers like me don't do enough research before signing a lease and their rental agents who talk to you before the signing are incredibly good (manipulative) at what they do. Ask anyone in Richmond, if they hear you've just signed with River City, nine times out of ten the response is, "Oh my god, I'm so sorry!" (That's not an exaggeration.) If you see any positive reviews of this company online, they were written by employees... and I've overheard an employee complain about being asked to write a false review. For the love of God, DO NOT sign a lease with these evil people. I am submitting this anonymously out of fear of illegal retribution.

                          Its not worth the cheap price...please read all the reviews...they are true!

                          I just traveled to Richmond this past week and went to see for myself if all the other reviews were true! INDEED they are and I was glad I read the reviews before making the mistake of signing the lease. First off, one of the employees of River City was very rude. Second, the grounds of the building were super dirty....filled with big globs of spit, dog poop, trash, dirt. Thirdly, the building had a stinch. Fourth, I asked Shelley (the River City agent who showed me around) why there were so many negative reviews online and she answered "Well, some are true and some are not". Glad she was honest! She said the biggest complaint was the noise. We toured the vacant apartment and yes, she was right (I bet she wished the people upstairs weren't home!!!)....the noise was unbearable. She claimed that once you move in and place carpet down and pictures on the wall, it would decrease the noise. Fifth, there is only one window so no natural lighting! There weren't even any lights to show me the apt. She had a tiny flashlight on her keyring that barely worked! Like I was going to be dumb enough to sign a lease without seeing the apartment in the light? Yeah right! Then she made another mistake on her part but a favor on mine....she took me to a tenants apt that was getting ready to move out. The tenant had things on the wall and carpet, and I still heard noise! The tenant told me that the apt is nice but there is a LOT of noise and she sounded very unhappy. She stressed it again.....there is a LOT of NOISE! Shelley didn't disagree but we quickly walked towards the door! Soooooo....also, the apartments are not new as advertised! The walls are heavily coated with fresh paint so there is a strong strong smell. Also I forgot to mention, the area is NOT SAFE. Its an industrial area with lots of abandoned buildings. Basically, you need to go out and look at other apartments! It will be worth paying a little extra in the long run for a peace of mind!

                            Keep looking! Better apts are out there!

                            I moved into the Tobacco Factory (700 Stockton St) this summer only to find that it had not been cleaned, nor had any of the appliances been installed. In addition to this the ac did not work at all. I contacted the office and they said they would fix it. Over the next few days it ranged from 98-103 in my apt. Despite the inability to open windows, the office did not offer to put us in a hotel until fixed; instead they offered us a fan! As someone who has a dog this was a huge problem. From what I understand the ac units are not industrial, but meant for single home use and are linked up to 4 units so they crap out regularly. This is not the maintenance guys fault. Everyone I have met has been very polite and helpful; they are just severely understaffed! Probably my biggest issue with the apt building is that there is absolutely no insulation! If you don't insulate your door all of your ac/heat will be sucked into the hall. Plus your floors and ceiling are a joke. If my neighbors smoke(anything) or even burn popcorn downstairs I can smell it like its directly in my apt. So in the winter be prepared to be cold because your heat is going straight out your ceiling. The worst part about the insulation problem is the NOISE. Whenever someone below you talks at a normal volume, be prepared to hear Every word they say. They do not need to yell. Don't even get me started on when they do yell, or blast their music, or decide to have parties at 1am! As a result, there is no privacy at all in this building. I can also hear people walking down the hall. There is a pet policy here, but it's really a joke. Half of the building consists of restricted breeds, which I don't have a problem with because all of the dogs I have met have been well enough behaved. Although, again to go along with the noise, some of these dogs never stop barking. You can hear them in the hall and in your apt. There are some really rude pet owners here whose dogs regularly use the stairwell as their bathroom and never clean it up. Also, people do not clean up after their dogs in the dog park; it's so disgusting you can't really walk in it most of the time. The longer I stay here the less safe it feels. When I first moved in the building it consisted of young professionals, and couples in their 30s-40s. All I can say now is that most of those people have vacated and been replaced by young sketchy people and rude college students. I'm pretty sure the application is a formality and they will let anyone in. Carrying a security swipe key to get into the building is a joke. You can just as easily pull the door open. Packages get left at your door, and I have had several stolen. Also the stairs on the side of the building are always propped open by something, so all sorts of people come and go who do not live here. These stairs are also consistently filled with trash/full trash bags which smells horrible. There are even broken bottles in the stairwell from time to time. When you walk into the apts you may be impressed by the size, the windows, and the price. Don't be the negatives FAR outweigh the initial impression. River City will side step any of your questions so they don't have to admit the building is shoddily constructed. Look closely: my cabinets are crooked, the walls don't meet the ceiling all the way, closet shelves are not secure, you can see through some gaps in the floor boards into the apt below, among other numerous construction issues. We thought the issues were livable for the price; that quickly changes. I have been counting down they days until my lease is up and am so exited to say any day now!

                              Out of the three places I have moved to after the dorms I never in my life imagined business could be conducted like this. I'm not sure how this company is still in business but save yourself the pain! I moved into Parachute last year and the day I moved in nothing had been cleaned. There were clumps of dog hair all over the floor, missing shower rod, towel rods, and vanity mirror as well as a clogged bathtub. When I walked down to talk to someone about it they told me they would send someone right up. 3 days and several trips to the office later, they fixed all of the problems(good thing I had left enough time before my last lease expired). Several months later I got a past due notice of $220. They were charging me for unclogging the bathtub drain and late fees since it hadn't been paid! I asked for copies of the move-in paperwork were it clearly stated these problems and they gave me a copy. To make a long story short I ended up having to sue RCRE for the money as well my security deposit (which they illegally held for over 3 months). Save yourself. These are horrible people. No respectable company posts on message boards under false pretenses just to call their tenants names- this should show you exactly what you are getting into! These people are awful. Don't waste your time and money (in rent or court). You should not have to sue to get your security deposit back!

                                If thinking about renting here, please,please read the reviews. Look up river city real estate on the better business bureau website. The walls are paper thin. Maintainance is slow to respond. They charge for each maintainance visit. I have a ceiling in the living room that is leaking for 4 months. When I moved in here the bathroom ceiling leaked for over six months. It did finally get fixed. I asked that the ceiling be painted where the paint peeled away, and finally did it myself. The last straw for me is that I was going away for a few days and the 1st fell on a Saturday so I put the check under the door. I stopped in to ask if the check was received and was told it was. Two days later I got a notice that I was late with the rent and charged a late fee of $120.00. The person involved would not even look in the pile of paperwork for the check. I mean this sincerly, do not rent here. In the landlords defense the dirty building comes from a few of the tenants who treat this like a pig sty. Please save yourself a year of living in these conditions.

                                  Cant wait for Lease to Be up

                                  THIS PLACE IS TERRIBLE. THE WALLS ARE THIN, U CAN HEAR PEOPLE HAVING SEX, AND ALSO ARGUING. THE COMPANY WILL TAKE COMPLAINTS AND NOT EVEN BOTHER TO FOLLOW UP ON THEM. yOU HAVE TO CALL SEVERAL TIME TO GET MAINTANCE TO FIX ANY HOUSEHOLD ISSUES. LET ME NOT EVEN GO THERE WITH HOMELESS PEOPLE LIVING RIGHT ACROSS THE STREET! NEIGHBOR TOLD ME THERE WAS A DRUG BUST ON THE 4TH FLOOR, AND GUN SHOOTING IN THE PARKING LOT. THE POLICE SIT OUTSIDE ONLY ON WEEKENDS AND ARE ALMOST GOOD FOR NOTHING. THE APARTMENT MAY BE CHEAP IN PRICE, BUT OVERALL U ARE GETTING EVERYTHING U PAY FOR! DO NOT WASTE YOU TIME PUTTING 500.00 DOWN TO HOLD AN APARTMENT. I WISH EVERYONE WOULD MOVE SO THEY WOULD GO OUT OF BUSINESS. HOPE THIS HELPS.

                                    Never live here or any apartment managed by River City Real Estate!!

                                    I am a complete sucker and didn't listen to the many nasty reviews I read about River City Real Estate prior to moving into their new construction building located at 700 Stockton street also known as the Tobacco Factory Lofts managed by River City. I can't even begin to describe how terrible my experience has been with this very poorly constructed apartment and even worse is the management company. Upon arriving to the apartment on my stated move in date with all my stuff, I learned that my apartment was even ready for move in. The appliances were missing and everything was in complete disarray. The floors were dirty, tape covered the sprinkler heads, lighting wasn't functioning, a cabinet door was hanging from the hinge, and nothing had been even cleaned. So I was told that they would have maintenance right over to the apartment and that it would be ready by 6:30 that evening, to return at that time and everything would be good to go. I returned with my stuff and nothing had even been touched on my apartment. I tried number after number of office staff, leasing, and maintenance with no response. Over the nest several days I was given the run around time and time again, all the while I had no place to go. My old lease was expired and I had to live in hotels or with friends for 10 days!! The apartment wasn't even worked on until Jan. 8th. At that time they didn't even do much to repair the concerns with the apartment. They mopped an unfinished floor, did some general cleaning, and replaced batteries and light bulbs in the apartment that had died. They left the apartment and never returned. On that day I decided to start living at the apartment since some concerns were addressed. The floor however didn't have a shiny finished as promised by the leasing agent and many other items such as the tape on fire sprinklers and broken cabinet door were left undone. Since that day they haven't return to correct these issues. On top of all this I recently received a late notice in the mail for rent that was supposed to be paid on Jan. 1st when I had not even moved in yet. They are accessing me 15% late fees and threatening legal proceedings despite me paying my rent on the 8th when some repair work was completed. I have not even lived in the apartment three days and the treatment I have received is unheard of and so awful that many people I have spoken to ask me how this company continues to operate. I read some other awful reviews about River City Real Estate prior to moving into the apartment and I liked the cool apartment and price so much that I overlooked them. I warn you, PLEASE DON'T OVERLOOK this review and my warnings. They are extremely unprofessional. They do not return e-mails, phone calls, or address any concerns. In particular the President of the company, Charles Armstrong, is completely non-responsive, unprofessional, and a poor excuse of a company executive. They have done so much to ruin the state of my life, that I will do everything possible to ensure everyone in Richmond knows that this company is terrible and poorly run. Their Better Business Bureau rating is an F, check it out. I can't believe the claims filed against this company in the last three years. If you have any questions please feel free to e-mail me.

                                        Greed and negligence.

                                        The year that I spent with River City Real Estate (RCRE) as my landlord was without doubt the most frustrating, angering, fist-tightening experience that I have ever had. First of all, the leasing agent was late to show us our apartment; while waiting for her I knocked on the door of the apartment we were to view. A young man answered the door and when I told him that we were here to view his apartment he said that he hadn't heard anything about it...He also made a point to say "do yourself a favor: don't live here; this apartment is terrible." Well...hindsight is 20/20 as they say. After being shown a different unit, my roommate and I decided to go ahead and apply and fill out the lease. Immediately after moving in, our A/C died. I both called their office (leaving numerous messages), and e-mailed their maintenance staff, but maintenance took over a week to even respond to our query. At various times over the year our water heating system failed, and each time we had an experience similar to the occasion with the broken A/C unit. I am not a fan of how RCRE conducts their business. I was never once reached out to as a tenant to see how our experience had been, and here I am, 45 days after terminating my lease, still trying to contact them to retrieve my security deposit. I wouldn't recommend any RCRE property to any friend, family member, or enemy...No one should be treated the way that RCRE treats their tenants.                                           River city is making my life hell

                                          Everything horrible thing you've heard is true. I pay my rent early, I don't expect a palace just a decent place to live. They won't fix anything, my electric bills are so high it's having a serious negative impact on my finances and this has been an on- going issue for 6 months! I hate this place, I hate the staff. Do not live here. Ever. I hope it burns to the ground.

                                            Looks better than it is.

                                            I lived in a 2br second story unit for a year. At first the apartment looked really nice. you can tell how they can afford to rent these units at such cheap prices. A lot of corners were cut. With the 18ft ceilings, thinnest sheet rock available, no insulation, gaps between the sheet work and the ceiling and walls that are simply resting on top of the same hardwood floor that runs into your neighbors apartment; noise levels are ridiculous. I can hear every word my neighbors say. If someone walks down the hallway you can hear it from any room in your apartment. Also there is no insulation between the ceiling and the roof. So anything that's happening on the roof echoes into your apartment. The location is only convenient for getting on i95/i64. Walking to the bottom is impractical and kind of sketchy. Since you are at the lowest point in the city, riding a bicycle uptown to the YMCA, VCU, Carytown, The fan etc is a real pain. There are no grocery stores or any kind of stores near by. The apartments are spacious but not very usable. The living area is an awkward 12ft by 30ft space that isn't well suited for any living room set ups. The large windows are nice but have no weather stripping. So bugs, cold air, dust and water like to creep into your apartment. The large windows look nice but there isn't much of a view. You're mostly surrounded by I95, factories and oil containers. I don't know if its something in the air, but every plant we've had immediately died. There is only one entrance, exit and stairwell in the building so it takes a good few minutes to walk from your apartment to your car. The parking lot is convenient but the spaces continue to shrink to the point that you can't open your car doors when you park. Also the towing company is ruthless and tows people out of the lot multiple times a day. Parking on the street doesn't seem too safe. Someone broke into my car and stole parts off my cars engine while my car was parked right in front of the entrance. The maintenance staff are prompt but management will charge you for every repair including things they are responsible for like people breaking your windows beer bottles thrown from outside. Since the apartments are relatively inexpensive, the tenants seem less considerate. Seemingly everyone owns a large dog and allows their animals to defecate all over the front side walk, entrance, stairwell, hallway, parking lot. There are no common areas so you never really meet your neighbors.

                                              not bad place

                                              I lived at the Parachute Factory on Stockton, and it was a cool enough place. Great parking, nice apartments, minus the old windows, but that is what you get living in an old warehouse. It has its perks, like the people who rent there- super nice and friendly, dog lovers almost everyone! The River City staff are nice and some even live in the apartment, so you know they understand. Sometimes it seems they get a bit confused on rent checks, when you paid, what you paid- you hear that from some of the tenants, but that is it. Some dog owners need to learn to potty train their animals, because they poop in the hallway, but RC has it cleaned and mopped and even cleans the elevator almost weekly which is more than any other place I lived! It is in the middle of really nowhere but, if you have a car, it is perfect.

                                                Nasty Tenants Tell Nasty Lies...

                                                If you actually read the ramblings on this site from disgruntled tenants or the group of misfits known as the "River City Residents Association", you'll see that their biggest complaints are: -Pet droppings (left by BAD TENANTS) -Noisy neighbors (again, BAD TENANTS) -Pet fees (that they agreed to pay, but don't like paying when they get caught) But, that won't stop some morons from simply yapping away on an internet message board. Go look at the RCRA's website- They have a handful of members that consist of former tenants, EVICTED tenants, and soon to be ex-tenants. Yet, these losers spend their own time and money complaining about things that are CAUSED BY TENANTS! Maybe they should "incorporate" the "River City I Hate My Fellow Tenant Association". They'd be just as successful.
