I *did* see for myself
I checked out the FC, and it did seem OK except that the salesperson seemed completely desperate for me to sign a lease immediately - in SF that is a big clue that something is wrong. When I asked what the neighborhood was like, the salesperson gave a long, effusive and totally overcompensating explanation about safety. I did not ask about safety, I was not concerned about safety - I am not the type of person that typically gets 'hassled'. But the fact that this was the topic the salesperson jumped to was very interesting and telling. On my way out I had an interesting encounter with 2 wannabe gangstas walking out of one of the garages, who seemed eager to pick a fight with me for no reason other than the fact that I looked at them - that hasn't happened since I was about 17. Don't assume I am a middle class white person complaining about black people - you couldnt be more wrong.

Waited - and back again!!
Mrs. Penthouse Bob speaking...

Could not get here in June like we had planned but visited several times and stayed on the property and waited until we could get what we wanted in the T1 building on the top floor!
We are excited to be back and plan on being here for a very long time.

After reviewing these posts, all of you sound younger than my granddaughter and she is in the third grade! Geez, grow up!

These people are human and do the best that they can do. We have been treated very well and are grateful for all the staff, security and management. Yes, sometimes, you do have to request things more than once but get off your dead butt and go do it! If we spent as much time doing things as we do complaining the world and the Fillmore Center would be a better place.

How about all of us coming together and taking back our lives in these apartments. Stick together, get to know your neighbors, take the time to say hello to people getting on the elevator. Or just do all of us a favor and shut up and live your life elsewhere.

Biggest Ripoff In San Francisco
In addition to dozens "hidden charges", the Fillmore Center offers virtually nothing to renters--except disappointment and frustration. Service is absolutely horrible and the maintenence people are either former felons or idiots...or both. Do not even attempt to have anything repaired in less than 2 months. Calls to the office are ALWAYS ignored. The neighborhood is essentially a ------ with gunshots and sirens every night. Stay away from this awful complex.

Worst Ever!
The building looks very pretty, but NOTHING about it is pretty. I lived in the Eddy building and there were dozens of drug dealers coming in and out of the building. Yeah, they tell you that it is secured entry because you need a special access key, however, these drug dealers are in the building so the crackheads just wait down stairs to be buzzed in or they come inside when you come into the building. I saw crackheads and their pimps in the elevator along with their market cart full of cans. The management does not do a good job of screening the people that live there, all they care about is that they can pay. They don't care if they are drug dealers, or smoke on the hall ways etc. Even though i was in the fifth floor, I can hear the sirens of police officers chasing down gangsters. People yelling downstairs. I did not know that most of the buildings hearby were PROJECTS!!!! so the people near you wait outside the building waiting to go in, and what are you going to say??? Don't come in??? Yeah right, they look scary. On the day I was moving in, my mover's life was threaten by some guy inside this ------ car. As a girl, I was followed into the building by these gangster-style-men. I was scared shitless. To add insult to injury when I was moving out, a bunch of security guards harassed me because I was still moving out at 8:30, apparently, there is a curfew which is 9pm. So, what they did was turn on the sirens inside the building until I left. Yeah, there is a reason for the curfew, because if your stuff is outside it is very likely you will get your stuff stolen or shot. I heard stories about people having their apartments broken into becuase there is so much freaking strangers coming in and out of the building, like a cheap 24 hr ----- house. If you have any regard for peace of mind. STAY AWAY!!!

I liked it
Safeway and cute shops are within walking distance. Parking isn't too bad, I walways found something within a reasonable walking distance. I loved my apt. and my view. I was never harrassed by anybody. There is a wide mixture of people but to me it was fun, I love to people watch. Overall I loved living there. One of my friends liked it so much when her lease was up she got her own apt there too.

awful neighbor to add to bad neighborhood woes
The apartments are OK. And the staff members work hard to do what they can. But the neighborhood is awful.

What made the whole experience cross the edge for me was this ONE jerk who started shouting at me and my friend who was helping me move out. This guy who lives in the Eddy/Fillmore, T-2 tower said he had to wait "seven minutes for the elevator" and then wait another 10 seconds for my friend to slide in a box. He didn't realize that we were told to use the one available elevator that day because security couldn't reserve the other one, which was still being fixed. This guy acted like a sociopath and was so awful to us. He started shouting "Don't talk to me! Don't talk to me!" when I tried to apologize and explain our situation. If he doesn't want people talking to him, he shouldn't yell at people like a jerk. I feel sorry for staff and neighbors (all of whom were reasonable and understanding about our situation) who encounter him.

As for the surrounding neighborhood, it's sad that people think this level of quality-of-life is normal "urban" living. It's not. In the last year that I had lived there, there were three (at least that I know of) fatal shootings within three blocks; people are shouting and loitering on the streets; people behave with absolutely no decorum and respect; people verbally harass young women on the streets; and people just don't seem to care about where they live (the sidewalks are filthy, I saw a grocery cart in the building and people "smoking" in the stairwell).

for the sake of your DOG..."NO"
I don't have my own dog but i'm always taking care of my brother's. They live in Fillmore and i'm there half the time anyway so i think i qualify to testify on their behalf. (I'm not even going to attempt to describe the human living condition. Read other people's comments.)

Granted that fillmore is one of few huge apt. complexes that allow pets and they actually built a "pet area" in the complex, the condition that your beloved pet has to live in is not very healthy.

I've met couple of poor dogs that are now: on medication (to supress dogs' natural energy); on horrible painful chockers (to make them stop barking - in their own homes & at the pet area); and developed chronic horrible cough (from horrible concrete dust that they covered that the pet area with), for living in Fillmore. Not only do they have to pay the "pet rent"($25/mo deposit, and they seem to want YOU to clean not only after your dog, but also the pet facility. so you do all the work and still pay them.) Emotionally there's a lot of price to pay, dogs & owners alike, for all the emotional drama the Fillmore causes.
Understand that other non-pet people live there too but the management seem to have set up a special pet patrol on a mission to turn your furry friend into a walking stuffed animal. They don't want your dogs to be seen nor heard. Dogs of Fillmore are all falling apart in one way or another. They are NOT happy!

They lure you in by allowing pets (marketing scheme), make you pay dearly, provide the bare minimum for your pets, turn your dog into a zombie, and trap you in with the harsh lease that you can't break without going into bankrupcy.

If you love your dog and want your friend to live a normal happy life, I suggest that you live elsewhere.
all those "yes" recommendations
All those "yes" recommendations and positive reviews must be from the Fillmore Center Staff. I was thinking about living at the Fillmore Center but changed my mind after reading these horrible reviews. Urban living is one thing but bad management is another!

Different Buildings = Different Experiences
I live in the M2 building, that is the Club One building. It is located on Fillmore and O'Farrell and is located in the back part of the plaza well off the street. This building is very close to the leasing office and the security patrol office. I regularly, on a daily basis, see the courtesy patrol walking around checking things out. I take my dog to the dog area several times a day and night and see them almost every time I go out. I am not sure what the other people want security patrol to do when someone is yelling at, or harrassing them, but I'm sure that homing devices and apparating are a thing of the future. These are people who are patroling a very large (9 acre area!) and they cannot be expected to be immediately on site when there is a problem. Where are the police? There is a police station 2 blocks away from me (1 block for people in the Eddy building). I haven't had a single problem since I moved to the FC in March of 2005. Yes, the neighborhood is shady and I don't feel comfortable going out alone at night. I have to be honest, I would not feel comfortable going out at night in ANY neighborhood, but that's just me. During the day I don't feel scared or nervous. I walk around my neighborhood freely and I am not bothered. I once had to put a homeless person in her place but again, this is San Francisco, tell me where that won't happen? I love the shuttle which I take every single morning and evening. I sometimes have complaints about the fact that our lobby is used very freely for lots of activities, meeting points and events. But, I've honestly never been bothered by it, I just mind my own business and walk in and check my mail and go to my apartment. I am certainly not saying that the neighborhood is good, it isn't. But, is that the management's fault? What is the management company of a privately owned residential property going to do about the rest of the surrounding neighborhood? Would all of the complainers like the courtesy patrol to carry weapons so that they can just shoot people who look shady? I really believe that if you live in a building facing Eddy, or facing Fillmore, if you live in the Eddy building or on that side, you have a MUCH different experience than if you live in a building at the Fillmore and O'Farrell area. I'm sorry so many people are so unhappy here, but in all honesty when you look at this property against all of the others out there, you can't but see that it's one of the best. I AM NOT MANAGEMENT, so please don't even pull that crap...I'm one of several thousand residents who just happens to be happy...if you can possibly open your eyes to the possibility of it being so!

moving out ASAP
My partner and I have been stuck with a 12 month lease which is expiring this August. We are paying double rent to get out of the FC.

We have not been accosted nor mugged yet, but the potential for such to happen is very high. We are aware of who is around us and we pay attention to people and keep a distance to everyone who we feel suspicious of. There's a tension, an ill-at-ease, like you're walking in a shadow of expecting to run into harm's way. I've walked between O'Farrell and all the way up to Post and I've overheard things said between groups of young males indicative of a plotted attack. I see them go in groups around the neighborhood and I try to walk in areas that are well-populated. We have not been bothered YET and we hope we can escape unscathed. We have two weeks left to live here.
stop being racist
all you scared people are just racist. too bad you think the fillmore center is ------ because of the projects around there. people leave you alone and the apartment complex has a very secure program that helps keep weirdos and crackheads off their property. the fillmore residents and managers are great. they're the most friendliest people i've ever met from renting in the city. all the apartments are clean, new, maintained well and HUGE! don't be jealous because you can't live in such a beautiful complex without being a chicken around "certain" looking people! stop being a wimp and see for yourself people! you're definitely missing out!!!

Beware.
I considered renting a place here but decided not to after reading these reviews. The 'sales' process (guided tour) prompted my suspicion because being in sales myself, I can recognize when a salesperson is desperate and uncomfortable. Comparing what was told to me in the guided tour and the comments on this website I think I can safely conclude that the management are untrustworthy liars.
HELL ON EARTH
First off let me say that when I was first looking to rent @ the FC the rental staff treated me like I walked on water. As soon as I signed the lease----EVERYTHING changed almost over night. I have had various problems with my apartment. Many, many, many calls to the building repair people go unanswered. I at one point told the mamagement office that I was going to call a repair man from the yellow pages & deduct the cost of the repair from my rent, the next day there was a FC repair man saying to me I would have been here sooner but my request was just brought to his attendtion. I had called 8 time & went to the rental office 6 times & written 5 notes to them over a 12 day period. I came home from work one night & found that my front door looked liked someone had tried to break in. The management staff NEVER returns calls regarding ANYTHING, even if you go down to the management office in person & complain they look @ you like your crazy or strung out on crack. The elevators always smell like piss, the garbage rooms are never cleaned, the walls are paper thin, the stair wells are full of crack heads & whores doing business @ all hours of the day & night, there are mini-gangs of kids roaming the halls. One night I over heard my neighbor try & stop a kid from breaking into her apartment, she told the little crap --- thug that she had a gun & she would blow his head off!! the crime rate in the building is getting higher by the day. Security is a major joke, they see & do nothing to stop the ever increasing crime in any of the buildings. IF YOU VALUE YOUR LIFE------STAY AWAY FROM THE FILLMORE PLAZA APAPRMENTS
Coming home !!!!
Been away for a while. Lived here for 2 years until last June, when we had to go back to Phoenix for medical reasons. Posted as "Penthouse Bob" back then. So here's the pertinent data: I'm a Mortgage Broker doing business in 5 western states, inclusng California. Me and Mrs. Penthouse can live wherever we want. We maintain our business base in Phoenix due to the outragious housing climate. We choose to spend our relaxing time ( a bit of business as well) in SF.

We thoroughly enjoyed our stay at The Fillmore Center. Lisa was an awesome Agent; Amy and the office staff always catered to our needs; Chuck and the engineering department were always there when needed. We made friends with our neigbors and the staff as well.

We are now ready to return to SF as our home. I'll continue to commute to Phoenix for business. The first place we will visit in our search (we'll rent - too expensive a market to buy) will be The Fillmore Center. I need a place where everything is convenient. More importantly, I need a place where I have the peace of mind that my wife and her pooch are safe when I'm on the road.

I'm not naive: it's an urban environment. It's not Tiburon. If it were, the rent would triple. But then I'd have to get in my car to do virtually everything. I guess I'm just an urban kind of guy.

Penthouse Bob II ????

Interesting Comments.
Crime happens everywhere, Major metropolitan areas like San Francisco,Oakland, San Deigo, Seattle, Chicago, New York, Denver,Phoenix, ETC... have been and probably will continue to be a hot bed of problems including burglaries, robberies, murder, prostitution, illicit drugs and drug use, homelessness, panhandling, sex crimes. I dont see the connection the previous reviewer is implying. these crimes exist due to metro areas housing authorities forcing properties to make available a certain amount of their units at below market rate. This is done so that seniors, students, and people making below the average mean wage of whatever city they are in can still afford to live there. there is a taboo on the word section 8 housing yes lots of people who are on section 8 have been on it all their lives and dont or refuse to know any other way. from a business standpoint it makes sense to pull from section 8 because it is an easy rent check from the government, also to prevent discrimination lawsuits they have to take people who are probably not be the best of people to live near. California more than most other states is very lawsuit happy and many a business has been sunk by a lawsuit. so in closing as should already be understood cities by nature are not safest places to live but they very interesting.

WHINERS!!
Jeez,
you would think no one has lived in an urban enviroment before.

Yes the Fillmore Center Has its faults they can only do so much, as can any apartment complex this size. the leasing agent told me this property has over 3500 residents and obviously it looks like, of those only a very small percentage comes here to complain.

The maintanance department is substandard but there are new dog runs and new bbqs. for of those on the property who dont know, I went and used them they are nice and clean gas bbqs located near the 1510 eddy bldg.

The area is urban and diverse, the projects are rumored to be shutting down due to HUD not renewing their contract.

I was also told after reviewing this site that San Francisco requires properties of this size to make a certain percentage of their apartments available to section 8 housing. that sucks but it isnt the Fillmore Centers fault.

I just read another review and had to come back to this in response. Anti-gay? anti-dog? considering one of the leasing people is openly gay and I met a gay couple moving in this past weekend I dont think so. As for the dog issues the Fillmore supposedly has physcological reviews for dogs moving on to the property now I can see why they would do that. Hey who wants to live near a crazy dog? or a dog that cant stand to be away from its owner? so it howls all day.Yes I have had dog in the past and had to give my dog to my Ex. because he was too big 150lbs!!! I did investigate and it looks like the dog has to be under 60lbs, and not of an aggressive breed. (pit bull, doberman, ETC...) I have seen a lot of dogs here they have dog runs/play areas and the property looks like they even provide baggies and scoopers to clean up after your dog. I have seen a lot of dogs including pitbulls and the only way I could imagine they could be on the property was if their owners lied to get them here. so possibly the evaluation also exists to screen out the people who would stretch the truth for a 100lbs pitbull to become a 60lbs terrier mix.

It seems pretty obvious the people who come here to complain have issues that if they followed the rules and realized they are living in a city now and not the suburbs probably would not of had issues.

Ok folks final word on this I promise If you are looking to move here, these are the things to remember research the area personally dont take anyone word for it find out for yourself so you have no one to blame but yourself if things dont turn out right, IE... schools, shopping, commute, enviroment, entertainment ETC...

the Fillmore center has a very high ethnic mix and if you are not comfortable being around people who are not just like you then this might not be your place. this is a small city unto itself and the Maitenance, Security (they call themselves Courtesy patrol)Leasing,Parking seem to be all willing to help you once you sign the papers but until you sign those papers YOU HAVE A CHOICE!!! you can live here or somewhere else. no one holds a gun to the head of these people complaining about this place. looking at my lease there are penalties to breaking the lease, yes Despite what previous posts said you can break the lease but it will cost you just like any apratment complex. the Fillmore wants to make money too.

quick word about the burglaries I asked around and it has been many months since anyone was burglarized. one resident said they caught who was doing it. and all has been peaceful ever since.I asked them why it was going on and this is what I was told " they provide Courtesy patrol, there are remote access buzzers for residents to buzz people in to the building, your tv has a channel where you can watch the front door via camera yourself, there are cameras scattered through out the property but they can not be looking everywhere all the time. they are not going to put someone to watch every door, window, vehicle elevator and stairwell 24hrs a day 7 days a week. the cost for that would be tremendous plus they would probably wind up being sued by right to privacy groups.

Ok, off the soapbox guess I have nothing else to say right now. but if I see anymore outright lies I think I will propbably get back up here again.

2 months notice is illegal
California law does not require anything more than a 2 month notice to vacte. The management at The Fillmore Center are crooks with no soul for merely robbing countless of people of thousands of dollars.

It is against the law! They may "request" a 2 month notice, as may anyone. Heck, they can even request a 10 month notice... Get the picture? They figure, and it seems to be true, that so few of us are aware of the laws to protect us that they can just get over.

Here's an exercise:
Go into the leasing office and ask to speak to one of the agents about renewing your lease. (Thats the only way they'll meet with you.) Once they do, tell them you'd like to move at the end of your lease...obviously when expiration is near...say 11 months into the lease. They'll tell you you needed to give a one month notice and that you signed a document that says so...then, then....

LAUGH IN THEIR FACE and tell them you are aware of the law and that that is illegal. Tell them that California law supercedes any law or addendum they attach to your lease...and its that easy.

People have fought and won very easily over this absurdity.

Those people have to decency
Nice apartment from inside but everything else sucks. There is no real entrance to our apartment. We have to enter through the parking garage. Visitors never find the apartment and you have to pick them up from the street.
The fire alam goes off at least once every months and the smoke detector complains everytime you try to cook something. Some neighbors leave their garbage simply on the corridor. The electronic keys that open the door often don't work so you have to call the safety patrol.
The parking spots are so small it is just a matter of time until you scratch your car. After we changed our spot several times we finally got one that was so nice that other people parked there continuously.
We live directly on Fillmore and it is noisy all night long. People screaming and the bus goes all the time.
Utilities are not included and we were actually surprised how expensive the place was once you got all your bills.
After a 6 months lease we were planning to renew for another 6 months. However, although promised otherwise they were not offering 6 months rent any more. With a month to month contract our rent increased by more than $300. In order to terminate the rent you need to give a two-months notice. They probably need so long to find a new tenant since the place is so bad.
I will gladly move out in a few weeks and just hope that this time my elevator reservation is being taken seriously.

Do not move in unless you have to. All the other places I know are so much better!
Those people have no decency and common sense left.

Experience mixed
I have lived her for about 7 months. On the upside is the actual apartment. It is quite nice and has a fire place and a washer/dryer. That is something that I would not find for what I am paying for a 1bd-1400. But what was not clearly expressed to me, but perhaps hidden in the mounds of paperwork I had to sign, is that you pay for water and garbage, and equals about 35 dollars a month. The neighborhood is rough. Out my window are the projects and on a weekly basis the police is out to break up domestic disturbances. Another person's car alarm goes off several times a day. I walk to work through the neighborhood and have never had a problem. I walk across Geary to Fillmore without problems. I go to the Safeway and usually witness some drug deal. Once I had to evacuate the Safeway in the middle of shopping to a criminal who was running from the police going in the store. On my floor people do not believe in throwing out their trash, and instead just leave piles by the stairwells. Last week, someone left their xmas tree (yes two months after xmas). There are many section 8/bmr tenants. I am one of the few professionals in this building. Last week two people were in the lobby arguing for two hours about if he could stay with them, since he had just got out of jail. So, bottom line, the apartment is nice, but the ambiance and neighborhood suck. When my lease is up, I will be moving!

What it takes to break lease here
You need give 2 months notice, plus pay 2 months rent worth of "lease breaking fee" plus whatever you get for free (such as free one month rent or parking)when you signed the lease. Let's say if monthly rent is $2000, and you received one month free rent when you signed lease, you have to pay $2000 x 2 for 2 month notice, $2000x2 for lease breaking fee and additonal $2000 for the free month. Total is $10,000.

DO NOT MOVE IN HERE.

i can totally understand why so many ppl vilify the fillmore center since as a resident i have my (un)fair share of troubles too so i guess w/ this review i'll first start off w/ the positives.

Positives:

1. the bus. for those of you who don't know and plan on working at the financial district this bus is great since it picks you up every 30 min in the morning and does so in the evening also. so no muni troubles or whatever. and there's no additional cost to ride it (as if the rent wasn't high enough already).

2. in-room facilities. having apt hunted i think the facilities are generally better than if you went to typical ones around russian hill 'n the like. i believe most units have their own washer/dryer and thats really convenient. the kitchen has nice furnishings too (at least mine does). for those of you who are from the east bay it reminds me of the emerybay apts.

Negatives:

1. i said the inside is nice but as many ppl said it's definitely not in a "safe" neighborhood. police station is nearby yeah..but i never see cops around really and if you're not comfortable w/ being surrounded by projects (and they really are projects) then i wouldn't live here. fortunately i haven't experienced any car jackings, witnessed any purse snatches or whatever but i definitely woudln't be surprise if they happened. on a side note i was walking back to my apt after visitng my friends apt who also lives in the fillmore...and in the stairwell i run into one of the security guards at 1am just sittin there reading a newspaper. nice nice good to see you doing your job sir. he told me "just takin a short break okay?" hey buddy..you don't need to tell me...i ain't your boss. on the other hand, fillmore manag't, he was an asian guy in his 40's/50's...prob 5'5"...broken english...

2. management/maintenance. this is my biggest gripe as they are very very unresponsive. i believe of the 5 issues i've had w/ my apt they've come the next day once. the other 4 took at least 1 week and i swear they didn't do anything. there really was no evidence that work was performed and just left a note saying that everything was okay. sure whatever. in fact, i have a problem now w/ my refrigerator and i've called them repeatedly saying they have permission to perform the work but just recently i got a letter saying i need to call and give them permission to perform the work. i mean something like that just drives me crazy. i did call you... you...fillmore people.

3. outside noise. people complained about this and i guess i've been lucky b/c (1) i'm a deep sleeper and (2) no construction outside my apt. actually a few days they did have one of those concrete breaking things which was really annoying but it's over now. but if you're facing the street just know that buses and cars run through the streets a lot and so there definitely is city noise. i'm sure the fillmore people will just say to drink warm milk.

4. parking is difficult if you don't want to park in a bad neighborhood as i mentioned above. parking at hte fillmore center is expensive (they raised it to $170/month). and apparently parking at the street ain't that safe either.

5. fire alarm. this one is funny to put in but i'm not sure if anyone has addressed it. if it's a repeat than my apologies. but people false fire alarms are a part of living at the fillmore center. how often do they happen? it's happened twice already in march and it's what day? the 3rd? haha. maybe this month is an exception but in general the fire alarm goes off maybe 1-3 times a month. no joke. and it's not at nice times either. i'm talking during dinner time...while you're studying late at night... while you're sleeping late at night. the only time it doesn't happen is during the day...when nobody is home (and i'm guessing the kids that pull the alarms are at school). they really need to setup security cams to catch whoever is pulling those things b/c can you say "boy cried wolf?" whenever the fire alarm goes off i don't even look out my window anymore.

anyways i guess i have too much time but just thought i'd share my thoughts. hoping you guys know that i certainly dont' work for the fillmore but neither am i totally pissed off at the place. oh but the guy who made the www.thefillmorecenter.4t.com site.... people may not all share the guys' emotions but all the facts are definitely straight. so where is that bbq anyways...?

Fillmore Employees write reviews and remove REAL ones
Does management at Fillmore Center really think that their employees don't talk to their friends? Not only are employees expected to write phony reviews, but they also delete them from this site. So how does that work?

Phony reviews by staff
This site it like comedy central. Its true I know a guy who works for the Fillmore Center and they have employees write phony reviews so real prospective renters wont run away. But do run. He can't wait to move. Not only are they anti-gay but they are also anti-dog. In order to move in you have to have your dog go to a shrink to be evaluated. What a waste of money and a joke.

Are some of you on crack?
I'm starting to think that some of the people posting here are the ones responsible for the dubious smells wafting down the hallways on the lower floors. Dog having to go to a shrink? The Fillmore Center deleting posts on a site they don't own/aren't affiliated with?? Where the hell do you get this stuff?

You do realize that if you submit multiple reviews under the same user account, it deletes your old review and posts a new one, right?

The staff can be dicks, but it seems like some of you have made this a personal crusade, and its pretty sad.

We get it, you don't like the place. You want to leave, you're bitter. FINE, leave then, find some other windmill to tilt at.
On a side note, I think that it makes a HUGE difference what building you live in. I live in T2 (1510 Eddy) and have seen very minimal problems with crime. It has only one entrance on a well-lit, busy corner, and I've never had a problem. Of course, I could just be lucky, but something to consider if you're looking at apartments here.
