Gunshots!!!

I once dismissed it at firecrackers going off in the middle of the night... but then I realized it wasn't 4th of July. Do NOT live here. The rent is reasonable by fmv standards, but too high for all the crap you have to put up with: Elevator always broken; report to CA Division of Occupational Safety and Health. Only 2 elevators for each building, and one is always broken or occupied by residents moving (sprinting) out. The one elevator that works - brace yourself and wear a neck brace. Parking is expensive. Security "Spock" turned ---- on the residents instead of focusing on the main problems. If you opted their indoor parking, look out for homeless folks living in there, and use caution not to run over them along with the pigeons. If you park outside (which means, by the projects) be ready to replace your window glass every so often and expect dents. Check your insurance coverage. Pet rent is astronomical; lots of Section 8; Safety: Security is non-existent; tfc does not disclose burglaries. call local police department for reports on fillmore center. of course, there's the entertainment value of hearing gunshots and police sirens in the middle of the night. washers/dryers are expensive and of bad quality. similar to wetting your clothes and tossing it up like a pizza dough - that'll be $5/toss please... grounds: pet feces/urine...kinda like standing on an uncleaned kitty litter. staff: people work here? but i have to give credit to the cleaners/maintenance staff - they do their best. but middle management is ludicrous - like you owe them something; maintenance: still waiting to fix. i put in my request october of 2007. these are facts, and it's a consensus by many residents. i did not heed apartment ratings' advice last year, so here i am writing my advice to you. if you think my opinion is too biased, find random residents and ask their opinions. ask the leasing office (if they will disclose) the turnover rate of residents. you'll find most residents live here for a year (their lease term), and move out. finally, like with any purchase, do your homework: think about it, gather lots of information in order to make sound judgments. the leasing agent has a different objective in mind. remember that you have to live here for a year, and consider the moving costs associated with it if you have to find another place the following year if you are dissatisfied.

Be careful what you say out loud, or write....

This is so typical. I lived at FCA and liked my studio, but the people in residence there, for the most part, are very dissatisfied. It's too bad. FCA, how much lower can your rate of satisfaction go? You really should work on customer service and satisfaction instead of trying to figure out how to gouge another dollar or so out of people each month.

        What's wrong with this place?

After 2 years, it time to get out. One of the two elevators in the Turk street building is out at least once a month. The elevators and lobby is dirty. The stairwells have graffiti up and down them. The grass has died because it's like a marsh because they overwater every night, even if it's raining. There is no way to enter the building with out the shirt-tailers. You cannot access stairs from the lobby in order to walk up them to your apartment when the elevators are down or the working elevator is being used for someone to move. The dog area is dreaded, not sure when the last time they changed the sand. It took two months for them to change a light bulb that lights the common area. Art students throw food and trash from their windows at other tenants. As another person said, the rent increase is crazy. 100 bucks last year and 200 this year. Parking went up 50 bucks over a 2 year period.

            This place is a rip-off

This place is not worth the money. It's too expensive to be living in the ------. Repairs take forever, and fees and charges keep going up. Our friends who also live in this bldg. had their rent go up over $100 dollars the second yr. This is ridiculous. So much money for so little. It took several weeks for them to fix our sink, that was broken when we moved in. There was also a hole in the wall when we moved in and they refused to fix it, even telling my partner it was our responsibility to fix this whole in the wall. Parking is goin up to $210, why? Because they say it is so costly to maintain the garages. Maintain what? My fob takes several swipes to work. There is water seeping in from the ceiling that drips on you. I never see security. And periodically I have gotten passed the gate onlt to find someone has parked in front of the exit, or partially blocking it. Just yesterday it was a girl in a car, and I honked several times, and she woudn't move out of the garage exit. I mean, what is wrong with people here? But the main point is, why does it cost so much for parking, and why did it go up? It doesn't make sense. The dorr-fobs didn't work one night, so a group of us couldn't get in the bldg, luckily someone called up to a friend with their window open. Once we got inside we called the Courtesy Patrol to let them know the door is broken, and he said he saw us out there, but was busy. SO, he knew the door was broken and was just letting people wait til someone either left the bldg or what? Wait to get mugged and harrassed by the thugs and homeless on the street. They didn't even post a note saying call this number and they can remotely buzz you in. Of course, he didn't bother to remotely buzz in the group that had formed there. So, we are paying money to live here, and they can't even be bothered to let us into our apts. Or another solution might have been to put one of the security people there to let people in as they come home. People leave their trash in the hallways, it's disgusting, and they leave the door to the trash cute open all the time, which basically makes the whole floor smell like it is a dumpster. It's so gross and disrespectful. We had guests over, and they commented and asked why the hallway smelled so bad. There have been several notes put up telling people that they should shut the chute door, but they keep doin it. I don't know if it's because they are being belligerent or just jerks. I don't get it, do they like having an apt that smells like trash? The homeless get into the bldg somehow, and we've seen security have to escort them out. So, in turn, this means this place isn't that secure. Our friends have had their car broken into twice since we moved here. We opted for the "secure" parking, which is a jip. Every spot is a compact spot, and it takes several attempts just to get my car in the spot. There is a junk-heap right by the door, which should be towed away, it just sits there. Plus, some guy in a Boxster takes up 2 spots regularly, which is just indicative of how people here are rude and could care less that they live amongst other people. Today some guy put his cigarette out on the wall in the lobby right in front of us. The people here are ------, and ruin what, on the outside, looks like a nice place. This place isn't safe either. It is too close to the projects, and the nastiness that spills forth out of it. When my partner leaves to go to the Safeway, I tell him, "Be Careful!" We moved here from NYC, and I NEVER had to worry about our safety there like I worry about it here. The noise. We are right on Fillmore, and the million dollar condo bldg across the street makes it so the noise reverberates, and bounces off the bldg and echoes right into your window, Even being on the upper floors, a skateboard on the street sounds like it is right outside your window. We hear prostitutes fight in the middle of the night, then to find chunks of hairweave on the sidewalk in the morning. There are homeless yelling their insane babble at all hours. Plus, some jackass now has a windchime goin, so when you're trying to watch TV, all you hear is ringing from their window. People just throw there unwanted mail on the lobby floor. People here are just slobs. Plus, in the laundry room. People will take up every machine for themselves. One person for all those machines. Thats just mean and selfish. But do they care, no. They are nasty. We have a cat, and a month after we moved in the pet rent went up because they said it was becoming too costly to take care of the dog-run. What maintenance does a dog-run take? But, the issue is, WE HAVE A CAT, not a DOG. why am I paying a pet rent for an animal I dont have. This makes no sense to me. They are currently building the new Yoshi's across the street. So anyone who doesn't work 9-5 or is up early, is greeted in the early hours by jakchammers and industrial equipment constantly beeping while it backs up. It's non-stop. Plus, the sirens running up and down fillmore are blisteringly loud. I know the bldg can't help this, but if the area were safer, then there would be less police-sirens and ambulances. We have been here for many months now, and our name still isn't on the call box outside. Thus visitors or deliveries can't get ahold of us when they should be able to. Our friends have to then call us and we have to go down and get them. What is the use of having a call box if they never update it. And we tried it the other week just to see if we were there yet, which didn't matter, BECAUSE it was BROKEN, and it is STILL broken. With so many rental option in SF, don't come here, really it just isn't worth it.

                3 1/2 years experience

I've lived at the Fillmore Center for little more than 3 1/2 years and after reading enough of these reviews, I thought that I'd add my two cents. I lived one year in the T2 building on the 11th floor (at the corner of Fillmore & Eddy) and currently 2 1/2 years in the S2 building on Eddy St., although my apartment borders on Steiner St. Overall, it's been a great place because it's uber-convenient for me, and I appreciate the sound-proofing. The year in the T2 building bordered on hell, but my experience in the S2 building has been a complete 180. In the T2 building, all of my neighbors on the 11th floor were psycho. I had hippie-squatters living across from me, the fighting "domestic partner" couple next to me, the psycho drugged-out woman around the corner, the asian prostitutes around the other corner. There is something about that building that attracts crazy people. Once I moved out of there, the S2 building seems to be the opposite, mostly professional people and very quiet. The fire alarm doesn't go off constantly, and you don't get the noise of Fillmore Street. Although, I miss my amazing view of the skyline, I don't miss the headaches of the 2 elevators for 190 apartments on 20 floors! Yes, two elevators for 190 apartments, and NO service elevator!!! Whoever designed that building should be shot. When one elevator breaks you are forced to wait 10 minutes for an elevator. Because there is no indicator on each floor, you don't know when an elevator is down and you are forced to wait, and wait, and wait. Then when one elevator finally does arrive, it is so packed full of people, you either have to wait another 10 minutes or walk down flight after flight of stairs. Pure hell especially if you have a busy schedule. I'm not sure if the management has a better handle on elevator maintenance, but it would take them forever to call for service when something went wrong. Now, my apartment in the S2 building faces the courtyard and I have a lovely waterfall outside of my unit. It is very, very quiet internally and at night I hear the soothing water. I have a wood-burning fireplace and a washer and dryer in my unit. In my few years here, the management has put some money into infrastructure and the neighborhood immediately surrounding the Fillmore Center has seen improvement. The Fillmore Heritage Center just opened, and Yoshi's with another fine dining restaurant are set to open. The police have stepped up their efforts at community policing, which I greatly appreciate. It seems to have helped as there hasn't been a major incident in the neighboring projects for months. There used to be shooting incidents all the time. Now, the police are almost always parked at Eddy and Laguna, usually just sitting in a patrol car, but their presence seems to curb the crackheads from just constantly shooting each other. If you are considering the Fillmore Center, you have to seriously consider that this place is bordered by the projects. This IS San Francisco, and you just have to walk a few blocks up Fillmore and you are in Pacific Heights. Completely different. Because of this, if this apartment were in Pacific Heights, you'd pay at least 1 1/2 times what you pay in the Fillmore. However, it is nice to have Japantown so close. There is a movie theater, Kabuki Springs & Spa, and Japanese restaurants and grocery store. Safeway, although extremely ------, is across the street. Something about grocery stores in poor black neighborhoods that you will always experience a 10 minute line and they don't care about customer service. I swore off this ------ Safeway about a year ago and have never been back. The food is garbage, the customer service is non-existent, and the clientele is uber ------. I used to see someone getting arrested for stealing every week, from diapers to liquor. That's not a problem though if you have a car, as Whole Foods and Rainbow are not too far away. A mile away but a world away. Their engineering department used to be horrible. It would take them forever to complete any maintenance request. I would have to call, leave messages, call again, until I got so frustrated that I would write to the property manager, which would solve the problem. Sometime last year they cleaned house with the engineering office-staff and things seemed to improve. Although several weeks ago, I asked for the carpet to be cleaned at the elevator landing because it smelled of urine, and it took them 3 weeks to finally complete it. It took them three weeks even though I followed up 10 days after my initial request. Like any corporate apartment complex, there doesn't seem to be enough engineering staff. However, the resident services staff has always been very nice and professional with me. I have nothing but wonderful things to say about EVERYONE that has worked at the center: sincere, professional and efficient. I always have to remember not to "kill the messenger" as they aren't management and they aren't performing the maintenance or fixing the issue at hand...they are simply the messengers. My only complaint with the Fillmore Center is that the rent keeps going up, up, up and there is no flexibility when it comes to negotiating. They have the attitude of take it or leave it. Even after giving them tens of thousands of dollars, they weren't willing to make any accommodation. The first year my rent went up $60/month, which is reasonable. The next year it went up $90, which is OK. The next year it went up $120. They kept insisting that the increases are because of the market. However, I don't feel that all of the increase is justified. It would seem more appropriate if they stuck it to the new tenants than their loyal tenants. It appears that they prefer a revolving door of new tenants so they can keep raising rent. The management kept telling me that their hands were tied because this is what their corporate office deemed appropriate. Corporate B.S. if you ask me. With that said and $4 extra a day, they have made some improvements to the property. They installed new lighting around the courtyards, which is simply impressive. It is very Hollywood now, whereas it used to be very dark and a little scary at night. The place is beautifully lit. They have a decent dog run and facilities if you have one. They have also made modest landscape improvements. The landscaping is one of the few factors that sets this community apart from others in San Francisco. The view of the trees and shrubs outside of my window is quite impressive, especially for San Francisco. It's a lush oasis in the middle of downtown-ish San Francisco. The other major plus to this community is the cement construction. You don't hear your neighbors ever, and you can be considerably loud without disturbing other tenants. This is huge when you are living with people on all sides of you. The concrete makes all the difference. The parking is convenient as well, especially if you living the S2 building. There is no direct parking garage access though if you live in the T2 building. You are forced to walk outside to the parking garage, which isn't a huge issue unless you have a large load to move or if it's raining. In the S2 building, you have direct elevator access to that same garage, so there is no trekking around the building with groceries through the rain. Overall, four and a half stars. I hope that the neighborhood continues to improve. Although, nothing can change that there are projects on three sides of this complex. And the rent keeps going up, up, up. I wonder with the market softening what they ask for next time around??

Friendly, responsive staff, never had a problem here Live here and Love it

been here for 2 years, everything has been great. live on turk street tower with a great view and it's convenient to everything, parking is cheaper than anywhere else in the city (for now) and the shuttle to downtown is great so I don't have to take the bus. Sure people will complain about stuff and whine, but that usually belies larger issues and unhappiness with themselves. If you don't like it here, please leave, I'm tired of hearing your negativity at the dog park and at the elevators. In fact, why don't you go buy a house or condo and see how much fun it is to even try to get a repairman to come to your house to do ANYTHING or even try to fix it yourself. That's just laughable.

                    All the Bad Reviews: TRUE

I've lived at TFC for almost a year. We have a dog and two cats, so when we couldn't find a place that allowed our pets we moved to TFC at the last minute. It's been... well... a hard year. We live in a townhouse along Steiner. Love the patio and W/D, but whatever "cement" they built the place with seems to carry sound more than buff it. You can hear your neighbors talking! Also, the first 8 months we had neighbors who thought 4am on a weeknight was the perfect time to blast music. I called Courtesy Patrol so many times to complain and ask them to respond, and even when they WOULD respond and walk by the other apartment (25% of the time) they'd write a report and give it to management who NEVER responded (a Noise Complaint letter to that unit would've been customary for large complexes with good management). Things only got better when those people moved out finally. Our bedroom windows back up to Steiner, and I'm thankful I was already used to living in sketchy areas before moving here. There ARE shootings nearby, there ARE drug deals at the corners of the blocks, and I ALSO had my car vandalized - from within the gated, NON-public garage! I had my tires slashed and antenna stolen, and notified management several times in advance that I would be deducting the cost of the repairs from my rent (allowable per tenant rights in CA). I got NO response from my phone calls or emails to the management and contacts at the parent company Laramar... that is, until I got a letter after paying my adjusted rental amount informing me of all the penalties I would pay for underpaying! And this was a matter of a $247 rent deduction. $247, and I pay $2315 a month including my parking spot. Think they could spare a couple hundred to keep a resident they've made $27,780 off of this year happy? Apparently not! The maintenance request situation IS a joke. The closets DO suck. The doors and the stupid shelving things inside break all the time. I have put in several requests to have our broken shelf fixed, and it's been 10 months... and it's still waiting to be fixed. I came home one night to a flooded kitchen. Our neighbor's kitchen pipe was backed up that day, so the genious maintenance tech snaked the pipe clear through to our kitchen pipes. He used too much force on the snake from next door and BROKE OFF our pipe. He knew he broke something, and supposedly knocked on our door, but since no one answered he went home for the day, leaving our pipe to spew water and muck every time our neighbors used their sink that day. The maintenance manager had to come out at 9:30pm to fix the problem (great!), and THREW AWAY OUR KITCHEN RUGS when I wasn't looking (not great!). Maybe he assumed I didn't want them since they were soaking wet? Weirdo. Finally, they DO increase the rent quite a bit when your lease is up. Ours was raised $150/month - not bad by comparison to others - but we're moving out anyway. The market rent on our floorplan is around $2600 right now. Folks, it's not worth it. Go find a cute victorian flat in a hip area to live in for that price... you'll get quintessential SF funkiness and size but be spared incompetant management, dangerous surroundings and the resulting frustrations of both.

Moved In & Quickly Moved On

When I moved in, I was new to the area and suffering sticker shock at the cost of SF rent. My roommate and I occupied a penthouse unit with 2 master suites. The layout was appealing (own bathrooms) and the unit was in decent shape but that is where it ended. The secure garage is NOT secure. Parts were stolen from my motorcycle and my car was vandalized twice (driver window and passenger side keyed). The elevator and common areas were frequently soiled -- urine was a common smell. I did see needles in the garage stairwell on several occasions. There are Section 8 units on the lower floors and while I am in no way critical of low-income housing, it was a focal for noise and domestic disturbances. The staff are very difficult to deal with -- service is not a priority and half of my damage deposit was held back for fictitious repairs. I admit I was not familiar with the neighborhood when I moved in but I quickly learned. I heard gunfire several times per month and a man was shot in the head at the McDonalds about a block and a half away. At this point, I made a decision to move on. Do I recommend this building after living there? Absolutely not. Take it for what it is...my experience.

Nightmare Community - even worse "management"

I lived in this hell-hole for over 2 years. My apartment was robbed, I heard gunfire almost daily, elevators are always breaking down, and the so-called "management" is a joke! They don't respond to you unless you supposedly owe them money. They are greedy bastards who will keep your deposit and send you to collections without any notice. They gave us a 3 day notice that our rent was increasing $400 per month. This place is a complete joke and a complete waste of money. This is basically a low income housing project with luxury prices. DON'T LIVE HERE! YOU WILL REGRET IT!!!

Reconsider before moving here- there are a lot of other places!

I lived at TFC when i first moved up to san francisco, 4 years ago. I didn't know which was a nice area, and which wasn't. I THOUGHT the apartment was going to be nice in a nice area (I saw how close it was to the shops/restaurants of Fillmore St). Had I known MY place was facing Eddy, I would NOT have rented! The only thing I liked about it was that I rented a Penthouse, with amazing views of Twin Peaks, and it was pretty convenient when you wanted to get a quick bite to eat nearby. What was horrible was that I did notice that the apt across the street had people going in and out all the time (it must have been a drug dealing). You are 2 blks away from Western addition, which makes most of us uncomfortable. Often times I'd see weird people lingering around in my front lobby. The noise from my next door neighbor's apt that played techno music til 3am didn't help either. THe laundry room was on the 5th floor, and even though there were a lot of washers/dryes, 17 floors shared the same facility so you might have to wait to actually get a washer. Also, someone had vandalized my car's license plate when I first moved up, and this was in my COVERED parking spot! So, definitely reconsider before moving here.

The Fillmore Center is a great place to live.

I love living here, but I have to move to Berkeley. I will miss the convenient-to-everything location; my quiet, comfortable apartment; the cat policy; the fabulous shuttle service to the Financial District and back; the tree outside my window; the grocery store a block away; the Starbuck's on the corner; -- everything.

amazing views and really affordable for this city. love the shuttle - so much nicer than riding a public bus. I can't believe someone thinks the fillmore is anywhere close to 1100 eddy - that's like 5 blocks away. it's great to come home to a parking space, Club One and a quiet apartment.

Bad, bad administration - lack of respect and honesty to the residents

I have lived in The Fillmore Center for the past 4 years. I didn't even want to wait until the end of the month for my lease to be up to get out of there. Now I wanted to leave my review about my experience there: PROS: - The shuttle to the Financial District is a VERY NICE service. The buses are large and comfortable, always on time and the afternoon driver is friendly. - Apart from the fact that the projects are close by, the location overall is good. You just need to walk on Fillmore towards Geary St and up. It is near the nice shops/ restaurants on Fillmore Street, Sundance Movie Theater, post office, Japan Town, Yoshi's, Starbucks, Safeway (even though it is ------), Blockbuster, 38 bus line to downtown. It is relatively near the freeways (101 and 80) and of easy access. Club One is inside of the complex and it is a pretty nice gym. - My building is almost always clean. - I have a studio. The layout of my apartment is very nice, there is an alcove for the bed, and it is larger than the average studios. CONS: - The administration is VERY bad. The staff (from the Leasing Office and Resident Services Office) are not reliable in most cases, and they will never follow through with my requests the first time I ask them (don't get me wrong, I am polite and respectful, and I am not one of those people who keep bothering them for every little thing. I actually avoid contacting them as much as I can). If they are supposed to return a phone call, forget it, I can be almost sure that I will need to follow up 2 - 3 times before I can get a hold of someone. Some of the office staff (most of them, I would say) are also not very friendly and helpful and in many instances disrespectful to the tenants. They are never available or willing to talk to you. The reality is: THEY DON'T CARE. I believe they are very unhappy employees working in jobs which they hate, therefore they couldn't care less for the customers, which is no excuse whatsoever to perform such poor customer service. - I actually received a letter from them wanting me to re-sign a 12 month lease at a higher rent than what I am paying (and almost $400.00 more if I go month-to-month), but are advertising the studio NEXT DOOR from mine for $300.00 LESS than what I am paying right now!!! I know that the rates fluctuate, but how can they expect me to re-sign a lease and commit to pay so much more than my new next door neighbor who has the same size apartment than I do??? - Safeway is very close, however it is a total ------!!! There are a lot of people from the projects hanging out in the parking lot which makes me fell unsafe. Plus the area around SFWY smells disgusting from the fastfood shops. Right after Safeway was remodeled the parking lot was nice and clean, but after a few weeks it was all the same mess again. - The complex is near the projects so the residents from there as well as homeless people hang around the neighborhood. - The finishing in the apartment is of cheap quality. I simply gave up trying to fix the closets sliding doors after the 10th time.. - Yes, the building is not safe at all. There were very few times when I had to actually buzz people in, because they usually tag along with other "residents" who are entering the building. - The underground parking garage is not safe either. By the time I drive my car into the garage and the gate closes, more than 20 people have time to walk in. - They recently re-did the courtyard. I think they made it pretty nice, but the blue lighting at night.. oh my, what a TACKY thing!!! Despite all the cons I would have been okay living in The Fillmore Center for a few more months, if it weren't for the terrible, I mean, terrible administration with no sense of respect for the CUSTOMERS.

The management stuff puts on such a nice act, not to mention the hourly wage they expected me to work at. I mention the remarks and how I would like to make an effort to turn around the negative into postive...and that's when I was told to leave. That I just didn't met their requirements. I also played downed my skills...they do not want capable stuff, just LAZY and people that do not care about others.

                                                  Worst Place I ever lived...

I spent two horrid years at the Fillmore (T1) in 1999 and 2000. Concrete walls? I could hear my neighbors talking through the walls, and the floor!! Through the floor!! The closet space in the bedroom is somehow connected with the floors above and below ( adjoined walls?). I could hear every fight my upper neighbor had, as well as TV sets two floors below. Footsteps and kitchen cabinet noises gave me a headache. Slamming of unit doors usually shook the whole apartment on weekends.
Concrete -- or plaster of paris??
Apparently the Fillmore was left open to the elements during construction ( according to locals) and the whole place got soaked causing serious compromise to the building's structure. Which they ignored. They were replacing every single window in all buildings when I got there due to rust and leaks. Serveral mgmt firms and security firms came and went during that time.
The tenants are generally noisy and inconsiderate. Lots of Section 8 and low income renters. Stereos thumping from all sides as well as the parade of cars with deafening systems in them goes on day and night. My 2nd night there was hihjlighted by a gun fight 3 blocks away that lasted about 15 minutes. That soon became a regular weekend event. There were constant break ins, knifings in the lobby, car break ins in the garage, etc., almost daily. Security is not allowed by law to do ANYTHING, except report to the police. In other words ( in THEIR words when I asked) if you're being raped or stabbed by some local thug, they cannot legally intercede in your defense. So what you may ask is the point of having them??
Exactly.
Same with the front office. Absolutely useless back then. Don't know about now.
Rents went from high to ridiculous. My 1 bedroom cracker box ( which had a gorgeous view-- the grounds are exceptional, that's the only plus to this place) went from 1500 to almost 1900 by the 2nd year so I got the hell out I highly suggest with all my heart that you never ever even consider renting here. By far the worst experience I have ever had in an apartment. Please, look elsewhere if you desire a peaceful and safe existence for you and your family.
