Noise was HORRID - this place SUCKS
You could hear your neighbors a lot, yes. But the real problem is that despite the rules in the lease saying noise wasn't allowed after 10pm there was never any enforcement even after multiple calls to the office. There is never anyone around to do anything if it's not 9-5 M-F. I once was without hot water for 2 days over a weekend because they "needed multiple apartments to call in and complain." What am I, nobody? And in the winter the sidewalks were death traps. If there had been any handicapped people in our building or people with crutches they would have been unable to leave without severely hurting themselves - I fell several times, I'm just lucky it didn't do much damage. <br><br>We recently signed out of the apartment. They laughed when we told them we hadn't taken the free bus pass - which was our choice (since we have cars) - and charged us $40 each for "losing" the bus pass we'd never taken. We were moving far away so that was the last day we were going to be there. Despite arriving at the rental office well over an hour before closing, they refused to look at the apartment and once again laughed condensendingly when we said we wouldn't be around in the morning when they inspected the apartment. They said that no matter how well we cleaned - and we spent days making sure it was spotless - that they would probably charge us the max and rather than getting our security deposit back we should expect to owe them several hundred dollars. They were incredibly amused, and didn't even know who we were, how clean our apartment was, or anything. For all the pure crap we had to put up with while living there, being treated like this when trying to leave the apartment clean (unlike most people) was adding insult to injury. I warn you - DO NOT RENT FROM THESE PEOPLE!!! This is one of the absolute worst places to live in State College, you can find MUCH MUCH better housing in town in a nice 2-3 bedroom you share with friends.

Not the greatest, but it could be worse
The biggest problem I had was noise. If you live on the first floor, you will hear just about everything above you. The air conditioner sounds like a jet taking off, but it works very well. The place was in good condition when I moved in, and all maintenance requests were met within 24 hours. The bathtub and toilet clog fairly easily, and I had minor problems with bugs. Laundry is expensive and far away, and parking is not very close to the apartments Overall, it isn't the greatest place to live, but I didn't have nearly as many problems as some of the other people. If you can handle living in a not-so-pretty place with some inconveniences, then go for it. Otherwise, go somewhere nicer. DO NOT live here if you can't stay for the entire lease period. They don't let people out of their lease early, even if you are called to active duty military service.

Simply Try Elsewhere
You must try elsewhere, especially if your english is suspect. Not only is the staff rude, but their condecending attitude toward those that have trouble with english is downright offending...even to me and that's saying something. Twice I had tell the staff what I thought about their rude treatment of the foreign born tenants who were seeking help ahead of me. <br> <br>Parking...after reading the above posts, no need to comment. Just two words...PARKING ----'S <br> <br>You won't have hot water if you wake up after 7 AM, and even then it only lasts 5 minutes. Didn't have a bug problem like other tenants, but something was living in our ceiling!! Either it was a family of squirrels or chipmunks. They never slept either. <br> <br>DO NOT PICK AN APARTMENT ON THE FIRST FLOOR!! You hear every footstep and the water flowing through the pipes is very loud you will need earplugs to sleep if the apartment above you runs the water. <br> <br>The snow is never cleared...but that's the least of your worries. No one in my apartment smoked, but our neighbors smoked and occasionally left cigarrette butts outside our apartment. THE BASTARDS ACTUALLY THREATENED US WITH CLEANING FINES IF WE DID NOT CLEAN UP THE MESS! <br> <br>Poor air conditioning and heating are also annoying but nothing that walking around naked or 10 layers of clothing can't fix. The only positive is the trees look really cool in the fall.

Nice and Quiet
I have never had a problem with any of the staff at Heritage Oaks. All my problems have been dealt with properly and efficiently. I have lived in a couple of places in State College and Heritage Oaks comes in as cheaper, quieter, and has a better setting than many other options. No one should be deterred from the previous ratings because I have honestly never had a problem that was not fixed by the staff of Heritage Oaks. I am right next to WalMart and the bus continuously runs to campus.

consider yourself warned!
this is the worst place my roommates and I have ever lived. the office staff is rude and unhelpful. we had water leaking out of the heating unit onto the floor in the closet soaking the floor...we saw one of women who worked in the office sitting in the parking lot smoking a cigarette and told her about the problem and she informed us that we would have to come back later because the office did not open for another 5 minutes. VERY RUDE!!!! The model does not even closely resemble the crap hole you will be living in. we were told that the walls would be painted and carpet cleaned when we moved in...however the walls had paint chipping off of them and the apartment was dirty. Our air conditioner was also broke when we moved in and it took three trips to the office and 7 months later before it was fixed. the porch lights were burnt out and it took two trips the the office and 3 weeks to get them fixed. You also have to pay a non refundable $100 fee to apply which does not even guarantee that you will get an apartment. the apartment also had damage and holes in the walls from previous tenants which were not fixed before we moved in and the apartment had bugs. they are rude about parking...one of my roommates had car trouble and had to temporarily use a car that was not registered on the lease and they would not give a new parking permit and said that the car could only be parked in guest parking for a maximum of two days. they also make you register your guests way in advance so that they can get a guest parking permit...if your guests do not have a parking permit they will get towed. this is the worst place i have ever lived. for your move out inspection, they run their fingers over the shower rod and closet rods and if they have dust on them you fail inspection for that room. a friend of ours failed their apartment inspection because there was an eyelash in the bathroom sink which was probably from the girl who was inspecting it. they are very unprofessional and treat their tenants like crap. don´t live here

Terrible nightmare
The worst apartment I have ever lived in. Not only the inside is crap, but the landlord sucks! They try every ways to suck your money. Parking is a trap for your friends and family members. I would say most renters had the experice of being towed and paid $100 for one tow. <br>You can not have a peaceful life here. The clerks are the rudest people I have ever met. They are out their minds! <br>Overall, do not live here if you can afford to live somewhere else

Heritage Oaks is EVIL!!
My roof ceiling began leaking one day last winter, I called their emergency call, they came here the other day, my books from library are ruined and they did nothing! Totally nothing! Just gave me two buckets to catch water! I was so angry and talked with the woman in apt office, guess what she said: " it´s not our fault, it´s the nature, and it did not affect your life since you are still living in that room, you can eat and sleep." <br>DO NOT LIVE IN HERITAGE OAKS!

This place sucks
The apartments are junky. The maintanence is sub-standard. The parking lot was full of ice and snow 2 weeks after the last snowfall. They have the WORST management I have ever witnessed. They are liars, especially when it comes to admitting their own mistake. <br>DO NOT LIVE HERE!!!! <br>These people don´t belong running a laundry mat let alone an apartment building.

Horror age jokes: the worst place in the world
As others, I never read this reviews before. And that was my worst experience in renting. I lived and rented places in Mexico, Nicaragua and Guatemala but nothing was comparable with that experience. If you want to feel like nothing, without rights and to be humiliated, definitely this is the option.

An ABSOLUTE Nightmare!!!
DON´T LIVE HERE! DO NOT!! NO!!! NO!!!! NO!!!!! 3 out of 4 windows in the apartment are leaking like Niagra Falls, including the sliding glass door, saturating a matress & boxspring, carpets and flooding a closet along with all of my roommates shoes and dresses. This problem was "solved" by duct taping a bucket to the windows. After a letter from my lawyer the "solution" was removing the rain gutters. Carpets are soping with water and the smell of mold and mildew eminates throughout the apartments. The maintenance men do a good job considering the structural damage of the building. Move in condition were not the greatest. There were at least six spots on the walls where there was visable, ugly, unpainted spackeling. The refrigerator grate was disgusting. The master bedroom conditions included a sporadically painted wall, ink and carvings on the closet doorframe, excesive water damage marks on closet ceiling and living room closet ceiling. The walls are thin and the neighbors could be heard. Snow removal is nonexistant and at timesthe ice makes sidewalk dangerous. The stove and medicine cabinet are ancient and rusted. In addition the kitchen drawers were missing handles and the drawers fall out continuously. The carpet in the living room has stains and cigarette burns. No attempt was made to fill any of the many nail holes throught the apartment. The office staff are nothing more than incompetent individuals who lack genuine character. Their apartments are falling apart, ruining my belongings and they do not express concern or empathy. Not to mention they are heartless (No appology was given when I fell on their sidewalk due to uncleared ice and their excuse was, "It is winter.") and liars caught in the act. They are the most rude not to mention fake people I have ever encountered.

anywhere but here
I dont even know where to begin! This place is a disaster.. I see that a lot of people complain about not enough maintance.. well I have TOO MUCH! there are holes in the wall that I have no idea where they came from, my computer now has a virus that I didnt put on it. I went home for christmas vacation and I came home and someone had used the toilet without flushing, the smell was the most horrible smell in the world, my computer had been turned on and thats where the virus probably came from. luckily nothing was taken, but the windows were locked and the balcony was locked.. the only way in was with a key which the office and maintnance and office have keys. i tried to be nice to the girls in the office but talking to them is like talking to a brick wall. i wanted the locks changed but i have to pay for it and they need 2 copies of keys. well there goes feeling safe here. the maintnance changed our windows, they picked one of the coldest days to do it, im sure it would have killed them to do it when it was warm. i wish i would have read these comments before i moved in, i would have never ever moved here.. DONT LIVE HERE IT IS TERRIBLE!!!!!!!!!!! i wouldnt recommend this place to my worst enemy

NO NO NO
I can deal with some of the problems that come with an old apartment for the price they rent for, but be prepared to be treated like an idiot if you want anything done. Dont expect anything from the ladies in the rental office. Pay the extra $40 a month and rent somewhere else. You will not be sorry.

Find somewhere else to live...
The people are rude, you have to fight tooth and nail to get anything fixed...it´s just not worth the money. If you decide to live here, then be persistant. Don´t call...go to the office, send certified mail, and have a lawyer on retainer because you may need them.

My friend´s and I call this place Heritage Jokes
I moved into Heritage Oaks when I first came to State College cause the rent was cheap and the model was nice. LOL ASK TO LOOK A NON-MODEL apartment. When we moved in our carpet was so lod it fell apart if you vacumed. I was told it would bew replaceed in a month. It took 15 months to replace. When we moved out they charged us for things they never fixed from the day we moved in. You can hear the water from other apartments. They sold more permits for parking then waht there was spaces and once I got towed because I parked in visitor parking then there was no other spaces. Dont even try to talk to Wanda they say she is never in even when she is. The Maint. staff is friendly but a little slow to repair things. Several times we had to call them because water would come into our apartment when it rained because they didnt rake up the leaves. The trees look nice but they allow little light into apartments that are already gloomy. Yea its a cheap place to live, but thats all it is CHEAP!

Heritage JOKE
I agree with all previous posts. The laundry facilities BURNT to the ground this year, and is in no way showing signs of timely repair. Hot water for a shower lasts literally 7 minutes, and FORGET about taking a bath because the water runs cold before the tub fills. Get out that bug spray, because your apartment will become a haven for spiders, silverfish, roaches and other wonderful pets of the sort. As far as the noise, hope you live next to quiet people. The walls and ceiling are so thin, you would think elephants live above you, and when the neighbors cook, the smells fill not only their apartment, but yours too. And good luck if it snows over a few inches, because they will not clear your sidewalk for days. The first floor apartments will reap the most benefits from this, because when you open your door, snow falls INTO the apartment. <br>It is drafty, maitenance is constantly knocking on the door to tell you the sewer pipes are backed up, or the water main burst, or the laundry went up in flames. <br>The "management" will not care if you report any issues. They are condenscending, and are all reminiscent of Grumpy from the seven dwarves. If you come in contact with them, don´t make any sudden movements...you may set them off. <br>In conclusion to my strongly opiniated rant, I believe Wanda (the owner) should pay YOU rent to grace this mess of a complex with your presence. <br>

Staff with little minds, poor manners
If you want management with very simple minds that cannot reach outside the very small box in which they are trained to operate, the rudest treatment even when you are just seeking information, and a guaranteed all-around swindle, this apartment complex is for you. <br> <br>Heritage Oaks, like many apartment complexes in State College, prey upon the relatively poor student population. Every tenant is treated like a beer-drinking gorilla, regardless of their conduct. "Tawny" prides <br>herself in treating everyone who comes into the office like dirt and is clearly employed at this establishment for the sole purpose of having some power in this Universe. It is very sad that she had to stoop so low to find a way in which to do this. <br> <br>Oh, and there certainly are beer-drinking gorillas. We had one neighbor string up (several!) deer he had shot on his front balcony. This same apartment routinely has garbage all over the lawn in front --> and there is always garbage everywhere around this complex. <br> <br>I have just received my PhD and lived in Heritage Oaks mainly for the convenient bus service (which CATA is now cutting back) <br>and also for the cheap rent. Any graduate students considering this apartment complex: go to Toftrees (but check to make sure it is still a good place to live, I lived there for three years and found the management to be very good) OR find a house through an independent landlord. Don´t let these evil people have your money. <br>

This place sucks
Every thing the other people say are true. Plus when your neighbors or a roommate take showers, it´s so loud it actually wakes you out of a dead sleep. The people are rude, and cars are towed all the time...even when the lease specifically states the parking rules, Heritage Oaks just changes it. Go somewhere else, this place sucks

Go Somewhere Else!
Basically <br>1. Management Sucks and could have hours on sat <br>2. Run down <br>3. Maintanence comes after couple months after you file a report <br>4. The models looks ok...but the real apartment is much much much worse <br>5. Carpet is ugly and old <br>6. The toe cars without any notice <br>7. Parking SUCKS! <br>8. Laundry mat is very far away <br>9. Drafty <br> <br> <br>The only good things about this place is the price is decent for State College. 1-bed deluxe is a good size. And you get a free bus pass. If you can deal with the problems its an OK place to live. But I for one am tired of dealing with the problems and management is not friendly enough to make me want to stay.

i am on the 2001-02 lease with heritage oaks. <br>I agree with the previous person about the water conditions, the apartments are old and for the lack of a better word "sqeaky". you can hear your neighbours walk and do probably everything!...not to mention the poor home insulation. <br> towing of cars is a major paroblem too, walks (a towing service) probably makes all of its money by towing cars from heritage oaks. <br>the washing machines are really far away and old, dryers dont even come close to drying for the high cost. the mail boxes are also very far. The service in this place is bad too. <br>and did i mention..NO DISH-WASHER? <br> <br>there is only one tv outlet...so if you want a cabe connection in your bedroom(s)..good luck!...your house will be short of the funky chairs in the ship from ´MATRIX´ <br>Seriously, find some other place to live!

I lived in Heritage Oaks Apartments from August 1999-August 2000. Moving in was a nightmare because they were so rude about parents parking their cars in the lot and a few parents cars were towed..yes, on the very first day! These apartments are extremely filthy (don´t let their model let you think different). My sister-in-law works for a water company and tested the water when she lived there and it is not even suitable for drinking because it has lead in it. Everything was falling apart and they do have maintenance for the first few days but after that good luck getting anything fixed. The wires from the outlets were hanging out of the wall and for a majority of the year there were 2 inch cockroaches in our room and a squirrel was stuck inside of our wall. They also do not return your security deposit no matter what the condition of the apartment and the only reason that I gave their parking such a bad rating is because there is very very little lighting and there were many cars that were vandalized and Wanda Ahlberg, the owner won´t do anything about it.
