This complex is decieving. Looks nice if you´re out on a weekend to find housing but beware the neighborhood! It´s crime ridden and only getting worse. When I moved scouted this complex is 2000, I was told of an exciting revitalization plan for the Jazz district but we now know that is never going to happen.

The staff in the office is nothing but rude. They were quite friendly to me when I was considering leasing but I quickly realized that was only an act. If I ever had a problem, I knew better than to try to get them to help.

Fortunately, my husband and I relocated to another state. I was never so happy to leave a place in all my life. A warning though, kiss your security deposit goodbye. We left NO DAMAGE to our apartment whatsoever and only got $200 back. The rest was kept for routine cleaning.

    Trade offs galore...

There´s a lot to say about this, so I´ll do my best to keep it brief, although I´m sure I´ll fail miserably.

Background Positives: I moved into the Fillmore Center because it was the only place that had enough turnover to accomodate me at the time(San Fran was bulging at the seams 1 1/2 yrs ago). They also allowed a co-signer, which was important because I was as-yet without a job. The rent at the time was competitive (roughly 3 dollars a square foot). The apartment was a comfortable 550 square feet, thankfully with a porch, and the bathroom/kitchen were both of comfortable size. Overall, my girlfriend and I were impressed with the size, layout, and cleanliness of the apartment we liked. Also, the Safeway is located right across the street.

Background Negatives: Our leasing agent was on the verge of being a total moron. How he got a job there was beyond me. What he needed to do was quit getting st*ned all the time so he could use the little bit of brains he had left. Then, he needed an education on reading, writing, and interpersonal skills. The area was a little questionable coming from the white-bread midwest, but we weren´t too bothered by it because we were going for an apartment next to the main courtyard, thereby avoiding walking close to the public housing that is near the complex. Nonetheless, there can certainly be some scary people around there.

As we lived there for a little while, incompetencies showed their face in the fashion of unresponsive or slow management/maintenance, poor laundry facilities that I´ve never even been able to use in 18 months there, problems with our key card, and that lovely noxious mixture and nearly-constant smell of urine and cigarette smoke in the elevator. mmmmm, sounds nice huh? Well, keep reading, I swear I´ll make this a fair representation.

OK, there are something like 1300 apartments in this complex, which makes it very difficult to please all the people all time. I give them credit for trying to even attempting this. The area this complex is in is an area that underwent serious gentrification about 15 years ago. The city came in and bulldozed a few blocks of houses and built this complex. This has left a slightly lingering tension in the air between long-time residents and newer yuppified residents. There were also problems with the building structurally from the initial construction, but have been corrected. The Fillmore Center currently houses something like 10-15% low income families, elders, etc. This allows for a WIDE variety of people in the complex. There are a lot of single moms and older Russian immigrants as well as Asian urbanites, young white couples, and many black people. This mix makes for quite an urban affair. If this frightens you, then move on.

The Safeway is the cradle of the neighborhood. You would be very hard-pressed to find a bigger melting pot in the entire world. Seriously. There is never a clear majority of race/background, creating a funky plurality of people forced to get along with each other. Every trip to the grocery has a potential life lesson. How many times can you say that about where you live?

The management has gotten better, but rent can be tricky. Contrary to some posters on here, this place is NOT subject to rent control. The F.C. people are subject to the whim and whimsey of a currently erratic SF real estate market. That being said, they LOWERED our rent by about 35%(!!) to re-sign our lease. We had planned to move, but we gladly accepted. Also, the complex is under new management. There has been a marked improvement in the past 3 months in the grounds, cleanliness, and responsiveness of the staff. There is still a lot of room for improvement, though.

The thing about this place is that this neighborhood is so convenient. You are only a few blocks away from Pac Heights, Japantown, Hayes Valley, and are a 10 dollar cab ride from almost everywhere in the city. It´s really nice like that. There are also two 24-hour bus lines within a block or two of your apartment.

There are some sketchy people around, but be not afraid. If you are afraid of people who aren´t white or Asian, then this place is not for you. If you are afraid of a broad socio-economic neighborhood, then move to Pacific Heights. There are also a lot of kids in this area who are loud and probably do a lot of things that scare a lot of people. There is also an above-average crime rate, but the ´hood also has a very visible and active police force whose station is right in the heart of the neighborhood.

All things considered, I am glad that I´ve lived here. I might feel differently if I lived in the high-rise just a block away. The neighborhood can change quickly like that around here. I can´t say that this place is for everyone, and you will certainly have your frustrations, but I´ve also had those every single place I´ve ever lived. Now that the housing market in SF is much better, I am not going to be living in this complex anymore. Believe it or not, I will miss the constant flurry of people, street noise, extreme diversity, and convenience of life in the neighborhood. I will also miss all the street fairs (Fillmore Jazz Fest, Juneteenth, Cherry Blossom Fest). What I won´t miss is the underlying tension created by the economic and social disparity, piss in the elevators, or paltry management.

Folks, this is city living at its finest and at its worst. Are the trade-offs worth it to you for the experience? Only you can answer that...

Bad management, Bad neighborhood
The management is superagressive. When your lease ends they threaten to riase the rent buy hundreds of dollars per month if you dont sign a long lease, EVEN THOUGH THE BUILDING IS SUBJECT TO RENT CONTROL. THen they say you need to give a 60 day notice to move out, EVEN THOUGH ITS 30 DAYS, as a way to force you to sign on to another lease to avoid paying their inflated phony month-to-month rent.

Also, this neighborhood is very dangerous. Several friends have been beaten, stabbed, robbed, or all of the above.

AND NOW THEY ARE TELLING ME THAT THE REFUND CHECK WILL TAKE 4 TO 6 WEEKS.

We Don´t Want You People In The Fillmore

all i have to say is...good riddance...thanks for moving...
If all of you didn´t think every black person wanted to rob or kill you, you might find out what a nice place it is...sure there are some bad apples, but it´s like that EVERYWHERE...I happen to be white, and have grown up in black areas, and I´ve lived in a lot of places, I have to say the two most friendly areas are the Fillmore and Hunters Point (where i currently live)... Maybe if any of you people would F---IN smile at some of the people who live here, you wouldn´t be messed with at all (which i doubt happens anyway) So thank you for your complete racism, and please move away so maybe US FILLMOENIANS can get some cheap rent like we used to

          Very bad idea

          - Management was not responsive at all.
- Problem all the time.
- I got my car vandalized (Mercedes Benz).
- Problem with garage. I paid the reserve spot and still got a notice 3 times.
- The Management force to sign 1 yr renewal lease, otherwise the rent increases.
- Not a good surroundings
- Elevators smell like shxx
- Food all over the elevator. Again not a godd community, the way they treat the elevator.
- It required to gi ve 30 days notice to move, somehow, the leasing agent sent me a notice to renew the lease and she wrote 60-days notice to move ( How can it be?? she tried to threthen me or what...)
nice interior, very bad management and service

The only reason I live here is the interior, its all new and clean. That is the ONLY reason.
Moved out once because they increased the rent from $2,400 to $3,000! That it an $800 increase, and I´ve been living here for 4 years.
My friend got burglured (however u spell that) living here and they asked Fillmore center to change the lock, but they refused! They want a $50 compensation for the lock, what the heck is that? And if they still want to change the lock, its gonna be another $50!
Forgot ur key to ur apartment? $25.
Laundry is also a nightmare unless u request ur own laundry in the apartment at extra cost. They should have cameras in the laundry room and lock or combination lock. There have been cases of people peeing in others laundry.
SOmeone moved my laundry once and used my dryer... when I got back, it was still wet.
Overall, if u don´t mind the very lousy, rude, incompetent service, this is a nice place. How I cope living here, I just mind my own business and only go to office to pay rent.
Just don´t deal with the office cos everyone in there is rude.

The Fillmore are a laod of robben bastards(Go on the Irish)

When I got to San Fran I was told to go to the fillmore center to collect the keys and move staright in, but ohhh noooo. I had to wait 10 days for them to do a load of shiten about and telling us "well we hope to have it ready by tomorrow". The day we were ment to move in they said to us that they wanted another $1000 deposit. They said that it would be no porblem to get it back and that is was just for security measures. BOLLOX it was.. We left our appartment in good enough state and then when we asked for our money back they sent us a letter saying we owed them like $9000... I wish we really did trash our appartment now. Fillmore you are a pack of robben bastards...

Apart from that, it really dangerous and the security are a joke. They just stand about doing nothing.

The good things about Fillmore were due to how much they didnt give a shite about you are other ppl. Club slide which was a deadly place to head to after work was great crack and they didnt care who you were, you were welcome. The amount of noise we made there was unreal and never did we get a complaint. You could come into the appartments bolloxed and make as much noise as you wanted and no one gave a ----(appart from the neighbours). The friendly drug dealers that would always be so helpfull in sorting you out really did help. And those sweet sweet 40 oz bottles of King Cobra´s that you get in the shop accross the road, "Third World", did help you to forget some of the bad things about fillmore. The smell of piss in the lift all the time did get annoying though.

THERE ARE A LOT OF BETTER PLACES TO LIVE IN SNA FRAN FOR THE SAME MONEY AND WITHOUT THE HASSLE OF STAFF THAT DONT KNOW WHAT THEY ARE DOING... Jacobi or whatever was that guys name is the main office is one the stupidest and unhelpfull people i have ever met.

Bad and getting worse all the time!

Finding a safe and moderately priced home in San Francisco is about as likely as finding a winning lotto ticket in your back pocket, but the greedy ELKOR PROPERTIES owners and management of The Fillmore Center are a classic example of what can happen when there is no rent control ordinance for about 80% of the rental market in a major city.

Long time residents and seniors on fixed incomes have been displaced by their sky rocketing rental increases at The Fillmore Center. We´re talking 20-100% a MONTH increases here not a 3-7% COL increase.

When asked why an individuals rent needs to be raised from $1200 to $1800 a month (Yes out-o-staters that´s what it costs out here) for a ONE bedroom apartment, The Fillmore Center simply says "That´s what the SF market rate is and if you don´t like it, maybe you should consider moving out?!" Wow, a big switch from five years ago when they were offering "Incentives" and free rent just to get this bankrupt apartment complex 60% rented.

Bottom line is: There have been reports of dangerous and illegal activities happening there. They will screw you with high rents after you´ve decided to make it your home. You will not have a say in your community or how it is managed. But if you’re looking looking for high rent/short term housing IT´s FOR YOU!!
The worst living place ever. DON´T STAY HERE!!!!

I lived in Fillmore for 3 months(lucky I didn´t sign 6 months) Those days were nightmares. Don´t expect the management to help you, you have to do everything by your own. The security sucks, no english, looks fierce to tenants but when a problem came, they can´t do even a single thing. I once flooded the apartment...(this is my fault) but they were suppose to help to solve the problems. GUESS WHAT THEY DO? they came and blamed everything on me, just looking at the wet carpet with mouth moving "This is all your fault, you create troubles to us. ooohhh...., c´monnn who wants that to happen. I am studying in USF, the school wants me to proof that I was staying with my older brother, otherwise they had to ask me to stay in school housing. I asked a favor from the office, they said that I have to make an appointment before they can help me, I made appointment with them, I waited till tomorrow, They said they can´t find my file. I ended up paying rent and stay in school housing for I am under 21. This management sucks. Too many homeless, elevator tooks forever, has to pay for fitness. Garage unsafe. I saw my neighbor car was broke in and everything gone. I beleive there is a better apartment close by. Don´t live here. For your own sake.

I really don´t know what´s going on below me, but I´ll tell you what...I love my fireplace, I love my views, and I love the fact that I was out on one of my balconies this morning completely buck-naked! I gave a big "WHAZZAAAAAAP?" to the KGO traffic helicopter!

Gripes: Very cheaply made -- cheap carpet, cheap materials, cheap appliances, cheap fixtures. I sometimes feel like I am living in old military barracks housing...you can tell that the lowest bidding contractor did everything. Elevators are ragged and vandalized, and one of them is usually out of service.

Raves: Management office personnel are extremely professional, and I can tell that they are doing their best to make sure people are happy. It will take a while, but hey...change doesn´t happen overnight. The repair crew was very prompt in repairing a faucet less than 24 hours after I reported it. Lots of hot water too...I love taking hot baths! Parking is nice too...the garage is clean and close to my building. All in all, I am extremely thankful that I am able to have a nice apartment with incredible views in the middle of San Francisco. Keep in mind that the Bay Area, San Francisco in particular, is full of whiners that will complain about everything no matter what is done to quell their issues.

All in all, this is the nicest place I´ve ever lived, and I´ve lived in lots places in the City!

Not as bad as all that

My main gripes with the complex involve
the neighbourhood, and the lack of proper
management or maintenance since the place
was bought out not long ago. When I first
moved here, we saw someone sweeping the
back stairs once a week, and cleaning the
carpets in the hallways at least once a
month. Now trash sits in the stairs for
weeks or months, including the occasional
dog feces, usually until someone complains.

As for crime in the neighbourhood, I guess
I´ve been lucky. I´ve heard about things,
but never witnessed anything or been
assaulted myself. It´s definitely gotten
worse over the last five years though.

Two years ago I got new neighbours who like
to scream out the window at their friends
or relatives on the street at all hours,
or whose carpool will show up at 8am and
honk their horns right under my window until
whomever it is comes outside. The complex
as a whole has more than its fair share of
-------- tenants, leaving garbage in the
wrong places, etching stupid tags or
graffiti all over the place, blocking secure
doors open for their convenience. I´ve
thought about writing a mass letter to
everyone in my building asking them to
smarten up, but I realize it would be a
waste of time.

Lately there´s been months of construction
all over Fillmore. There´s also now guys
with leaf blowers almost every morning at
8:30 doing their thing.

The Safeway across the street is great,
except the delivery trucks and garbage trucks
that make all kinds of noise.

Street parking is nearly impossible on
concert nights. Managed parking is $150/mo
(half price for motorcycles).

I´m not moving out because I hate it here,
but because my roommate got laid off and
I can´t afford to stay on my own.
A change of venue will be great.

I´ve lived here for over two years now, and I have never had a conversation with any human being that did not make sense, like I had with the Managers at TFC. They talk like they´re educated and dress and act like it, but they just don´t swallow English???
I don´t know, but I have to agree with everything the other´s had to say (that is the bad things).
I am out of here very very soon and I can´t wait.
There is too much crime, can´t even walk across the street without worrying if you´re gonna get jumped or mugged at gunpoint.
One time, a boy got shot right in front of our lobby and they didn´t even clean the blood stain for days...
There are frickin homeless people trying to open my door...
Garages, ugh, where to start...tires slashed, keyed, windows broken...
Mail, does it ever come on time, or even come for that matter?
Dealers, people drunk and smoking in the hallway. Hey, I"m a f/t smoker too, but have some manners and at least not smoke in the elevators.
But despite all these problems, the worst is that the management and leasing office sucks. The person who wrote that their leasing agent never called them back after they signed the lease-yes, that happens all the time. It happened to me, my friends, my neighbors...you´re not alone.
The only think that could be remotely good about TFC is the shuttle service, BUT it´s only ontime in the mornings and never for the evening pickups. So it´s so-so.
Think twice before you move in here. I would NEVER recommend it to anyone.
Living in the Filmore was an experience never to be forgotten - unfortunately we have forgotten alot of it due to all the substances consumed in abundance. Club Slide downstairs- you couldn´t go wrong, dealers living on either side always helped, and hey the gun-shot, fire-engines etc. at 7am wer better than any alarm clock. The dim-witted staff were great cos they didn´t give a crap about the noise we created every night without fail, neither did they care that me and my 15 "brothers and sisters" all occupied our manky, (well lets say it had character)little studio. One of the family is still in the process of being toilet trained - the lift always came in handy. Unfortunately we have now returned to Ireland where we originally learned our living habits as university students.

You Cannot Silence My Valid Criticisms

For some reason, my previous review of The Fillmore Center is no longer in the database. Listen Elkor: my documented, valid criticism of The Fillmore Center will not be silenced, so here is my review again.

We leased an apartment from The Fillmore Center for the period of 1994-2000. The only reason we stayed so long is because we had nice views from the penthouse apartment and because we hate to move. As everyone else says about TFC, when we moved in our leasing agent K*ren was sweet and nice and loveable, but the moment the lease was signed she never spoke to us again. I once left a string of thirty-seven telephone messages for her and she DID NOT RETURN EVEN ONE OF THEM. I had to walk in to the management office in person and start yelling at the lazy b*tches and they finally jumped up and were helpful as Hell. Here is a list of the most substantial roadblocks to well-being that we encountered during our time in TFC:

1) THE IRISH STUDENTS - What boneheaded manager decided to host college students in TFC for the summer? They were loud, obnoxious, and annoying, pounding on walls, yelling and screaming like monkeys, playing loud music all night long. It was a nightmare for three months with vague promises from the management that they "would take care of it." Of course, three months of complaints later, the noise stopped, but that´s because the students finally left.

2) THE CRIME - The western addition is not a place to live for decent, hardworking people. There are regular shootings, some of them inside the walls of TFC itself. I walked into the lobby one day to find yellow "caution" tape all over the place and bullet holes in the sheetrock. Nice. You really don´t want to walk in that neighborhood, even during the day. Parking in the underground lot is REALLY an adventure. People key your car, steal your air valve covers from your tires, smash your windows. Wow, great security, especially since the garage door breaks regularly and angry street people can simply walk in and vandalize your car or urinate in the garage. Speaking of security, the "courtesy patrol" (snicker) is a living joke: fat, lazy, do-nothings who are absolutely unhelpful and far from "courteous". TFC is located among several housing projects stretching as far as the eye can see, and there are regular shootings and associated police zooming through to catch the perpetrators. Have you ever lived in a place where a bunch of police walked through the grounds looking for a killer?

3) THE ROOF - Where to begin? Our ceiling leaked for six years, despite a multi-million dollar effort to repair errors made by lazy, expensive, unaccountable union labor who built the thing in the first place. I came home one day to find a water leak right above my bed. Right above my bed, dripping on my mattress. Can you imagine that? Every time it rained, hey, run for the pots and pans. All this for $2,500 per month. My repeated requests to the front office to change the moldy carpet were met with cold silence. I would bet a million dollars that they neglected to tell the new tenants that the roof leaks; they didn´t bother to tell us.

4) THE MANAGEMENT - Don´t get me started, just don´t. In a nutshell: the management are awful. If you move here, don´t expect them to help you out with anything at all, to listen to your complaints, return your phone calls, or make life just the littlest bit easier for you. Example: I was once locked out of my apartment and I had to run back and forth from engineering, the front office, and "key control" eight times until someone would let me back in. Now, if they really wanted to be incompetent, they would have let me run back and forth forty or fifty times. Here´s another example: I went on vacation a couple of years ago and my pet sitter kept sending me emails saying that they were going to tow away my car. It seems that the idiotic, stupid, ------- parking control mule would not allow me to use the old parking sticker (of course, I never received notice that we were supposed to get a new one). My pet sitter was hysterical. When I got back, I marched right down to the front office and screamed at everyone and boy howdy did you ever see such a sweet bunch of people! The only way you get things is by walking into the office and yelling. If you complain about the thirty-percent rent increase, they haughitly say "it´s market rate" and if you don´t like it, go somewhere else. Let´s put it this way: you´ll never become close friends with anyone in the front office, especially that fat c**t, if she´s still there.

5) THE LAUNDRY - Oh, the laundry, god the laundry. Where do I begin? I had clothes stolen regularly from the laundry room, and some mean-spirited pr*ck poured bleach in my colors one day. The low-income people living in the building (tower 2) especially loved to steal my towels. Sometimes all the washers are going and a bunch of neighborhood women are standing around in there, and you know they don´t live in TFC but just do their laundry there. Sometimes people will open your dryer door just to stop your clothes from drying, and sometimes they will remove your wet clothes from the dryer and leave them on the counter. Really ------- polite neighbors.

6) THE ELEVATORS - Okay, two elevators to serve nineteen floors of people, I guess that´s adequate. However, there is regularly only one working elevator, and sometimes neither one works. The elevators smell like urine, vomit, and other strange substances. You´re afraid to touch the buttons because sometimes angry low-income people spit on them. Anyone can walk into the building with you, so if three thugs get into the elevator with you, jump out right away and take the next one.

7)MAINTENANCE - Someone left a big pile of broken glass in the middle of the garage and there wasn´t any way to drive around it. I called the front office eight times to get it cleaned up, but it just sat there for a week, slowly getting dispersed by the garage traffic. I finally walked into the front office and told them that I was afraid the glass would puncture my tires, "WOULD YOU PLEASE CLEAN IT UP?". The guy in the office, who was some sort of tire expert, said that he doubted the glass would puncture my tires. As far as I know, the glass is still there.

8) TELEVISION - Cable TV picture is absolute crap. Difficult to see and fuzzy as hell. The cable company charges full price for this privilege.

In all fairness, I have to say that the appliances worked very well and in six years we didn´t have any problems with the oven, dishwasher, refrigerator, garbage disposal, or microwave oven. Also, the engineering department, while prompt in repairs (one of our toilets leaked), does not return phone calls unless you leave a minimum of three messages. We both noticed that the only conscientious, thoughtful, considerate employees to work there during our stay didn´t last very long. One was a leasing agent with a heart of gold who returned EVERY phone call and listened to our problems. *POOF*, she was gone in a month. Another was a maintenance worker who always smiled and said: "good morning" and talked to the tenants like they were real people; *POOF*, he lasted three weeks. What does that tell you? TFC wants to only hire cold, stuck-up, incompetent people who don´t care about anything but taking your check every month.

SUMMARY: Take it from me, you really do not want to live in TFC. It´s not a place for normal people to live. You cannot make a home for yourself in a place with high crime, terrible management, unrestrained rent increases, poor cable, and -------- downtown shuttle service, which is absolutely useless when it fills up (they won´t run multiple buses). If you´re looking for a place to live in San Francisco, I strongly advise you to stay away from this awful place and find an apartment in a smaller building or maybe a condo in Diamond Heights or Twin Peaks.

I got 3 notices that my car would be towed while it was in its paid spot.
- Pay for a gym???
- Extremly dangerous neighborhood. (not to mention the apt is bordered by a police station).
- Noise.
- Overflowing garbage shoots every week.
- Poor managemnet who transfers your calls and then hangs up on you and you must start the process over again. Twice I had kids come into my sliding door while playing.

Don´t do it. Fillmore Center is a BAD IDEA!

This place sucks!!!!!! Don´t EVEN THINK about it!!! We are so glad to be getting out of this dump! The management is so unprofessional, they will kiss your rear to get you to sign the lease, but once you need something done or if you need to speak with someone they forget who you are and that they are here because of your hard earned dollars. Whatever you do, do not be fooled into renting here. The only nice thing about this place is... wait..it´ll come to me in a minute... oh yeah, the cement walls.

Run do not walk out of the leasing office!!

My experiences are similar to the reviews from other former residents. 1.) The staff are idiots - plain and simple. There is no accountability. Requests for maintenance and repairs result in transferred phone calls and unanswered voice mails. 2.) The complex is unsafe despite the army of Barney Fife rent-a-cops loping around with big flashlights. With fingers wedged firmly in their noses, they are content to ride around aimlessly on their little golf carts. Women will feel particularly uneasy as they negotiate the homeless vagrants and strung-out crackheads pissing in garbage cans. 3.) The complex is unsecure. Both my motorcycle and my car were vandalized - parts from my motorcycle were stolen and my car was ´tagged´ - in a gated underground garage no less. 4.) Amid an environment of domestic disputes, gang shootings, drug dealing, neglected children and garbage, the place is completely depressing.
