My girlfriend and I moved into a 1BR/1BA apartment here in February. After a month of living here, I have nothing but good things to say about Top of the Hill. From the moment I called the office asking for information, the leasing staff (thank you Dawn) was nothing but extremely informative and helpful. Just some comments in general about our apartment; 1. Water pressure is good. The shower head that was installed when we moved in was way too strong. A $20 trip to Target for a new shower head later, problem fixed. 2. Speaking of showers, we've never had a problem with lack of hot water. In fact, the water gets VERY hot, so be careful. 3. You are indeed allowed to paint. 4. If you have pets, a refundable deposit of $250 per pet is required prior to move-in. 5. Apartments (at least ours) are wired for either Xfinity or FiOS. 6. We almost never hear our next-door neighbor -- then again -- we think he travels a lot. We hear our upstairs neighbors' & their dog sometimes, but it's never a problem. 7. Washer/dryer are located on the first floor of every building (6 apartments per building). Each costs $1.75, so make sure to have rolls of quarters on hand. 8. Community forums, rent payment, and maintenance requests are all easily accessible via the activebuilding website. Located in between North Wilmington and Claymont, you are never more than 5 minutes from anything you need on a daily basis. Several grocery stores to chose from, banks, gas stations, and restaurants (I recommend Ulysses Gastropub) are very close by. Philadelphia Pike is two minutes away and access to i-95 is not much farther. It's also just a couple minutes from Bellevue State Park. The only downside is limited parking. If you live in a building off Haven Rd., you may have to park a little farther away (still within Top of the Hill grounds) if you work late. If there's an available unit that suits you, ask to see it ASAP. The grounds are beautiful with established trees and the community has been nothing but friendly since we moved in.

Living here has been nice for the last 3 years. I have not had any issues with my apartment or the facilities. The staff are all wonderful and helpful whenever the rare issue comes up. Apartment is also close to 95 and 202 which is convenient for travel.

Maintainence is being taking care of quickly. Maintenanace staffs are courteous. Roads are being cleaned regularly during snow season. Office staff are responsive. During my entire tenure of approx 8 month, I missed to pay rent by due date, and for that I paid the penalty. I think management must be little flexible as I have already paid security deposit and all rent on time.

This is a great place to live. Maintenance is always taking care of the day or the next day. Pool is very clean! In case of Emergency ( heat not working for example, the staff will come within the hour to help out) the washer and dryer room is clean, so are the appliances. Great place to live.

We have boosted about the care the staff in the office and the maintenance provides. We know long living residents here and they feel the same way as we do. Your staff both office and maintenance are professional to each resident, it is a help.

The community service is very good. Staffs are very friendly and co-operative. My apartment has good view of tennis court and play area which are maintained very well. I am yet to see pool and fitness center as I moved in during winter. Overall a good experience so far.

Great location, especially if you travel up and down the east coast. I frequently travel from Philadelphia down to D.C. Being 1.4 miles from I95 makes it a breeze! Also it is nice having a clean pool come summer, I am from the beach in Jersey, I like that don't have to go far the relax and stay cool.

My hubby and I love it here, the size of my apartment is great. We love the way the management handles issues like whenever we report a maintananance issue, the reponse is immediate. Currently we have been experiencing a 'drain bug' problem, however, we are glad with the action the management is taking so far.

It's a great neighborhood, very friendly staff and lovely community. Have never had any safety/security concerns staying with Top of the Hills. Summer pool parties are great, Spring is beautiful with the wonderful landscaping, winters are convenient with Maintenance guys working hard to clear the snow. The proximity to Rt 202 & Riverfront makes this my favorite place to stay in Wilmington.

I very much enjoy living at Top of the Hill. All of the staff is very friendly and accommodating and I enjoy the environment/ atmosphere of the complex. Maintenance requests are addressed in a timely manner, but a lingering issue that I have had is that the bedroom portion of the apartment does not receive adequate heat.

I stayed here for 6 years.Very clean, spacious and friendly people.Immediately fix the complaints.I vacated on jan 2014 and paid the lease breakage and handed over the keys on Jan 2014.The deducted my whole security deposit for gas and utility charges that I have never used.My monthly heating charge will not exceed 20$ per month but as soon as I vacate for the 2 months they charged heavily which I have not used and completely deducted my security deposit ..This is a very bad experience..

Very Clean and spacious units. Extremely satisfied with maintenance. All the requests were taken care of within 24 hours of notice. The place is very peaceful and also has a lot of amenities. It would be great if the community had better gym facilities.

I have only been here 1 1/2 yrs. I have enjoyed living here, the staff is very friendly and helpful, maintenance is great! The grounds are kept very well and I feel safe living here. It is very dog friendly which is very important to me. Dog biscuits are always in the Clubhouse and poo bags are supplied long the grounds :)

I have lived here for four years, and continue to do so out of inertia. The best thing going for these apartments is the views and the hilly landscape. The patios offer pleasant green scenery. Regarding safety, the place is decent. There were a couple of incidents two years ago, but the management has installed lighting everywhere and no incidents since then. There is a modest sized outdoor swimming pool. Though I don't swim, it may appeal to some people. Now to the downsides. Over the years the general upkeep of the common areas has been declining and currently is poor. They don't clean them for months. I see things lying around for months and the areas continue to get dirty until one of the residents in the block decides to complain about smell and hygiene, and then there is cleaning. Ditto with the gym facility, which has become almost unusable. It was modest to begin with, but was ok, with just two treadmills, one elliptical and one weights machine. No TV or radio of any kind, but that was fine. But there has been basically little to no maintenance in the recent years. They have been removing even basic facilities in the gym over the last year. First to go was the water dispenser. Then went the portable floor fan. One of the treadmills hasn't been working in over a year. The other treadmill and the elliptical make so much noise that you can't hear your own music properly. I have seen dead insects lying around for weeks on the floor which finally made me stop going there. Then the apartment walls and floors are fairly thin. If we invite any guests with kids and they jump around a little, the neighbor below comes running up complaining about noise. If the neighbors below turn the shower on in the morning, the sound of water flowing is loud enough to wake us up. If you use the vacuum or run the grinder-mixer, you can be sure that the neighbors around get a good blast of the sound. And finally. The staff at the front office basically are clueless and unhelpful in pretty much anything (so far I haven't seen them address even one concern). No bike racks, even after several requests by multiple residents. And since the apartments don't have elevators, residents foolish enough to buy a bike have to carry their bikes up and down the stairs daily. Quoting the free advice from the front desk staff, residents are expected to put their bikes in patios since the carpets can get dirty if we put them inside the apartments. Excuses upon excuses for every basic thing we ask. The emergency maintenance staff however, is decent, and the response to inside-apartment complaints is actually good. It is one of the big reasons I have not run away from this place yet. Overall, given the way things are going, I cannot recommend the place to my friends except as a stop-gap measure.

My overall experience here is fair. For the most part I have no complaints. I wish we had more washers/dryers or built into the units and I wish the buildings were made with more sound proofing especially in the hallways. I would recommend this development to a friend/family.

Top of the Hill is a great place to raise your children. I am a single mom with two boys. I did not want the responsibility of caring for a house. So I moved into a great community which resides in the best school district. My neighbors are friendly and multicultural. We learn a lot from them. The best thing is we were able to bring our dog. The staff knows everyone. They are always extremely helpful. This was a great choice I made.

I love this community. The professionalism of the stuff and the quick response for maintenance request really rocks! What I want to emphasize here is I have once submitted a request to replace something broken in the fitness center and it had been done so quickly. I LOVE this!

I just love living here! Best place I ever rented from. Staff is great, location is great and they really keep up with the place and requests. I wish they had 4 bedrooms so we could move into a big one when our family gets bigger and not have to leave to get a house.
