The experience has been...
The experience has been OK, however, there's been several issues in the approx. 9mos. that I've lived here; additionally, there was an incident a couple months ago where someone was held at gunpoint while throwing out the trash (was not too terribly late...around 9:30pm); I strongly feel that having a more secure locked entrance to each building would be beneficial. Currently, anyone can walk into any building.... Paying nearly $2 per wash and dryer load of clothes is also very disheartening to say the least. I would recommend this complex to others...however, I would also include the downside as well.

The penalties for even...
The penalties for even a few days late payment of rent are outrageous. $150! And they won't leave you or waive it regardless of how excellent your history is. And they don't make the late payment of the rent easy either. Other than that, the maintenance is good. Gym facilities could be better. Safety has become a concern of late with two incidents in the last one year, one of them involving mugging with injuries.

I lived at Top of the Hill for three years. There are many pros, a few cons: - management and maintenance staff are professional, friendly and responsive. Any maintenance work needed is addressed immediately. Management is always available and responds to your issues. - Nice place if you have kids. It's safe, there's a playground area, a tennis court and two tract parks on either side of the development. Maintenance always keeps the grounds clean and tidy. - The apartments are nice for the monthly rental fee. However, you can hear your neighbors at times. In community style living, it's always about who your neighbors are that will impact your experience there. - Animals are allowed and the complex provides 'potty stations' that include bags and a disposal can for waste throughout the complex. These stations are always well stocked and maintained. Cons: - Dogs are allowed in this development and can be placed in any building. There are no 'dog only' apartment buildings. So, if you don't own a dog or do not want to deal with barking or deal with irresponsible dog owners not picking up think twice about moving there. - If you do have a noisy dog in your building or inconsiderate neighbors that do not control their dogs, management will listen to you and address the issue with your neighbor but there is no penalty such as a 'noise fee' to deter your neighbor from the behavior. I lived above a neighbor who crated the dog for hours on end and it barked, cried and howled non-stop for HOURS at a time. I would know the owners were out as soon as came near the building (dog barking was so loud it could be heard quite a distance). When I stepped inside the hallway, all other neighbors would have their music or tv turned up so loud to try to mask the sound. It's a terrible situation to live in and some neighbors do not care if they are impacting others quality of living. Remember there is no penalty except management notices and they do nothing to curb disruptive behavior. - The paths have lighting but it's not the best lighting. - Parking can be challenging if you don't like to walk and want to park directly in front on your building. However, there is always parking available, just not where you'd like it to be. - All building residents use a common laundry area located on the ground floor. There is only one washing machine and one dryer per building. It can be challenging to find time to use the facilities when others leave their clothes in the machines for hours at a time and it can be messy if people do not clean up after their use. It does happen so be prepared. The laundry room is secure and each resident has a key to access it. I would recommend this complex because of the quality of the apartments, the pricing and the professionalism and friendliness of the management and maintenance staff. -

I have lived at Top of the Hill for over six years and absolutely love the community and feel as though it is a safe environment to live. I chose the complex to be in a position to send my children to the best schools that Brandywine School District has to offer. From the day we moved in, the office staff (Kerlene, Chris, Melanie and Dawn) have always been professional, pleasant, attentive to my needs and concerns, and always go above and beyond to help in any situation. The office is always open to the community and the children of the community. The on-site pool and exercise room are wonderful attributes to the Top of the Hill community and makes the summers enjoyable for family and friends who use these features, and gives the community an opportunity to come together and get to know their neighbors (especially the Tenant Appreciation Pool Party). There is also a fall Tenant Appreciation Breakfast-To-Go day. What I enjoy most is the diversity of families that reside at the complex. If there are security concerns or property concerns the office staff always make the tenants aware of what is going on, and if necessary, provide suggestions and solutions to these concerns. The maintenance staff are great and very pleasant. The repairs/services are always completed within a reasonable amount of time, and a follow up call is made to confirm whether or not the repairs were done satisfactory, which is a nice gesture. Top of the Hill has always maintained the complex, such as new washers and dryers, new windows, roofing repairs, building carpet replacement, painting and landscaping (and more) throughout years. The buildings are scheduled for monthly housecleaning and landscaping. I truly enjoy living at Top of the Hill and appreciate the diligence of the on-site staff and Property Management. If you are looking for a quiet, yet friendly environment to live, where neighbors actually say "Good Morning" to you, then this is the place to live!

I have recently just left Top of the Hill. I had moved there in 8/11 so I could be close to my school, Widener Law (15-20 min. drive). My reason for leaving is because I recently got engaged and moved in with my fianc to save money. The reason I chose Top of the Hill was because the location and value. Close to school, shopping, dining, highways, yet also in a quite wooded area. My experience with the staff was always pleasant, especially Mel in the rental office, she is a sweetheart. The grounds were well maintained, the apartment was modern on the interior and all windows and sliding glass doors were replaced this summer. As with any apartment complex, when there are that many people living in close proximity, there is bound to be some noise. Occasionally there was some noise of children playing, I never found it to rise to an unreasonable level nor at an unreasonable hour. Two maintenance issues I had (noisy fridge and leaky window) were fixed immediately. Parking on my street was never a problem. Overall I am very pleased with my experience at Top of the Hill and would highly recommend it to apartment shoppers searching in that area!

I resided at Top of the Hill Apartments from 12/2009 to 7/2012. My purpose for moving was work-related and suffice it to say I was quite disheartened to have to leave (otherwise I would still probably be there!). My experience there was quite pleasant to say the least. The office staff is very friendly and professional. The maintenance staff were equally pleasant to deal with and always responded promptly and efficiently to any requests made. I never had any issues with my neighbors, as everyone was quite pleasant and respectful. The neighborhood kids at times would get a bit noisy, but that's expected of small children playing and having fun. I especially liked the fact that there is concrete between the apartment levels/floors which helps tremendously to eliminate "walking traffic" noise. The grounds were always well maintained with professional landscaping to include the changing out of the seasonal flowers each year to different colors, which was a treat to see and guess what color they would use next. The pool was clean, monitored by two licensed lifeguards and professionally kept. The gym, although small, was still pretty adequate. Parking was never an issue, as there is ample availability for everyone and their guests. As I have a dog, I especially liked the several poop bag/trash can stations situated throughout the property that made it all the more easy to walk my pet on the property. Interior accommodations were also quite nice, with new carpeting, modern appliances (so miss my black fridge/stove/microwave!), light fixtures and faucets, in addition to the beautiful wooden kitchen cabinetry. Another plus was the gas stove, which I absolutely LOVE! Not to mention the reduction in my electric bill during the winter months as gas heating is included in the rent! :-) Most importantly, I always felt very safe at Top of the Hill, as I've never been threatened or violated in any way during my time there, which is blessing given I am a single mom. It's close to grocery stores, restaurants and great schools. I95 is a hop and a skip away from the property, allowing for quick access to New Jersey or the Philadelphia airport. All in all, I would undoubtedly recommend Top of the Hill as an excellent place to live.

Excellent experience, highly recommended!
I have loved living at Top of the Hill. My apartment was clean and had new appliances. The maintenance staff is very pleasant, quick to respond, and conscientious. The office staff is friendly and professional. The community seems to largely consist of professionals and their families. Top of the Hill is also pet-friendly. The amenities are simply wonderful. The landscaping, especially near my apartment at the rear of the complex, is beautiful. I have a view of wooded grounds and a creek with a nice footbridge from my balcony. There is a large, well-maintained pool, a tennis court, a playground, and a gym as well. I also appreciated the free coffee, treats, and doggie biscuits in the front office - the staff really went out of their way to make residents and visitors feel at home. I appreciated the frequent communications from the staff. They always left a message at the door to communicate important information, such as maintenance which required entry into the apartment, pool opening and safety information, community activities, or hurricane preparedness. The location is also convenient. The complex is adjacent to two parks, and Bellevue State Park is within biking distance. Grocery stores and retail are also nearby, as well as several office buildings.

nice on the surface but a lot of crime- do not live here
I've lived here 6 mos and recently had my car windows smashed in. I was parked right in front my building. Spoke with a significant number of neighbors who have lived here for years and they said it is a constant ongoing issue that the management doesn't care about. Parking lots are VERY poorly lit at night. The only lights are on the buildings themselves near entrances. Many of my neighbors experienced breakins or knew people who had similar stories. This is such an ongoing issue here that a few weeks ago they held a resident/police forum here to discuss it. once of the police's main suggestions was installing additional lighting in parking lots. I went to the office at top of the hill to report my issue and suggested to management they install additional lights or get a security guard, since I don't pay over 1100 a month to feel unsafe and have my belongings destroed. while the office lady wasn't rude, and i realize that she doesn't like to spend her day fielding complaints, she didn't even pretend to act like she cared or that they'd do anything. i was told that AND I QUOTE "those things cost money and people here already complain about rents being too high and the only way that would happen is if we raised everyone's rent" exact quote. also that "you can look it up and these things happen in every complex and your car could get broken into it anywhere." she said they had no plans in place to make improvements to the place in response to these issues. no i am not making this up, i know the offices come on here some times to write positive reviews etc. she wasn't very professional or compassionate. Between the crime and their total lack of caring/response to ongoing breakins I can't recommend this place. They say they "care about their residents" like every complex but they truly dont. I will not be renewing my lease since they don't seem to care about resident safety since "those things cost money." THANKS top of the hill.

very irresponsible
I just moved into one new apartment at Top of the Hill and found the heating in my bedroom is blowing out cold air. I called the office and the maintenance staff just told me there was nothing they can do about it!!!! So I just need to live in a cold apartment for this winter! I will definitely move out as soon as I find a better place! They do not try to solve my problem, and just shed away their responsibilities! I am very dissapointed!

EXCELLENT PLACE TO LIVE!!!
I have been a resident for a couple of years, now, and my experience here has been GREAT! The employees here are very pleasent and kind, and so are the residents. It is a great place to raise a family; I'm a single mom with three kids and two cats. They have a gigantic pool, a park, tennis courts, and a gym. The maintence men are quick to respond to work orders. I would recommend top of the hill apartments to ANYBODY!

Check carefully before you move
I stayed in this apartment from 2008 to 2010. That time Management was nice and Maintenance was quick. Again I moved back here one week back. It s look like there is lot of demand, my apartment was done in rush and there are lot of items needs to be fixed. It s been one week no one showed up. Since they have a lot of demand, they say it will take time. They made me rush to lease one the apartment and they are hiding availability list. Especially leasing consultant Melanie she is horrible. She did not give an option also. My Balcony was under repair and not accessible and it was a surprise to me. They did not even mention to me. Since I haven t look at the apartment, I directly moved in. Over all I am not satisfied. And it s not worth what you pay as per current rental amount

my heater
Maintenance guys here have been so very busy with snow and ice however they took time with my heater when it went out. They came when they said they would and left my apartment so clean. Thank you to Rich and Joe!!! Oh and thanks for working late and coming in early for ice and snow. I appreciate it. The office staff is very friendly and helpful. Thank to them too they took my call when the heater went out.

My experience has been just great!
I've lived at Top of the Hill for a little over two years, and my rental experience has been just great! Firstly, I really love my apartment. I was fortunate to get one of the updated ones witheverything nice and new. At the time I came down from New Hampshire to find a place, Deborah was so professional and helpful. I only had a week, and she helped me to get everything accomplished so easily. Since living here I continue to be impressed at how well everthing is kept up. The grounds are clean and beautiful. It seems like there is always some improvement going on. When I've needed the help of Maintenance, they have always responded promptly and with the utmost courtesy. I recently had my heater "die" on a Friday morning. A Maintenance man was here in about ten minutes. It looked doubtful that a new heater could be gotten that day, so I was provided with a space heater and figured on perhaps spending a chilly weekend. Well...about 1:00 that afternoon there were the guys at my door with a new heater! They worked all afternoon to get it installed, and I was impressed and appreciated it very much! The women in the office are so nice and pleasant. This summer I wanted to take my two grandchildren to the pool once in a while, and I didn't feel up to being responsible for them all by myself. Both Deborah and Melanie were so nice to allow my son or daughter-in-law or both to accompany the kids and help me out. I really can't think of anything that needs to be improved upon. Thank you for making this a really great place to call HOME!

Excellent Apartment in Wilmington
Hi I am staying in this apartments for almost 4 years.My experience here was excellent.All office staff especially Debra responds very professionally and helps as much as she can for fixing issues with apartment if any.Apartments and swimming pool maintained very well.quick turn around for fixing any issues for the apartment.car parking facility is also good.overall my experience in these apartments are very good and i enjoyed a lot staying here.if i come back to wilmington,i don't have any hesitation to stay back in Top of The Hills Apartments.

The Real truth after 2 years
My experience in Top of the Hills was great. My apartment was located in the third floor and in a very quite corner of the complex. I did love having concrete floors so I did not bother my neighbor downstairs. I had couple of emergencies (Fridge down and heater not working) and they respond quick enough. Debra on the leasing office always was open and very nice to all my requests and concerns, if you visit ask or wait for her. The only problem I found toward the end of my lease was the smell in the common areas, several Indian families moved to the complex and you can smell their cooking as soon as you walked by the building. The parking is open so you know what to expect in term of how close you can park to your apartments, but I never had any problem on finding a parking space.

What I have found with apartments
No, this is not the management typing. It was necessary for me to leave Top of the Hill due to several circumstances. Like all apartments it some downsides. The best thing then is to buy a house. Parking is at a premium for the good spots if you work during the day. I'd like to point out some features that I had. New floor, cabinets and refrigerator in kitchen. Nice carpeting throughtout. New vanities, floors, and tub/showers in both bathrooms. Very large master bedroom. FIOS or Comcast without any problem and I liked to take my laptop (WiFi) out on the deck. Trees right outside my deck. Really nice landscaping. Can have almost any dog you want, yes, large dogs too. Of course cats. Try to find that anywhere else. 13th month free. I had a low security deposit. Friendly staff and maintenance. If there was a problem (needed maintenance two or three times for small things) they were right there and polite. I was in a good building. I miss my neighbors. Very nice, good people.

Very bad place... do not move here
This place is very badly maintained... It takes 4ever for maintance to come, The office people r very rude... One time we had a busted window in the kitchen, and it took them more than 3 weeks to repair.. n during that 3 weeks alot of bugs got in.. when we mentioned this to them they said it was our responsiblty to bring in an exterminator to deal with the bugs! WHaT THE HELL? they r the ones who took 3 weeks to fix the window... There is so many bad things about this place... do not come here!

Worst Service & Facility
Negative: 1. From last two months not fixing a problem. Even not giving any reason 2. Water shut off without any notice in morning time 3. Gym and swimming pools are too small compare to the number of residents 4. Staff is worst. 5. Water lekage inside apartment 5. Parking is really problem. specially when you are coming from grocerry shopping Will never get parking near to your complex. You have to walk a lot with lot of stuffs carrying. 6. Not enough lights in night time on internal roads/path ways Positive:(for Panco Management) 1. Get maximum money from residents by going down at any level

Do not move !
I've lived there from beginning of 2009 until 2010 july and one thing I can tell is the staff is horrible , they do everything that is not for your benefit. Appliances are relatively new , apartments walls are thin and you can hear every neighbor in the building.Overall I would rate this place with one star out of 5 or 10 , does not make any difference.

Cozy place to live
I have had a very good experience with the apartment people till date. I disagree with all the bad reviews. The office staff is very cordial and maintenance is prompt. Apartments are well maintained and all appliances are almost like new. There is a little problem with the parking but manageable. I would highly recommend top of the hill apartments.

Happy Tenants:)
First I want to address some of the bad reviews that are posted about Top of The Hill. A few months ago there were a lot of cars that were vandalized, my car happened to be one of the unlucky ones. 2 other complexes in North Wilmington had the same issues. It was very unfortunate but should not at all be a reflection on the property. After that happened the comlpex put in more lighting on top of the ample lighting that was already on the property and maintenance even drove around after hours for weeks to ensure we were all safe. Top of The Hill is a great place to live. I've lived at 3 other apartment complexes in DE and this is the only place I've ever truly been happy at. If I ever have an issue that requires maintenence someone is out within 24 hours and the problem is fixed right the first time which is very important to me. The grounds are clean and kept up with all throughout the year. The office staff are great. They are always so friendly and greet you with a smile even if your just running in to grab a cup of coffee. They have annual pool parties with giveaways and free food and entertainment. That is something I've never had at any of the other complexes I've lived at. I have great neighbors, a great staff working here, a beautiful apartment...I couldn't be happier.

Absolutely A NO NO!!!
I have lived here now for 5 years and I absolutely would not recommend it to anyone. It is an unsafe complex. The apartment does not provide enough lighting in the parking lot or the walk area to ensure tenants are safe. In fact they use to have two lighting close to building 2215 and they took them down. At nights when you go outside, it is so dark that anyone could attack you.During the last two weeks,someone broke into my car,and stole my GPS and several other tenants had their windows smashed and articles removed from their cars. I notified the apartment and they were not apologetic. The other issue I have with this apartment is the extremely poor communication of the office staff with tenants. Whenever you call about an issue, they do not respond until you call them again. The office staff tend to tell you lies as well, and when you catch them they tell you that it was some other staff that told you that info, and the excuse is that the staff is new, hence they do not know what they are talking about. Top of The Hill Apartment does not like to spend money on anything to make tenants life easier, hence they use several tactics hoping that you will not call.Once I had a problem with the bathroom overflowing and the office is telling me to turn the toilet off until they can look at it, as if they expect me to ---- and piss in my hand middle. Parking is also a problem, there is limited parking and if there is none close to your building, you have to park far away and don't forget that the place is dark, no lighting. Maintenance is not priority, in fact their maintenance people are leaving, citing poor pay and treatment.The apartments are not well sound proof. You hear everything your neighbors say or do. It's horrible. While I had I like this complex when I first moved in, it soon became apparent to me that safety and other issues were going to be of concern. Please beware that if you decide to come here and live, you are taking the risk of jeopardizing your safety. I am still a tenant and will not be for much longer. I am disgusted by the staff of Top of the Hill poor communication, and their little regard for their tenants safety, among other things.

It's not safe here anymore - Rash of Breakins - see the news!
There have been a rash of break ins since the end of August. Four times in the past week. About 20 windows broken on 9/28 and I think almost that on 9/22. Plus two other times between that date. Management's response - "It's not our responsibility!"
