A nice place to live - recommended
I have lived here almost 2 years. The staff is pleasant and makes minor repairs promptly. It's a very peaceful wooded setting and I enjoy spending time wandering the grounds and the creek with my kids. Most of the neighbors are quiet, hard working adults, and the concrete floors help keep the occasional noise from bothering me. The biggest problem is the desperate need to replace the ancient plumbing, which mgmt is well aware of. They do their best to keep it working for the current residents until they can renovate each apartment - I visited one of the renovated ones by the way and it's fabulous. The apartments are spacious and it's a good value for the money if the location is convenient for you.

Shady Maintenance crew
I lived at Top of the Hill apts for 4 yrs. Until I lost my job and got behind in my payments as a result. I was also in the midst of a lawsuit with my former company for which they somehow got involved in. They actually hired a Maintenance worker who was actually a PI for the company that I was suing, to watch me and break into my apt when I was not around. In addition to this residence who lived their pried in my business, and attempted to intimidate me. They also tried but failed to evict me. Unbelievable!!!!!!!!!!

Life at the bottom of hill
Parking is horrible you are lucky if you can find a spot 4 buildings away. Management is the worst they have to be the dumbest people on earth. Maintenance they will come fix your apartment in about 3 months. Watch out if you have young girls they will say inappropriate things to them that should not be said. Oh maintenance here they don't knock they just walk right in and I have come home to find them watching TV talking on there cell phones!!!!!!!!! But the redone apartments are nice! The grounds look good. The laundry rooms are extremely unsafe Locks don't work - hot pipes run across the washer and dryers. Neighbors are rude as hell. Loud music blasting from the cars My electric bill runs about 300.00 winter 600.00 summer that's a good month. Air conditioning - Units are old and don't work Heat - that's good Oh someone was shot there (go to Delaware state police site for that and how many break-ins there have been there!!) Car broke in to 2xs dents all over it from the crappy neighbors.

The only decent place left North of Wilmington
I grew up in Northern NC County, and when I moved back here this spring I was amazed at how poorly all the apartments I knew had aged. Top of the Hill seems to be an exception. I have nothing but good things to say since coming here.

Happy there- might move back
I lived at Top of the Hill for 1 year and have no complaints. My neighbors were great, very quiet. I found office staff to be great and maintenance to be very prompt, although I never really had to call them. The apartment was very clean and spacious. My only concern was the lack of lighting in the parking lot. I had to move out because I couldn't afford the rent when my roommate moved. If I could have afforded it I would have stayed and might move back there when my lease is up at my new place in Newark, which is really crappy in comparison (Prides Court).<br><br>There is a large Indian population there and I found them to be great neighbors, very quiet, pleasant, and family oriented. I don't want to stereotype, but I think it is worth mentioning. <br><br>I really liked the grounds and think they were kept very well maintained. I had a great experience there and actually quite miss it. <br><br>Oh, one more thing- since I am student they were willing to work with me and a co-signer, which was great since they don't have to do this.

Very Nice apartments
These were our first apartments after marriage. The neighbours were friendly and nice. Very quiet and peaceful surroundings.The room are spacious and closet space is really good, it was good to have a pantry with the kitchen. It was a good value for money

Ok if your work place is near by
This Place is good. <br><br>Pros:<br>1220 sq.ft.---830 - 2 bed room<br>more square feet for less rent heat included.<br>Concrete floors, you will not listen noise of upstair guys.<br>near to I-95.<br><br>Cons:<br>No shopping near by, all big stores are at newark. Aircondition and heater inside apartment, makes lot of noise. Laundry at lower level, only one unit for building. <br><br><br>

Feeling Lucky?
Top of the Hill Apartments are variously described. On the one hand, Top of the Hill is "Land of the Giant Potholes that Never get Fixed."<br><br>Driving through Top of the Hill is like driving on the surface of the moon. God help the front end of your car!!! Last winter I thought, "Oh, they (managemet) are just waiting until the warmer weather to fix all the potholes." Boy, was I wrong!! They fixed nothing, absolutely nothing.<br><br>The office staff?<br><br>Generally friendly and attentive. When you phone in for a maintenance request, personnel see to it on a fairly swift basis. However, actual correction may require multiple calls.<br><br>The actual apartment?<br><br>Clean and in good repair. However, the apartment itself (not referring to neighboors) makes noises. The pipes make noises. The heating system makes noises. It is the age of the place.<br><br>Neighbors?<br><br>I am quite fortunate. I have good neighbors. They are respectful and quiet. So, for me, living at Top of the Hill is peaceful. However, Top of the Hill seems to be drawing more and more of an "undesirable element." So, it is possible you could wind up with "nightmare neighbors."<br><br>It is just luck of the draw.<br><br>Location?<br><br>Pretty good. Quite accessible. A good area.<br><br>Recommendation?<br><br>Tough to highly recommend, but my personal living experience at Top of the Hill has not been bad at all.<br><br>If you don't mind paying somewhat more there are some very nice apartments off of Route 202 jut below the Pennsylvania border, and also just across the Pennsylvania border. <br><br>Summary?<br><br>I am not of a mind to be condemning, as once again, Top of the Hill has been perfectly good for me, but neither would I mount a soapbox and shout words of praise.<br><br>Final Advice?<br><br>Before committing to a lease, double check your neighbors. Visit your prospective apartment at various times: at night, on the weekends, etc. How quiet is it?<br><br>In any apartment, your peace and quiet ultimately comes down to the type of neighbors you have.<br><br><br><br> <br><br><br> <br>

Almost 10 years. Very satisfied
Quiet. Excellent location to get around Wilmington. Also, center location to Eastern Coast from Boston to Washington DC. Maintenance of grounds, apartments, swimming pool and tennis courts well kept. Minor nuisance problems due to aging and lack of experienced maintenance on staff. Office staff very effecient and well managed. Full time Manager on location and experienced and knowledgable.

Not worth the time

Top notch for our family
Our family really enjoyes living at Top of the Hill. Maintenance is always prompt and friendly and the office staff is extremely helpful. We always take full advantage of the pool in the summer and enjoy walks around the neighborhood. We could not be happier!!

The bottom of the hill
Living at Top of the Hill is not the greatest housing experience that we´ve had. The buildings are old and falling apart. The pipes sound awful and some vents don´t work. Several leaks have occurred and have been reported but maintenence does not respond in a timely or consistent manner. The parking situation is bad, especially late at night. Its sometimes impossible to park near your building and there have been incidents of vandalism and muggings. There are also treacherous pot holes all over the road. It seems as though upper management lacks concern for its tenants. The rent is too high. Where does it all go?

Poor Choice, Bad Management
Positive side: <br> <br>(1) Apartment interiors are in good repair. <br>(2) Top of the Hill is close to the Claymont train station. <br>(3) Food stores and shopping are nearby. <br> <br>Negative Side: <br> <br>(1) Parking space is grossly inadequate. <br>(2) Parking lots are poorly lit. <br>(3) There have been incidents of vandalism and threatened robbery (at night) in the parking areas. <br>(4) Parking lots are pocked with giant potholes that never get fixed. <br>(5) Apartment maintenance is poor and requires repeated calls to get work done correctly. <br>(6) Management is unresponsive and can become quite oppositional, and even antagonistic, if it feels that you are "too demanding." <br>(7) Concern, real concern, for the individual tennant is at best superficial, and in actuality, nonexistent. <br> <br>

It´s a nice apartment but for Parking and rent is little
It´s a nice apartment but parking is nightmare. After 7:00 p.m. there is no parking at street also. The rent is on higher side I am paying $970 for two bed rooms and two baths.I am impressed with Management and service but not with Playground and tennis court.

The apartment and common areas are well maintained, and office staff is courteous and helpful. <br> <br>Commute to wilmington is a breeze and takes only 10 min to drive. great location, and very quiet due to concrete floors.

Very Happy Here
I have been very well treated by the management here. The few problems I´ve had have been quickly taken care of. Today, I found that the water heater for our building had failed. Since it was Sunday, I thought I´d be out of luck. I called the office and got the oncall person. I reported the problem at 8AM, and went for a walk. When I returned at 9AM, the maintenance people had replaced a bad part on the unit, and by 9:30AM, I had hot water. I was impressed!

You dont want to move here
I was treated poorly by office staff <br>The apartment and fixtures themselves are old, rotting and/or falling apart <br>No washer/dryer in unit Hot chance to actually find the laundry machines in the basement NOT in use <br>Many units have more people living inside them then should be(avg 6 people to a 2 br apt.) <br>Very loud and noisy <br>Pool area becoming decrepid, no upkeep, tiles falling off, wood deck rotting, major bee problem in summer. <br>Tennis area totally neglected <br>"playground" consists of 3 lonely swings and a baby slide I´d call it a "play lot" perhaps <br>If I were you, I´d find a house to rent

Older, but clean, quiet, and comfortable
Lived here since April 2003. Very quiet - walls and floors are solid concrete, keeps noise down. Great maintenance! Always quick to fix furnace, garbage disposal. Wonderful grounds - woodsie, spacious. Recommend the one bedroom upgrade to den.

Bad, old, rundown fixtures, no heat, noisy systems
I have been struggling with the management for the part three months regarding numerous issues with our apartment. They have given us all sorts of run arounds. Apartments are old, especially the heating/A/C and bathroom fixtures. Very noisy systems and very old and inefficient. Bedroom vents are all blocked so there is no heat or A/C. Management is nice and responds well for simple issues but otherwise you are forced to live with it. <br><br> <br><br>Area is very nice - which was our reason for selecting the complex. Rent is above average. <br><br> <br><br>I do not recommend top-of-the-hill as there are several other nicer places in the area. We intend to move out at the end of the lease term.

Nice Place to live
I have been residing here for the past 2 years and I like this place. I have looked around different apartments in the area,but this one is nice,roomy,quiet and very scenic if you can get the right apartment. The management is pretty fast in the response to the repairs and are quite accomodating. Would recommend if you can afford the rent which is a little on the higher side.

Very Nice Roomy Apartments
