What are these people talking about?!

I'm perplexed about the negative reviews I see on here re: Top of the Hill. I've lived in 5 apartment complexes in my life, and visited many others. TOTH was far and away my favorite home and I was sorry I had to leave it due to career changes. I found the office staff extremely courteous and helpful; maintenance to be professional and timely; and my apartment itself just wonderful. The grounds as well are beautiful if you like trees and hills and woodsy living. I'm not sure why I'm even spending my time defending them since I don't live there anymore, but I was just struck by how hard people were knocking this place. I thought it was great. To be fair, there are some parking issues, as many of the buildings do not front along the lots and so the closest spaces are usually filled first. If you get home late you may have to walk an extra hundred yards. And the windows are a bit dated in style and construction, though no "flimsier' than many I've dealt with before. But gas is included in rent, so whoever is complaining that it was causing them unusually high heat bills, was out-and-out making that up. Though it was included, I had my own furnace and controlled my own temperature and was always plenty warm. Furthermore, I was not aware of any particular crime wave while I was living there. I rarely saw police in the neighborhood; there was no graffiti or litter; no people hanging outside causing trouble. I am certainly unaware of any shootings!!! I only rarely heard my neighbors. This complex is in a very nice middle-class neighborhood. There are Lexuses and Mercedes in the parking lots. This complex is far from the slum it is being portrayed as. I suppose in any apartment situation there will be occasional problems with the odd resident, but I never saw anything like what's being posted here. Someone suggested checking with the police and the consumer affairs office. Do that. I may be all wrong about my experience. But I'll bet they'll tell you this complex has far fewer problems than many others. (And for the record, I loved the spectacular Christmas display down at the corner. So it took you 5 minutes longer to get home a couple nights a year - big deal. There's a back way you could go anyway. What a Scrooge!)

    The Plus and Minus Mostly Minus

    Plus 1) The grounds look lovely 2) The back apt. have a nice view Minus 1) Tenants are loud everywhere 2) Maintence is very bad no service 3) NO Parking I Mean NO PARKING!!!!!!!!!!!!!! 4) The management is about the worst there are! 5) My car was broken into 3xs and hit 2x's 6) The windows are one cheap pane of glass that if you push will fall out 7) Screens we didnt even get any 8) Winter bill cost $578.00 a month to heat

      The Good, The Bad And The Ugly

      I like the apartment complex, however there are a few points that need to be addressed!! 1. The Good - It's a night place to live as far as noise, crime and anything else of that matter. The Maintence has been very good to me and responding to calls within hours. 2. The Bad - PARKING. Every week it seems like we have to park further and futher from where we live. Its not right and I think that management should check cars plates to see if they are registered to this apartment complex. I can almost bet that 50% of them arent. 3. The Ugly - The windos arent sealed very well, so your gonna freeze in the winter time unless you put plastic on your windows. The doors have a tendency to fall apart alot. Screens do fall out on various times without notice. AND maintence drives all over the nice landscaping. My suggestions for this place is to do random checks of the cars that are out there and see if they do infact belong there. If they can';t do this how about reserved parking for people who live in the apartments. LIMIT the car amounts allowed to register. This is a good place to live, however like most places you will find your ups and downs. If you want some place perfect, get your own house, aparently an apartment is not a good idea for you.

        Been there done that! Awlful go to Valley Run!

        I lived there for one year and half and hated it!!!! I had to break my lease to get out the shooting and parking "too much"! The said oh "Under New Management" they hired a new Manager and the rest of the staff was the same so the problems never changed! The staff there are friendly till you sign the lease then they could give a rats butt about you! Ask the police about the crime all the car thefts and break in's and the shooting that happened there! Ask the young under age girls in the neighborhood how the dirty maintenance men say inappropriate things! Maintenance can't fix the apartment properly after you waited a month for them then it takes another month for them to come back. Call New Castle County Complaints, they keep records and will tell you that there have been complaints in the past!!! I know I had to call and make a complaint! The office staff is rude and they have no idea how to run an apartment complex properly! I should know I am an apartment manager! I currently moved to another North Wilmington Apartment Complex and I must say "Valley Run" is the one best apartment complexes that Wilmington has to offer and I don t even work there! For just a few dollars more then top of the hill it's well worth the security and customer service that "bottom of the hill is lacking. Hey see for your self drive in there after 8:00 PM look at the parking. Then on Sat stand around in the parking area and ask the tenants how they feel about the complex!!! Most Cops and everyone else that used to live at top of hill now live in Valley Run because the complex gives you soooo much more! The only good thing about top of hill is the grounds! What ashame the staff and the apartment can t live up to the grounds! Maybe they need to clean house and fire all the staff and start from scratch because that is the only way the problems will be fixed! Replace all the windows because they are thin as paper and will run your bills sky high! Stop all the low lifes from cranking their radios all hours of the night and the staff just turning their heads to it!

          Absolute Fraud

          Had a horrible experience staying there. The entire staff is extremely incompetent and rude. You will never get your security deposit. On top of that they will charge you on some flimsy reasons. Had a horrible ear infection by pool water. They never acknowledge the issues. Apt was infested with pests and got the response from management that it is tenants responsibility. Final recommendation : LOOK ANYWHERE ELSE BUT THIS PLACE.

            Wonderful Experience!

            I have lived in Top of the Hill for more than 2 years, and it has been a wonderful experience. I really fail to understand why so many people have rated the complex so badly: my neighbors and I have never had a single complaint. Maintenance is very prompt, even if I call them on weekends and/or evenings, 15 minutes later they are at my door. The area is beautiful, and the complex is very quiet. I have grown so attached to this place that now that I move out due to change of workplace I will really miss it. For all of you who are considering moving in this area, I would advise you to come and visit Top of the Hill for yourself, and take with a grain of salt most of the reviews posted on this and other similar sites. For what it's worth, I strongly recommend this complex!

              No Way

              Do not move here. The parking is TERRIBLE, there are no spots after 5 p.m. not to mention its pitch black in the parking lot, the office workers are rude and if you have a problem act like it is SUCH an inconvenience to them to deal with it. The wash/dryer is way too expensive, bugs are a problem, plumbing is a problem. It seems like once a week the maintenance has to be in your apartment (when you aren't there) for some type of routine check up. The walls are thin and you can hear everything that your neighbors are saying. It is a great location but not worth it at all! I would not recommend renting here.

                i lived there for 4 yearsand it was the worst,parking is the worst i ever seen,you can get rob,mug,or anything after dark,workers cant fix nothing,need cualking every- where,water leaks,management dont no what there doing,think they bosses,miss no it all,dog s%#t,excuse me,all over the grass.1065 a month,pay them no mind,move on!!!! P S - management need to no customer is always right,customers pay rent and your check;new management please,unless the owner making these decisions?good question!!!

                  Maybe you should use this place as a LAST resort!!!

                  I have been here for over 2 years and I would not recommend this apartment complex. There is an ongoing problem with crickets getting into the apartments, the cost for the washer/driers is rather steep, maintenance tries to keep track of everyone who comes and goes from each unit and the manager of the complex is rather RUDE!!! ( I will say that the leasing consultants are very helpful!! ) The manager of the complex needs to learn customer service skills from the leasing consultants. The manager does not treat renters as customers, but she treats renters like they are prisoners and she is the warden....NO RESPECT!!! I have witnessed a mass exodus over the past couple of months and I will be joining in the next couple of months.

                    DO NOT CONSIDER THIS PLACE

                    Do yourself a favor and don't consider Top of the Hill in your search for an apartment. Parking - forget about finding a space near your door if you happen to have a night life and get home after 11:00 PM! And, the spaces are so small when they re-surfaced the lot that you can barely park without getting your doors nicked. Cleanliness - my closet where the HVAC unit is kept was over-run with crickets, that naturally were hopping around and CHIRPING in my apartment. Windows are dirty, and most of mine wouldn't open/close properly. Maintenance - Had no hot water a few different times in my 15 month stay. The person who worked the problem recently was a rude, ignorant jerk. Poor guy had to come to my place twice because he didn't fix the problem the night before - I feel sorry for him. Isn't that his job??? Recently had a water leak on the 3rd floor, which seaped into my place on the 1st floor. I wasn't home for the weekend and walked into a mess. Luckily it didn't get on my furniture, but they had to replace the carpet and dry wall - and had a large de-humidifier running for 3 days. I'm sure it's minor to them but it was a major inconvenience to me. No follow up call to say "sorry", or "is everything ok", or " how 'bout we reduce your rent for the inconvenience" - nothing, no follow up at all. Noise - the heater and A/C unit are so loud, I could hear what the other apartments were watching on TV and they could hear mine. Laundry - $1.50 for wash and $1.50 to dry, so $3.00 a load. Shared by 6 apartments, and they're so small you have to do 2 loads where you'd normally do just 1. The dryer frequently didn't work properly, leaving me with wet clothes and no place to hang them. Awful. Rent - the place I was renting was a 2 bedroom on the 1st floor, and it was $990 a month for the year's lease. After going month to month, they raised the rent to $1,080. Definitely way too expensive for an apartment. Look around in the Wilmington area and you will find better rates. Let's not forget the customer service of the office staff. When I questioned the girl in the office about my security deposit refund, I was told that there were vacations and that my refund would be delayed. I asked if that was fair and her response - "I don't hire the people in the home office".

                      GREAT PLACE TO LIVE

                      IVE LIVED HERE FOR 8 MONTHS WITH MY WIFE AND 2 KIDS AND IT HAS BEEN AN ABSOLUTE PLEASURE. THE OFFICE STAFF WAS KIND AND HELPFUL FROM THE BEGINNING. BUT AS ANYONE WILL TELL YOU MAINTENANCE MAKES THE DIFFERENCE AND THEY ARE GREAT. EVERYONE IS EXTREMELY RESPONSIVE TO MY INQUIRES. I THOUGHT THAT IT COULDN'T LAST SO I WAITED UNTIL NOW TO WRITE THIS BUT THE SERVICE HAS NEVER CHANGED, EVEN ON THE WEEKEND THEY ARE PROMPT AND COURTEOUS. IT IS SAFE AND QUIET. I HAVEN'T HAD ANY ISSUES WITH THE NEIGHBORS. SOMETIMES YOU WONT GET A PARKING SPOT RIGHT IN FRONT OF YOUR BUILDING BUT THAT IS THE ONLY THING THAT I CAN THINK OF THAT MIGHT BE CONSIDERED A NEGATIVE. OTHERWISE THIS PLACE IS GREAT.

                        This is the worst complex ever

                        I lived there and it was horrible. Maintenance does walk into your apartments. The maintenance men have said sexual things to underage girls there! I heard it! I heard the maintenace yell at an old ladie it was repulsing. The office staff is the worst I have ever seen. The good ratings on here are done by office trust me you can go ask the tenants your self! The parking is horrible!!!! I my self had to call county complaints!! Laundry machines areas are dirty and unsafe. If your looking go to Valley Run or Harbor House.

                          Seen worse...

                          I am renting a "corporate" apartment as I move quite a bit with my job and have seen my share of apartments. I was very concerned about this complex due to the reviews I read but after calling the local police department decided to move in for my stint and Wilmington. Really the accomadations are not that bad.<br><br>Yes, the apartments are older but they are in the process of renovating and the units are nice. Main complaint is that the windows have not been replaced and are very drafty. The heating system is loud and my apartment constantly smells of curry from the neighbors. And yes, the parking is not the greatest but you have that in any apartment complex. At least the ones I've lived in. My biggest complaint is the laundry facilities. The units do not have w/d hookup available and their is one washer and dryer to each building of 6 apartments which are located in a converted efficiency apartment. Sometimes their is a LONG wait. Might be better and cheaper to hit up a local laundromat. <br>The office has always been quick to respond to any repair requests and are courteous whenever I call them. I have not experienced any rude behavior on their part. The complex as a whole is fairly quiet and the individual apartments are fairly roomy. All in all, I would recommend this complex. <br><br>I've only been here a short time

                              The best way to get tenants is to attack those apartment complexes that are best. And this is what you can mostly find on this website. Statements like "I called maintenance office one month and a half before they came" or "maintenance people walk into your apartment without knocking" are so obviously untrue, we shouldn't even be talking about them. I've never had to wait more than a few hours before maintenance crew came to my apartment. The landscape here is beautiful, and the tenants are usually quiet working people. The renovated apartments are beautiful, can't complain. All in all, come here, see it for yourself, talk with other tenants, and don't rely only on apartmentratings.com.

                                10 years at Top of the Hill and it's the best in area

                                I looked all around when I needed an apartment for me and my son 10 years ago. More than satisfied. My friend is now looking, and I recommend highly. Office staff has been the same nice people Tara, Debbie, Kerlene, for 12 years, they know you by name, and it feels like home. The area is safe because it is not a through street, but its own destination. Some units view Del. River. Floor to ceiling windows which are rare in apts., best entrances, brass fixtures, beautiful landscaping, all new paved streets, new pool, picnic area, playground, Bellevue park, tennis courts, nearby stream, car wash area,the maintenance guys are AWESOME, esp. Bob. Never any trouble, car is safe, can see car from bedroom, well lit at night.

                                  This place is the worst! Drugs, Shooting, Incompetent Staff

                                  I lived there for two years and it was the worst experience I ever had. The maintenance came on to my 16 year old daughter and would walk into my apartment frequently without knocking. I complained to office and no one cared at all. They would not fix anything for at least a month and half. When they did it wouldn't work. I had to call New Castle County 2xs to get things fixed. The maintenance was rude to everyone. The office staff is the worst I have ever seen totally incompetent and I was in the property management for 10 years I would have fired every single one of them especially the dumb blond. The manager is not experienced enough to handle a complex of this size and he doesn't even know Delaware laws. They will move in just about anyone on the property and even had a shooting there. The give the radio personality (wstw) a free apartment so they will get advertisement now that is desperate. I moved to Valley Run Apartment and I love it here. Parking is a hassle but it worst at Top of ------. The maintenance at Valley Run comes right away to fix problems and they are fixed by the time they leave. The maintenance men at Valley Run are always nice and the office staff is wonderful and they know what they are doing. I cant express how bad Top of Hill is but you might as well move on RT 13 in public housing. Ann Puntel

                                    Crap!

                                    I agree! We just moved into this place at the beggining of the month and boy was i fooled. This apartment which they call renovated is an absolute joke! Door knobs falling off, windows not working, flooring peeling up and thank god summer is almost over we turned on our a/c and it sounded like it was going to blow up...Tried to call but i dont think anything will get done cause i just got some snobby remarks on the phone..Be careful!!

Maintenance here is awful, they should stick to trying to improve the place instead of posting lies on here. They do this all the time. Pretending to be tenants, who are "so happy".                                           it you rent here, make sure you are familiar with the landlord/tenant laws, because the management here is terrbile, and rude, unhelpful- I could go on, but basically, DO NOT RENT HERE unless you want a headache- leaky, noisy, bad in general, and i think my neighbors were drug dealers (seriously, I'm not joking- I overheard their consversations through the walls)

                                                Very bad attitude! JUNK APARTMENTS

                                                I am currently living at this place and the place simply sucks!.In their advertisements they say it is a top of the line apartments but it is clearly very badly managed. Maintenance crew is the shadiest and the laziest. Workmanship is simply low quality. Location is nice, hence people get carried away thinking it is a good place, but once you move in you realize that you got conned. REAL LEMON!

                                                  What kind of advertising is it for a place that thinks they are so fancy (high rent) won't list rent in apt. guidebook, that they won't remove the grafitti from sign on siverside rd???<br><br>Nice advertising, welcome to the hood homie!!Life at the bottom of the hill, hell!!! <br>Other reviewers tell us you don't get much for all you pay out!
